Beginning in the 1850s, the struggling farming family of Elijah Dunham (1810-1893) and Anna Maria Briggs (1813-1899) ceased to function as a single economic and social unit. The children left the family home to establish lives and families of their own in various parts of Canada and the United States. As the family dispersed, however; they continued to maintain contact through letters. In the letters, the family shared news, sought advice, received comfort, and, at times, vented their frustrations and exposed internal family tensions. The letters provided a means of requesting and extending financial assistance, especially as it came to maintaining the elderly parents back in Ontario. Although the family would never again inhabit the same geographic location, they continued to function as a kinship network even though separated by time and space. 相似文献

Devolution,decentralization and dispersal: Asserting the spatiality of the public sector in Scotland
Through a case study of Scottish Natural Heritage (SNH), a Non-Departmental Public Body in Scotland, this article considers the arguments associated with changes in public sector location in the UK in the wider context of devolution and decentralization. The policy issues of location and relocation are discussed in light of the wider government interest in modernization, spatial planning and regional development. The case study illustrates an active concern in Scotland with the decentralization of decision-making, and a move to community planning. Notwithstanding the perceived benefits of the government's policy objectives, however, the relocation process, in this instance, has proved to be difficult and protracted in practice, illustrating many of the tensions in a policy which seeks to deliver different and layered policy objectives. 相似文献

Business improvement districts (BIDs) are increasingly being advanced in a range of national contexts as a new delivery mechanism for securing improvement, regeneration and enhanced service delivery in specifically delineated districts. This paper considers BIDs as an example of a modern institutional design that is reconfiguring existing economic and legal regimes within town centres. Drawing on the theories of new institutional economics and transaction costs, the paper discusses how the contractual turn in urban governance advances our conceptual understanding of the rationale, scope and significance of partnership working. The discussion brings together emerging literatures around new ways of understanding partnership working in government thinking. It contrasts the advocacy and use of BIDs with the (previously established) practices of town centre management. It asserts that BIDs represent a new form of formalized and contractualized partnership working in sub-municipal governance, which has particular spatio-temporal implications for state–market–civil relations. 相似文献

SummaryThis article offers a novel and comprehensive account of Walter Bagehot's political thought. It ties together an interpretation of Bagehot's liberal commitment to norms of discussion and deliberation, with an analysis of Bagehot's extensive arguments about the institutions of representative government. We show how Bagehot's opposition to American-style presidentialism, to parliamentary democracy, and to proportional representation were profoundly shaped by his conceptions of government by discussion, and the rule of public opinion. Bagehot's criticisms of English parliamentarianism, both of its pre-1832 and post-1832 varieties were also motivated by those principles, as was his own proposal for parliamentary reform. By examining the whole range of Bagehot's writings on representative government (not merely his preference for parliamentarianism over presidentialism) and by connecting his institutional recommendations to his liberal principles, we are also able to better clarify Bagehot's position in Victorian political thought. The article concludes with a discussion of the debate leading up to the Second Reform Act, in which we elucidate Bagehot's disagreements with other prominent exponents of liberalism including John Stuart Mill, the “university liberals,” and Robert Lowe. 相似文献

The metaphor of a “value creating ecology” is developed to describe the operation of the creative industries. This encapsulates three important trends, namely the shift from consumers to co‐creators of value; the shift from thinking about product value to thinking about network value; and the shift from thinking about cooperation or competition to thinking about co‐opetition. Underlying this metaphor is recognition of the need to consider both public mechanisms as well as the market when framing creative industries development policy. Policy implications for human capital, urban policy and sectoral infrastructure are described. 相似文献
