The establishment of collective bargaining in the government service necessarily heightens the political context of public personnel administration. The personnel process becomes a more open system for decision-making and consequently subject to a greater variety of influences. Especially in the implementation of policy, the personnel specialist acting as part of the management team shares responsibility with union representatives. Generally, human resource management is characterized by more give and take bilateral relations but the areas of greatest union impact are pay and discipline policies and practices. The viability of public sector labor relations will be severely tested in the eighties as governments face the dual demand for smaller work forces and increased productivity. The development, florescence, and subsequent demise of an organizationally complex cultural system in the American Bottom, part of the central Mississippi River valley, spanned a little over half a millennium. Cahokia, the largest Precolumbian site in the United States, is located within this segment of fertile floodplain, as are many other subsidiary settlements that varied greatly in terms of their size, internal structure, and occupational histories. Numerous projects over the past 30 years have resulted in the rapid accumulation of considerable information and divergent interpretations about the nature of the societies represented archaeologically by a series of superimposed settlement systems.  相似文献

In recent years, scholars have begun to highlight American influences upon New Zealand's religious history. They have demonstrated that even at the height of the British Empire, many non-episcopal churches maintained close ties to their coreligionists in the United States. This article contributes to this field of research by analysing American influences within the Anglican Church of New Zealand, usually portrayed as a thoroughly English institution before the Second World War. It takes as a case study the activities of the American Brotherhood of St Andrew in the Diocese of Dunedin from 1906 to 1915. The article demonstrates that Bishop Samuel Tarratt Nevill invited the Brotherhood because he had great admiration for the Episcopal Church, and that many of his flock accepted the Brotherhood for the same reason. Eventually, the Brotherhood was eclipsed by an English rival, the Church of England Men's Society. But this transition took place not because local Anglicans lost interest in America, but because the Edwardian Era witnessed a surge in imperial loyalty and because the local leader of the CEMS, Canon William Curzon-Siggers, deliberately sought to undermine the influence of the Brotherhood.  相似文献

For the past 4 years, in concert with a growing number of colleagues, we have been examining intellectual property issues within archaeology and the larger realm of cultural heritage. This topic is garnering increased attention as archaeologists, descendent communities, and other stakeholders grapple with difficult questions about the uses and abuses of cultural knowledge and research data. Our work seeks to identify the issues, examine the circumstances under which they arise, and disseminate policies and practices that lead to a better understanding of what is at stake and how to approach a resolution. Here we are commenting on what questions might be considered in a situation in which photographs portraying tribal members or cultural sites taken during the course of a project conducted on tribal land in the United States are to be printed as part of a public site report or other publication. Thinking through these issues beforehand can result in positive resolution and also promote increased awareness of and sensitivity to actual or potential intellectual property issues related to archaeological practice.  相似文献
