Digital heritage in a Melanesian context: authenticity,integrity and ancestrality from the other side of the digital divide

This article examines how digital heritage, in the form of 3D digital objects, fits into particular discourses around identity, ancestrality and cultural transmission in Melanesia. Through an ethnographic analysis of digital heritage use amongst the Nalik community in New Ireland (Papua New Guinea), it demonstrates how digital heritage is understood not in terms of deceit and a loss of authenticity, but instead, towards an understanding of authenticity in terms of completeness and integrity. A notion of completeness and integrity, I argue, has the effect of creating an authentic experience of the past for Nalik communities by bringing back museum objects (‘old’ objects) that have been dispersed amongst museums and heritage institutions worldwide. In tracing out the operations and effects of how a Melanesian community engages with 3D digital objects, this article offers unique ethnographic insights into digital heritage in ways that challenge widely-held assumptions about the heightened value placed on the original object over its digital counterpart.     

Archaeological applications of polynomial texture mapping: analysis,conservation and representation

Polynomial Texture Mapping is an image capture and processing technique that was developed by HP Labs in 2000. It enables the recording and representation of subtle surface details using a standard digital camera and lighting, and software that is free for non-commercial use. Cultural heritage applications have been associated with the technology from its earliest stages, including examples in areas such as cuneiform, numismatics, rock art, lithics and Byzantine art. The paper begins by outlining the technical principles involved. It then brings together the extant work in the field. Through examples developed by the University of Southampton in partnership with a range of UK and international bodies it demonstrates the benefits of the technology in the areas of archaeological analysis, conservation and representation. Finally it considers the future possibilities of this technology and ongoing developments.     

From forward defence to self‐reliance: Changes and continuities in Australian defence policy 1965–90

This paper shows that the focus of Australia's ‘declared’ defence policy has oscillated between local and regional defence, whereas its ‘operational’ policy—the views contained in internal planning and guidance documents—has taken a mid‐course, focusing on defending Australia's northern approaches. Australia's two policy domains coincided briefly in the mid‐1980s but have since diverged as we have again begun to emphasise regional defence. This shift could signal the end of ‘defence self‐reliance’. While representing a setback for the Hawke government, such a result is necessary as Australia's ‘operational’ policy is flawed and in need of replacement The danger is that, as in the past, Australian governments and their advisers will continue to adjust their rhetoric rather than their real policies to our changing circumstances.     

Public consultation or political choreography? The Howard Government's quest for community views on defence policy

On 27 June 2000, the Howard Government released a public information paper on defence which set in train a process of public consultation in which the people's views were sought on a range of defence and defence-related issues. This paper examines why the Government chose to go to the people, how and by whom the community consultation was conducted, who was consulted and listened to, and how what was heard at the public meetings component of the process was both interpreted and reported. The paper concludes that the public consultation process was more about politics than policy; it is inappropriate for the Government to claim or imply that it has heard from the 'Australian people' or even 'the majority of the community' on the issues raised; and the consultation process and its outcomes are not entirely risk-free for the Government and the defence establishment.
