Scotland's demographic regime: Population and the politics of devolution

Scotland, with just over 5 million inhabitants, is a small country relative to most of its neighbours in Europe, including England. Under the recently (re)established Scottish Parliament in Edinburgh, devolved responsibilities have provided a new context within which the characteristics of its demographic regime have come to be seen as problematic. In this paper we review the empirical evidence underpinning political perceptions of a population ‘crisis’ in Scotland and argue that spatial comparisons have been particularly influential in this politicisation of population. We then examine the dimensions of the population debate through the voices of politicians and the media. We conclude with a brief consideration of the relationships between population and devolved politics, suggesting a direction for policy‐relevant research to which population geographers could make a major contribution.     

‘Ulster's love in letter'd gold’: the Battle of the Somme and the Ulster Memorial Tower, 1918–1935

This paper employs ideas of distance and proximity in exploring the diverse meanings of the Ulster Memorial Tower at Thiepval, France, between 1918, when the idea of an Ulster memorial was first proposed, and 1935, when responsibility for its maintenance was passed to the Imperial War Graves Commission. The Tower, erected in 1921 as a memorial to men from Ulster who died in the Great War, can be read in a number of different but not necessarily easily reconciled ways. The construction and subsequent life of the memorial is inseparable from the politics of Irish partition and the consolidation of a unionist state in Northern Ireland. It is argued that that the meanings of the Tower were constructed both internally within Northern Ireland as an identity marker but also externally directed as the prime symbol of Britain's debt to Protestant Ulster. The paper concludes that the Tower's geographical distance from the society which had erected it was crucial, both to the external statements it made and to its ultimate lack of internal relevance to Ulster.     

Palestinian Water: Resources,Use, Conservation,Climate Change,and Land Use

This article addresses the future of freshwater resources in the Palestinian West Bank through a discussion of contemporary issues that each plays a vital role in determining the long‐term sustainability of freshwater reserves, such as water resource availability, trans‐boundary water issues, water reuse and conservation, changes in land use, and the potential impact of climate change on long‐term water management. Climate change and changing land use patterns are already altering this region's water resources. Future predictions regarding the long‐term effects of these changes are complex and therefore inherently uncertain. However, the consensus among most studies on this subject indicates that currently water‐poor regions such as the Middle East will experience even greater water stress in the future. Nearly all of the freshwater consumed in the West Bank is obtained from local groundwater supplies that are suffering overdraft as well as decreasing water quality. Climate change will exacerbate water stress by increasing overall temperatures, decreasing and fluctuating precipitation, and reducing overall aquifer replenishment. Expanding urbanization will continue to strain freshwater supplies by negatively impacting the quality and quantity of available freshwater. Water management in the West Bank is further complicated by total Israeli control over water resources, which often causes water delivery to Palestinians in this region to be marginalized. This article finds that Palestinian and Israeli water managers must plan for future water crises, which will likely be a result of the combined effects of increasing urbanization and climate change coupled with exponential population growth.
