Public policy relating to the labour market has undergone significant change over recent years. These changes reflect demands for greater flexibility in the labour market, and respond to pressures of growing levels of unemployment and consequent exacerbation of divisions within the labour market. A conflict is apparent, however, in the mix of policies adopted. Accompanying moves towards a more ‘active’ style labour market policy has been a trend towards greater reliance on private means of delivery such that the dividing line between public (CES) and private employment agencies is becoming increasingly blurred. Evidence from a survey of private employment agencies and employers conducted in Brisbane in 1992/93 suggests that such a trend may reduce the capacity to regulate employment services and facilitate a commitment to employers’ interests at the expense of those of many entrants to the labour market.  相似文献

The abacus is often regarded as a comparatively simple instrument of calculation. Yet the scholars of the tenth to twelfth centuries who wrote the practical manuals on the use of the abacus often went to some lengths to relate their teaching to the work of their contemporaries in the other artes, and to provide theoretical explanations for the principles involved. They sought to elevate the study of the abacus to the status enjoyed by the other arts. This paper attempts to examine the range of their treatment and the limitations imposed on their efforts by their subject-matter.  相似文献

The Ministry of Health in Burma/Myanmar considers HIV its first priority in disease prevention, and HIV prevention represents a significant element of the work of many of the international non-governmental organisations (INGOs) based in the country (CBI, 2006; Ministry of Health, 2008). Yet inBurma/Myanmar, as elsewhere in Southeast Asia, there is a “cultural queasiness” around HIV. This queasiness is a dis-ease of the emotions, transmitted through the ongoing linking of HIV transmission with “bad behaviour” (resulting, in part, from HIV prevention's own repeated use of a “risk group” approach). Indeed, the mere existence of HIV prevention work, inand of itself, sparks waves of cultural queasiness because it transgresses the norms regarding which topics are considered appropriate for public airing, and which are not. Through reference to empirical research involving in-depth interviews and observation of field work practice, this article demonstrates how the desire to minimise this queasiness can result in disavowal of the experiential and emotional complications so deeply embedded in HIV prevention and HIV transmission. Thus HIV prevention both is affected by, and reinforces, cultural queasiness.  相似文献

This paper draws on research in four communities in the Highlands and Islands, Scotland, to explore how the notion of community and community identity are re‐worked in the political spaces created as communities claim collective rights to land. In the cases of the Assynt Crofters’ Trust, the Bhaltos Community Trust, and Laid, this has concerned land under crofting tenure; in the case of the claim of the North Sutherland Community Forestry Trust, the land on which the Naver Forests stand is the responsibility of the Scottish Ministers and is managed by Forest Enterprise. The four case studies differ with respect to membership and institutional practices and thus provide fertile ground on which to examine, comparatively, collective struggles for the land and the search for sustainable futures.  相似文献

Abstract: This paper is part of an ongoing effort to make sense of the turbulent forces at play in South Africa in relation to other parts of the world. Engaging debates over neoliberalism from a South African vantage point, I show how currently influential theories cast in terms of class project, governmentality, and hegemony are at best partial. A more adequate understanding is not just a matter of combining these different dimensions into a more encompassing model of “neoliberalism in general”. The challenge, rather, is coming to grips with how identifiably neoliberal projects and practices operate on terrains that always exceed them. A crucially important dimension of what is going on in South Africa is that escalating struggles over the material conditions of life and livelihood are simultaneously struggles over the meaning of the nation and liberation, as well as expressions of profound betrayal. These processes underscore the analytical and political stakes in attending to interconnected historical geographies of specifically racialized forms of dispossession, and how they feature in the present. The paper concludes with a call for a properly post‐colonial frame of understanding that builds on the synergies and complementarities between a Gramscian reading of Fanon and relational conceptions of the production of space set forth by Lefebvre.  相似文献

The article reports on a newly re-discovered fragment of a recumbent effigial slab commemorating Abbot Hywel (‘Howel’), most likely an abbot of the Cistercian house of Valle Crucis, near Llangollen (Denbighs.). The slab was probably carved very early in the fourteenth century, and could have covered the abbot’s burial place. The stone was dislocated and fragmented at an unknown point in the abbey’s history, and most likely removed from the site during the nineteenth-century clearance of the abbey ruins. It was briefly reported on in 1895 and has been lost to scholarship subsequently.

If indeed from Valle Crucis, the stone is the only known effigial slab commemorating a Cistercian abbot from Wales, and a rare example from Britain. Given that few similar Cistercian abbatial monuments have been identified from elsewhere, the ‘Smiling Abbot’, although only a fragment, is a significant addition to the known corpus of later medieval mortuary monuments. The article discusses the provenance, dating, identification and significance of the monument, including the abbot’s distinctive smile. The stone sheds new light on mortuary and commemorative practice at Valle Crucis Abbey in the early fourteenth century.  相似文献
