La frontière asymétrique : Franco‐Ontariens et Anglo‐Québécois dans la région de la capitale nationale

The francophone and anglophone minorities of Gatineau‐Ottawa appear to benefit from a privileged location. Living very close to their respective majorities, they simply have to cross the border in order to access resources to live in their own language and share their culture. However, a qualitative analysis of the discourse by Anglo‐Quebeckers and Franco‐Ontarians about their everyday life in the Nation's Capital Region shows that the border has more complex and often contradictory effects. In this article, we focus our attention on four particular manifestations of the border: (1) the border is transparent so that one can cross the Ottawa River without hindrance in certain contexts yet rather opaque in others; (2) one may transcend minority status through the strategic use of the border; (3) it creates a multi‐topic imaginary geography in which the border itself often becomes mobile; and (4) finally, the border can act as a mirror when the cross‐cultural intermixing it allows causes the Anglo‐Quebeckers and Franco‐Ontarians to question their identities, a questioning which would not be as intense in the absence of the border. The comparison of these two minorities makes it possible to highlight the asymmetrical nature of the effects of the border on their everyday life, identities, and sense of belonging.

Both Alice Munro and Margaret Laurence have named L.M. Montgomery’s work— particularly her books about Emily—as childhood readings that are central to their development as writers. This essay explores how Montgomery’s three books about Emily—Emily of New Moon, Emily Climbs, and Emily’s Quest—provide a persisting imaginary that The Diviners by Laurence and Who Do You Think You Are? by Munro reflect.     

Minimally destructive DNA extraction from archaeological artefacts made from whale baleen

Here we demonstrate the successful extraction and amplification of target species DNA from artefacts made of whale baleen collected from excavations of past palaeo-Eskimo and Inuit cultures in Greenland. DNA was successfully extracted and amplified from a single baleen bristle of 1.5 cm length dated based on archaeological context to the period of the Saqqaq culture, more than 4000 years ago and following decades of storage at room temperature at the National Museum. The results reveal ancient baleen in archaeological material as a potential source of DNA that can be used for population genetic studies. We conclude that genetic investigation of historical baleen collections can contribute to our knowledge of the prehistoric population genetics of baleen whales, for example by quantifying the impact of modern whaling on the genetic diversity of bowhead whales.     

President Versus Congress: The Struggle for Public Attention

Power relationships between the executive and legislative branches in the United States are affected by the nature and shape of public opinion. Both branches actively seek the stamp of popular approval but the President has advantages in the struggle for public attention that are vital in the exercise of his powers. Television, in the coverage it gives to presidential activities and pseudo-activities, provides the President with an opportunity to move and lead the nation. Although we are a nation of shared powers, television projects the message that we are a presidential nation and that message is affecting both popular perceptions and power relationships on the national level.     

The crisis of the Italian state: then and now

Abstract

The article argues that Patrick McCarthy's Crisis of the Italian State was a book of great value by an author who was a partisan in the struggle to reform the Italian political system. The book's argument that lasting reform of Italian politics is only possible if middle class Italians begin to act as citizens, rather than as clients who regard the state as a source of potential largesse, has proved to be a far-sighted one, although at the time it seemed simplistic. Many of Italy's current troubles stem from the failure of Italy to go beyond the ‘overworked state’.
