Despite long-term research agendas around how to better understand and address wicked problems, they remain ‘wicked’ while crises generally come to an end. The objective of this paper is to assess whether governments seeking to address wicked problems can learn lessons from the insights of crisis management. While we are careful to avoid stretching the lessons of crisis management too far, we argue that there is untapped potential in establishing the broader applicability of crisis research to wicked problems. In doing so, we identify traditional roadblocks to addressing wicked issues and suggest that they are much less discernible in many crisis conditions. We then illustrate via a case study of the whole-of-government response to the 2011 Queensland Floods in Australia. The case has broader relevance beyond Australia in identifying how the challenges of crisis management can help us find better ways of addressing seemingly intractable wicked policy problems, particularly through strategic crisis framing. 相似文献
Quaternary stratigraphy and sea level changes have been extensively investigated in many areas of the Mediterranean. However, numerical dating of coastal deposits and the associated paleoenvironmental information are limited for the coasts of Cyprus, principally based on radiometric and radiation-exposure geochronological techniques on fossils which bear a range of limitations and uncertainties. As such, optically stimulated luminescence (OSL) dating techniques are deemed to be the most suitable in direct dating of the coastal sediments of Cyprus. In the southeastern Cyprus, coastal dunes (aeolianites) now forming elongated ridges appear as morphological features running parallel to the current shoreline presenting an indicator of sea level and climate changes of great paleoenvironmental significance. We present our first chronological results for the exposed aeolianites and underlying littoral deposits formed along the southeastern coastal Cyprus ranging from 78.4 ± 9.9 to 56.2 ± 7.4 ka. The post-infrared–infrared stimulated luminescence (pIR-IRSL) revealed that dune formation took place during the marine isotope stages (MISs) 3, 4, and possibly 5a. Late Holocene reworking is proposed for a distinctively isolated dune with an age of ~1.3 ka ago. This study also showed that pIR-IRSL dating of feldspars may be a reliable alternative to quartz OSL dating when the quartz luminescence characteristics are unsuitable. 相似文献

New gazelle fossils are described from the Siwalik Group of Pakistan. The material includes horncores, maxilla and mandible fragments, and isolated teeth. The available samples are assigned to three Gazella species: Gazella sp. in the Lower Siwalik Subgroup (ca 14.2–11.2 Ma), and G. lydekkeri and G. superba in the Middle Siwalik Subgroup (ca 10.2–3.4 Ma). Based on a review of the Siwalik Group gazelles, G. padriensis is synonymized with G. lydekkeri. Gazella superba Pilgrim, 1939 sensu stricto is a large form and is a valid species of the genus in the Siwalik Group.
This article is a reconsideration of the Epistulae Austrasicae. We critique the widespread notion that the constituent letters were compiled by a courtier in the late sixth century at Metz as a book of models for use in the Austrasian chancellery. We argue instead that a monk from the monastery of Lorsch assembled the letters in the early ninth century from individual exemplars and groupings that he found in archives at Trier. We conclude by outlining some implications of this rereading for the edition and interpretation of the letters as sources for the Merovingian period, and point out some avenues for future research on their reception in the Carolingian period. 相似文献
