Creativity is central in stimulating economic growth in cities, regions and advanced capitalist economies in general. There is, of course, no one-to-one relation of the number of firms in creative industries to economic growth. Innovation is a key mechanism explaining the relationship of creative industries with economic performance. Based on an empirical study in the Netherlands we explore the effect of creative industries on innovation, and ultimately on employment growth in cities. In the Netherlands the three specific domains of creative industries - arts, media and publishing, and creative business services - make up 9 per cent of the business population. Drawing on survey data we find that firms in creative industries are indeed relatively innovative. Yet substantial differences are found across the three domains: firms in the arts domain are clearly less innovative, most likely due to a different (less market-oriented) dominant ideology. In addition, firms in creative industries located in urban areas are more innovative than their rural counterparts. We go on to analyse how the concentration of creative industries across cities is connected with employment growth. With the exception of the metropolitan city of Amsterdam, we find no measurable spill-over effect from creative industries. The presence of the creative class (in all kinds of industries other than creative ones) appears to be a much stronger driver of employment growth than creative industries. 相似文献

Research in the area of spatial decision support (SDS) and resource allocation has recently generated increased attention for integrating optimization techniques with GIS. In this paper we address the use of spatial optimization techniques for solving multi‐site land‐use allocation (MLUA) problems, where MLUA refers to the optimal allocation of multiple sites of different land uses to an area. We solve an MLUA problem using four different integer programs (IP), of which three are linear integer programs. The IPs are formulated for a raster‐based GIS environment and are designed to minimize development costs and to maximize compactness of the allocated land use. The preference for either minimizing costs or maximizing compactness has been made operational by including a weighting factor. The IPs are evaluated on their speed and their efficacy for handling large databases. All four IPs yielded the optimal solution within a reasonable amount of time, for an area of 8 × 8 cells. The fastest model was successfully applied to a case study involving an area of 30 × 30 cells. The case study demonstrates the practical use of linear IPs for spatial decision support issues. 相似文献

This paper analyses the multimedia industry in Sydney. It seeks to understand whether the emergence of the industry has involved dense horizontal and vertical inter‐firm linkages characteristic of an industrial cluster, or whether the industry has grown because of general urbanisation economies related to such factors as skilled labour supply and market demand. The industry is highly concentrated in and around central Sydney. This provides the best access to firms’ main clients, notably advertising companies and other multimedia firms. It also reflects the centralised location of skilled labour such as web designers. While there is evidence of an emerging inner Sydney multimedia cluster which includes graphic design and advertising and related media, the main driver of the industry's development appears to have been general demand from advertising and related media companies, in association with the pool of computer graphics talent generated by these companies. 相似文献

Freedom camping is a form of tourism entailing overnight stays in public open spaces, rather than formal campgrounds. It presents varied challenges for local governments charged with maintaining safe and orderly public spaces. This article provides empirical and conceptual insights into the regulation of coastal freedom camping in New Zealand, drawing on the notion of police power. This form of law is centrally concerned with preventing disruption and disorder in public space, and seeks to advance collective welfare rather than individual rights. The purpose of this article is twofold. First, we consider why and how local governments in New Zealand regulate coastal freedom camping, focusing on a case study of the Coromandel district. Second, we consider how freedom campers understand and experience the regulation of their activities, drawing on a survey of 61 campers in three North Island coastal areas. We find that the policing of freedom camping proceeds through regulation of space, objects and behaviours. Underpinning this approach is an understanding of the activity as inherently problematic. Freedom campers themselves were generally aware of local regulations, but had little experience of enforcement.
