How has the Women, Peace and Security agenda been advanced in the Pacific Islands? While some observers argue that this region suffers from a contagion of unrest, violence and state weakness, these estimates commonly ignore the vital work women have performed in the region as promoters of peace and security. Even when such activity places them in direct personal danger, women across the region have spearheaded efforts to bridge communal boundaries and challenge the increasing normalisation of violence, gendered and otherwise, that accompanies threatened or actual incidents of conflict. As this article demonstrates, these efforts have had profound impacts on the ground in conflict-affected Pacific Island countries. They have also received increased recognition at the level of institutional politics, with member states of the Pacific Islands Forum recently accepting a Regional Action Plan on Women, Peace and Security. This has been hailed as a significant achievement for the region's women peacebuilders. But much of this plan is focused on women's contributions to peacebuilding at the pointy end of a crisis. This overlooks the extent to which the ‘slow violence’ of environmental degradation, masculinised politics and militarism also compound gendered insecurity in the region. Attention to these issues offers a contradictory picture of the gains made in promoting the Women, Peace and Security agenda in the Pacific Islands. While this advocacy framework has provided important opportunities for the region's women peacebuilders, it may also have discouraged broader reflection on the prevailing structural conditions at work across the region which function in an attenuated fashion to undermine women's security and the achievement of a gendered regional peace.  相似文献

Fresh food markets have been a fixture of the social and economic landscape of urban and rural PNG since colonial times. They were often the first points of engagement with the market economy, especially for women, who as small‐scale producers, sold surplus produce from their food gardens located on communally‐owned land. Although local food markets have remained an important livelihood for women, the later adoption and expansion of perennial export cash crops like coffee and cocoa overshadowed food production for local markets as men dominated export crop production on land alienated from communal ownership for decades or permanently. New forms of social relations of production and more exclusive forms of land tenure emerged to accommodate export crop production that were very different from those governing the production and marketing of fresh food. Market values and a trend towards individualisation of production with less capacity to mobilise labour through reciprocal labour exchange networks have characterised export crop production. With the income benefits captured largely by men, women began redirecting their labour to fresh food production where they were able to exercise more control of production and income while still mobilising labour through indigenous labour exchange arrangements. Attempts by men to appropriate the income of women and sons’ labour in export cropping were greater during flush periods when income levels were high, and they were less likely to attempt to appropriate this income in low crop periods when incomes were lower. However, with the recent emergence of female entrepreneurers earning relatively large sums of money in large‐scale, profit‐driven vegetable production, the moral frameworks governing food production are coming to resemble those governing export crops, and making labour more difficult to mobilise. Despite women being key players in these changes, we argue there is an emerging risk that men will attempt to assert control over this income or move into vegetable production themselves and possibly marginalise women in the process.  相似文献

We here report the first results from a systematic research project in Mani (Southern Greece), which includes survey and test excavations. Forty-six caves, rockshelters and open-air sites in lowland settings were surveyed. Geomorphological data were collected in order to assess how geological processes affect the preservation of sites and bias site distribution patterns. Artifacts manufactured from non-local rock indicate potential raw material transfers and suggest links among the different regions of Mani, related to mobility patterns. Our research in the Mani has nearly doubled the number of known Middle Palaeolithic sites from the region and confirmed that the peninsula has the strongest ‘Neanderthal signal’ identified to date in Greece. Almost all sites are located at coastal areas. Despite the influence of Pleistocene landscape dynamics, this distribution emerges as a persistent pattern, perhaps indicating a preference for coastal locations. The Neanderthal occupation of Mani can illuminate important aspects of Middle Palaeolithic adaptation in one of the southernmost coastal regions of Europe.  相似文献
