The argument of this paper is that a deeper appreciation of the nature of the power relationships between firms and the circuits of power that bind them together is key to understanding how clusters function — including how they might emerge and how they might decline. We begin to develop a conceptualization that allows us to generate a deeper understanding of the processes that enable the production and reproduction of enterprise clusters under some combinations of circumstances but not others. The sections of the paper explore: (1) concepts of power and circuits of power including their spatialities; (2) the temporarily stabilized relationships which occur in clusters of economic activity; (3) the openness and permeability of clusters as a way of understanding conditions that foster cluster growth; (4) a tentative integration of concepts. From this reading of the concepts of clustering and power we draw the conclusion that clusters are, at any particular point in time, temporary and transient conjunctures of interfirm relationships. They depend on specific circumstances in 'time–space' and, because of their very transience and specificity, those conditions might be very difficult if not impossible to create through the blunt instruments of policy.  相似文献

The first three decades of the 20th century marked the beginning of modern collective occupational pensions for salaried business employees in the three Scandinavian countries. Pension premiums were derived from actuarial principles and pension entitlement was financially and legally secured. Relatively few salaried business employees were covered by these new occupational pension schemes until the 1930s. There were similar developments as well as different outcomes in the three countries. In their first three decades, the relative success of such schemes, and the participation of salaried employees in them, seems to have been largest in Denmark and lowest – as well as starting latest – in Norway. The development of occupational pensions in business is compared with Britain and Switzerland as well as with occupational pensions for public employees in the Scandinavian countries; the latter clearly functioning as a model. The new principles for occupational pensions in business, established during and after World War I, proved long lasting and increasingly important. In Norway, defined benefit pension schemes that started in business during World War I were not replaced by defined contribution pension schemes until after 2000.  相似文献

The historical Norberg mining district in central Sweden with its shallow, easily accessible iron ores figures prominently in the earliest documents from the 14th century concerning mining or metallurgy. This 1000-km2 district is considered to be one of the first areas in Sweden exploited for iron ores and, in fact, Europe’s oldest known blast furnace, Lapphyttan, is located in the Norberg district about 10 km from the mines in the village of Norberg (Norbergsby). Earlier archaeological excavations suggest the furnace was in operation as early as the 11th or 12th century (870 and 930 14C yr BP), and a number of other sites in the district have been dated to the 13th–15th centuries. Here, we have analyzed two lake sediment records (Kalven and Noren) from the village of Norberg and a peat record from Lapphyttan. The Lapphyttan peat record was radiocarbon dated, whereas the sediment from Kalven is annually laminated, which provides a fairly precise chronology. Our pollen data indicate that land use in the area began gradually as forest grazing by at least c. AD 1050, with indications of more widespread forest disturbance and cultivation from c. 1180 at Lapphyttan and 1250 at Kalven. Based on 206Pb/207Pb isotope ratios in Kalven’s varved sediment record, there is an indication of mining or metallurgy in the area c. 960, but likely not in immediate connection to our sites. Evidence of mining and metallurgy increases gradually from c. 1180 when there is a decline in 206Pb/207Pb ratios and an increase in charcoal particles at Lapphyttan, followed by increasing inputs of lithogenic elements in Noren’s sediment record indicating soil disturbance, which we attribute to the onset of mining the iron ore bodies surrounding Noren. From AD 1295 onwards evidence of mining and metallurgy are ubiquitous, and activities accelerate especially during the late 15th century; the maximum influence of Bergslagen ore lead (i.e., the minimum in 206Pb/207Pb isotope ratios) in both Kalven and Noren occurs c. 1490–1500, when also varve properties change in Kalven and in Noren sharp increases occur in the concentrations of a range of other ore-related metals (e.g., arsenic, cadmium, copper, iron, lead, mercury and zinc). From the 15th century onwards mining and metallurgy are the dominant feature of the sediment records.  相似文献

Professional labour markets in Ontario, Canada, are culturally regulated to the disadvantage of foreign‐born and foreign‐trained immigrant practitioners. In this paper we draw on Pierre Bourdieu's concepts of institutionalized cultural capital and habitus to examine processes of distinction between foreign and Canadian‐trained professionals. Based on fieldwork investigating Ontario's professional engineering regulatory system as a case study, we interpret institutionalized cultural familiarity in the licensing criteria enforced by regulatory bodies as processes of distinction that undermine immigrants' access to the engineering profession relative to Canadian‐born and Canadian‐trained applicants. In addition to assessing the value of non‐Canadian credentials, regulatory bodies attempt to reproduce the social and cultural integrity of the professional membership by requiring applicants to internalize cultural norms specific to the profession as it is practiced in Canada. Licensing procedures can thus facilitate the cultural exclusion of immigrant practitioners  相似文献
