Structure and culture in a non‐partisan Westminster parliament: Canada's northwest territories

For legislatures which have not developed out of indigenous political culture, it is important to understand the interplay of structure and culture. This paper examines the influence of structural arrangements and of cultural context on the attitudes and perceptions of members of the legislature in Canada's Northwest Territories (NWT). This institution is marked by a notable lack of congruence between its British cabinet‐parliamentary structure and the aboriginal political culture of NWT society. Structure and culture are both found to be important influences, but on different attitudinal dimensions: structure affects members’ perceptions of how political processes work, whereas culture determines members’ normative evaluations of politics.     

Panchayati Raj in West Bengal: Popular Participation for the People or the Party?

Since 1978 the Left Front government in West Bengal, led by the Communist Party of India (Marxist) — CPI(M) — has pursued a strategy of decentralized planning through locally elected panchayats (councils) in the countryside. The stated ideological commitment of the CP1(M) is to support and eventually empower the poor and oppressed and this has resulted in Panchayati Raj assuming the status of not just a state sponsored decentralization strategy, but the institutional forum for the mobilization of the poor and the expansion of the party's base. However the CPI(M)'s strategy is to some extent ambiguous in that it combines a need to maintain an electoral status as a party leading a state government within the Indian Union and a political status as a party promoting the conditions for, and the transition to, a people's democracy and thereby socialism.     

Parliament,the Church of England and the Last Gasp of Political Protestantism, 1963–4

Political protestantism has been an enduring theme in parliamentary and ecclesiastical politics and has had considerable influence on modern Church and state relations. Since the mid 19th century, evangelicals have sought to apply external and internal pressure on parliament to maintain the ‘protestant identity’ of the national Church, and as late as 1928, the house of commons rejected anglican proposals for the revision of the prayer book. This article examines the attempts by evangelicals to prevent the passage through parliament of controversial measures relating to canon law revision in 1963–4. It assesses the interaction between Church and legislature, the influence of both evangelical lobbyists and MPs, and the terms in which issues relating to religion and national identity were debated in parliament. It shows that while evangelicals were able to stir up a surprising level of controversy over canon law revision – enough for the Conservative Party chief whip, Selwyn Lloyd, to attempt to persuade Archbishop Ramsey to delay introducing the vesture of ministers measure to parliament until after the 1964 general election – the influence of political protestantism, and thus a significant long‐term theme in British politics, had finally run its course.

Abstract

Solidarity has become a central concept in Christian ethics. Although solidarity or analogous concepts can be found in other Christian traditions, as well as other religious and philosophical systems of ethics, the Catholic social tradition has perhaps most fully developed a concept of solidarity over the last century. This article contends that solidarity as conceived in Catholic social teaching (CST) provides a robust and useful understanding of the social obligations of individuals, communities, institutions, and nations. As a general overview of the concept of solidarity in CST, the article elucidates its biblical, theological and experiential foundations, its historical antecedents, and the goals, methods and scope of solidarity. The article also describes contemporary applications of the Catholic ethic of solidarity, and theoretical and practical challenges to its realization.     

Playing war

This paper argues that war video games are transitional spaces that connect players to the ‘war on terror’. It explores the pervasive influence of militarism in video games and how the US Army is enlisting play as an active force in blurring the distinctions between civilian and soldier. The paper begins by theorizing what exactly it means to ‘play’, and settles on the concept of ‘transitional space’ provided by psychoanalyst Donald Winnicott. It then investigates the ‘military entertainment complex’, an assemblage of institutions and sites that produce military video games for commercial release. Next, the paper looks at the aesthetics of video games, revealing an entrenched colonial logic instrumental for military recruitment and consent. The final section pulls all of this together to argue that video games are transitional spaces instrumental to understanding the everyday geographies of violence, terror, and warfare.
