Abortion law reforms in Colombia and Nicaragua: issue networks and opportunity contexts

This article analyses two instances of abortion law reform in Latin America. In 2006, after a decades-long impasse, the highly controversial issue of abortion came to dominate the political agenda when Colombia liberalized its abortion law and Nicaragua adopted a total ban on abortion. The article analyses the central actors in the reform processes, their strategies and the opportunity contexts. Drawing on Htun's (2003) framework, it examines why these processes concluded with opposing legislative outcomes. The authors argue for the need to understand the state as a non-unitary site of politics and policy, and for judicial processes to be seen as a key variable in facilitating gender policy reforms in Latin America. In addition, they argue that ‘windows of opportunity’ such as the timing of elections can be critically important in legislative change processes.     

Hikma muta‘aliya in Qajar Iran: Locating the Life and Work of Mulla Hadi Sabzawari (d. 1289/1873)

The Qajar period witnessed a revival of traditional Islamic philosophy based on the philosophical method of the Safavid sage Mulla Sadra Shirazi. This was philosophy as a way of life, an ethical commitment born of a method that combined both rational discourse and mystical intuition, deployed to defend the intellectual and cultural norms of the old learning against the new European inspired centers in Qajar Iran. A prominent figure in this process of revival was Mulla Hadi Sabzavari, who trained in the seminaries of Mashhad and Isfahan and became the most famous teacher of the works of Mulla Sadra and of philosophy in the second half of the nineteenth century. This paper examines his life and intellectual and pedagogical contribution, and traces some lines of his impact on seminarian philosophy into the twentieth century through the many students who came to study with him in his hometown, including his influence on modern trends within Shi‘i jurisprudence and legal theory.     

CASH TRANSFERS AND POVERTY REDUCTION IN CHILE*

ABSTRACT The headcount ratio in Chile has declined from 40 percent to 14 percent since 1987. However, most analysis of this reduction uses national and regional poverty statistics. In contrast, we employ poverty mapping methodologies to find heterogeneity in the effectiveness of transfers across counties. To better understand this variation, we explore the roles of characteristics of the local population, structural features of the county, and geography. The greatest reductions in poverty occur in rural households, yet population characteristics and geography are also important. These findings suggest that targeting at low levels of aggregation can deliver further reductions in poverty.     

EMPLOYMENT,INCOME, AND MIGRATION IN APPALACHIA: A SPATIAL SIMULTANEOUS EQUATIONS APPROACH*

ABSTRACT Appalachia remains a symbol of poverty in the midst of prosperity. During the 1990s it fell further behind the rest of the nation. Persistent poverty during a period of strong growth is a serious as well as an interesting subject to study. We examine determinants of growth in Appalachia between 1990 and 2000. We show that employment, migration, and median household income were jointly determined by regional covariates and that county economic conditions were conditional on the performance in neighboring counties. One conclusion is that regional cooperation and geographically focused programs may yield the greatest returns to policy investments.     

Feminist Perspectives on the Internationalization of The State

Abstract: The state is often described in transition: public spaces are rearranged by private companies, national social welfare is being privatized to some extent, and supranational institutions have more influence on national policies. “A view from the kitchen” (Diane Elson) is helpful for understanding the changing dynamics of states and societies because different women are affected by these policies in different and often ambiguous ways: women of the globalized South migrate to the North, creating global care chains, while women in Western industrialized countries are confronted with changing welfare regimes, leaving mainly highly educated women to profit from this situation. This article contributes to feminist debates on economic globalization and state internationalization. Our feminist materialist perspective allows a critical view on dominance and power in “governance”. Thus, the article adds to feminist debates on globalization from the perspective of state transformation and to debates on governance from the perspective of state transformation grounded in gendered social relations.     

The background to the proposition that plankton be used as food in the United Kingdom during the Second World War

Food shortages, particularly of proteins, in Britain during the Second World War led to the suggestion re-surfacing that marine plankton might be harvested on an industrial scale first as human food, then turning to its potential use as a supplement to stock and poultry feed. The notion emanated in the United Kingdom from Sir John Graham Kerr, at Glasgow University. He encouraged Alister Hardy, at Hull, to develop the idea and the natural testing ground was the Clyde Sea Area (given the extensive history of plankton research at Millport). Unpublished documents from the archives of the Scottish Association for Marine Science shed new light on the interactions behind the scenes of this project between Kerr, Hardy and the Millport Marine Station's then director, Richard Elmhirst. Elmhirst, who was sceptical about the feasibility of the plan from the outset, went along with it; not least as a way of attracting welcome research funding during lean times but also, doubtless, regarding it as his patriotic duty in case the proposal proved worthwhile.
