An increasing number of subnational government bodies mandate municipalities to establish a vision for their future development with a local plan. Outside the U.S., few studies have assessed whether these mandates succeed at increasing formal quality, policy focus and implementation of local plans. In addition, the reasons that prompt governments to impose mandates remain unclear. To tackle these issues, we used a multi-method approach combining interviews, plan content analysis and questionnaires to compare mandated and voluntary planning in Switzerland. Our analysis reveals that mandates only have limited impact on local plans. In particular, they do not produce higher quality plans than voluntary planning and do not improve implementation of policies. Our results may imply that (a) planning mandates from subnational governments are ineffective in general or (b) Swiss mandates in particular entail too few requirements and enforcement mechanisms to show a clear effect. Further studies could explore this issue empirically by comparing the characteristics of different planning mandates and assessing their effect on the quality and implementation of local plans. The objective of this article is to explore the theoretical foundations of a wicked game. The theoretical part is based on the notion of wicked problems, which is developed further. It is also illustrated that the latest innovation strategy of the European Union, called smart specialization, resembles a wicked game. The domestic architecture in the rural villages of ?zmir comprises a unique built environment with their masonry wall textures, semi-open sofas, round tiled-hipped roofs, and chimneys, and represents an important part of the cultural and architectural heritage. This assessment is mainly based on field observations that focus on the architectural and structural layout of intact, damaged, and destroyed houses. During field observation and the analysis of data certain plan typologies and relationships between the geological formations of the region and choice of materials and construction techniques were observed. While load-bearing masonry and timber skeleton systems are common, extensive use of timber laces, stone, and fired or adobe brick masonry with mud mortar and timber frames infilled with masonry materials were frequently seen. Generally, round timber elements such as wall plates, laces, lintels, posts, and frames of flooring systems are used. Architectural degenerations in authentic houses, defective details and partially due to the earthquake-prone nature of the region seismicity have been evaluated. In one of the first quantitative designs, we explore the impact of both legalisation and flexibility on regime effectiveness, using data on international environmental institutions. One of the main implications is that ‘precision’ is an important determinant of regime performance. If the rule and norm system is well defined, well understood and clear, then a regime tends to be more effective in addressing an environmental problem. We do not find evidence, however, that ‘hard law’ is more effective than ‘soft law’ or that delegation mechanisms may be relevant. Second, flexibility in the regime structure increases regime performance – regular instead of subsidiary bodies enhance flexibility and thus have a positive effect on a regime's environmental problem management.
