This work examines British conservative attitudes towards the Weimar Republic through the lens of several specific issues from the armistice up to the Ruhr Crisis of 1923. The author argues that a curious feature of British conservative opinion following the First World War was the consistent hostility British conservatives demonstrated towards the new German democratic state. To be sure, Great Britain had just fought a long and costly war against Germany, and there had been little time for the passions generated by the war to cool. Still, from the early days of the political changes in October and November of 1918, the German government was firmly committed to democratic principles. This was a development that the British nation claimed to favour, but the war left many British conservatives ill disposed to consider that the ‘inner change’ in Germany might be genuine or that a stable German democracy was possible. During its formative years, the Weimar Republic faced enormous challenges that would have tested any nation. Yet, even as political and economic conditions within Germany undermined prospects for democracy to succeed in that country, many British conservatives declined to take these developments seriously. Indeed, the attitudes of British conservatives substantially added to the difficulties the German government faced in dealing with the problems of the post-war world.  相似文献

This research note reviews work by Gerritscn on budget outputs in Australian States, and more specifically on the explanatory significance of Labor and non‐Labor parties in office. It also extends his work by introducing a comparative dimension across time. This consists of comparison of the findings for the period Gerritsen saidied (1979/80–1982/83) with a later period (1985/86–1987/88) to assess the impact of partisan change in Slate governments on their relative budget efforts. The findings offer more support for the partisanship hypothesis than Gerritsen's allowed, by virtue of the findings for Western Australia and Tasmania. It concludes that though budget efforts are structured by a number of factors, partisanship nevertheless appears a potent explanatory variable.  相似文献

The delivery of 'rural' health care services has long confronted the geographic problems of distance, low user densities, low-order facilities and caregiver shortages. As a result, rural and remote communities across Canada have struggled with health care delivery. For rural and remote communities in resource hinterlands, population ageing driven by industrial restructuring presents a significant departure from past experience. Drawing on examples from northern British Columbia (BC), this paper examines this context of ageing in rural and remote locations with the purpose of highlighting impending challenges for health care service provision. In the first part of this paper, we provide a demographic overview of population change and ageing in northern BC. In the second part, we present data on the availability of services throughout the region to support seniors who age-in-place. Population ageing, in areas that have never dealt with this issue before, highlights not only important servicing questions but also important policy questions about how to provide for needs that the policy and community context are not presently equipped to meet.  相似文献

History—the past transformed into words or paint or dance or play—is always a performance. An everyday performance as we present our selective narratives about what has happened at the kitchen table, to the courts, to the taxman, at the graveside. A quite staged performance when we present it to our examiners, to the collegiality of our disciplines, whenever we play the role of “historian.” History is theater, a place of thea (in the Greek, a place of seeing). The complexities of living are seen in story. Rigidity, patter, and “spin” will always destroy the theater in our history performances. That is because we are postmodern. The novelists, the painters, the composers, the filmmakers give us the tropes of our day, alert us to the fictions in our non‐fiction, and give us our freedoms. How do I persuade anyone that the above theory is true? By thea, by seeing its truth. By performing. I have a true story to tell about beaches and those who cross them—Paul Gauguin, Herman Melville, and I.  相似文献

This paper argues that since the completion of the NAFTA in the early 1990s, there has been too much focus on what governments in Ottawa, Washington, and Mexico City have or have not been doing to deepen North American integration. The NAFTA was an anomaly that obscures the larger history of incrementalism that has shaped North America's political economy. A focus on large, government-led integration projects like the NAFTA as a model for North American integration distracts from an examination of the many connections and processes taking place across borders every day. Security has become fully entrenched as a driving paradigm of North American relations. However, much of the activity in this domain and others is taking place at the bureaucratic, sub-state, and non-state levels rather than via active direction from national leadership. As scholars and analysts of North America, we would do well to move away from the NAFTA as a model for negotiating North America's future.  相似文献
