This article explores trends in participation and environmental policy in Canada and the United States over three time periods: from the early 1970s to the mid-1980s; from the mid-1980s to the early 1990s; and, finally, over the past few years. The article examines possible interactions among the two variables within each country over these periods and searches out overall tendencies toward convergence or divergence. The article argues that there was divergence between the two countries in the first period, with the U.S. providing more participatory opportunities earlier than Canada and establishing a more developed regulatory framework. An overview of progress over the second period, showing some convergence among the two countries, is then provided. Canada seemed to be catching up to its southern counterpart in terms of both participatory opportunities—although they took a distinctively Canadian form—and policy decisions. More recently, however, the trend has been toward divergence. The article explains that, over the past few years, participatory opportunities in Canada have been diminished and the environmental regulatory framework has been scaled back. Although there have been some changes in the U.S. case, the scale of these changes has not been as extensive. The final section of the article then attempts to relate these broader trends in participation and policy decisions to the political context in each country. It is argued that institutional frameworks in the two countries have played a key role in the identified trends. In particular, Canada's institutional structure—specifically the concentration of power in the executive and its federal structure—has hastened these recent developments, while the U.S. institutional framework—with its multiple power centers—has acted as a brake on those who advocate significant change to the existing environmental policy regime.  相似文献

Conventional wisdom provides an increasingly strong endorsement of far-reaching decentralization and delegation of authority to bureaucratic agents as the most likely mechanisms to attain such central environmental policy goals as pollution prevention, cross-media regulatory integration, and development of reliable measures of environmental outcomes. Canada would appear an unusually fertile context for such Innovation, given its far-reaching deference to individual provinces and their environment ministries in environmental policy. Comparative analysis of select sub national governments in Canada and the United States suggests that the states in general are far ahead of their provincial counterparts in most of these areas of innovation. Despite all the opprobrium heaped on the American environmental policy system, a combination of federal policy tools and state policy entrepreneur ship appear to contribute directly to this innovation in some states and are almost completely absent in the Canadian system. These findings suggest a need for careful study of the mix of intergovernmental policy tools and principal-agent relations most likely to realize desired environmental policy goals.  相似文献

Balts' territories have one peculiarity—large amounts of horse bones are found in burial grounds. This phenomenon is typical to the Prussians (5th–11th centuries) and Lithuanians (Kaunas region 8th–11th centuries) Horse burials of the 8th–11th centuries reflect the archaeological culture of Middle Lithuania most significantly. Several horse burial types have been defined on the basis of individuals; osteological signs and the archaeological data of the horse remains. A typical horse grave is when the whole horse was buried. Sometimes only a head or a head with forelegs, or scattered horse remains are found in a burial. The large number of burial grounds with an abundance of horse graves testifies to a very expressive ritual of horse offering in the Balts' region. On the basis of the data obtained, we determined that mostly 4–10 year old horses were buried in the grounds of Middle Lithuania. From the bone measurements, it has been determined that the length of metacarpals ranges between 180 and 216 mm (the average length 193.1±0.99 mm); the length of metatarsals between 218 and 253 mm (average length 233.9±0.73 mm).These data demonstrate that horses of different types were buried in Marvelė and Veršvai burial grounds (wither height 120–136 cm). A certain number of the larger horses (wither height 136–144 and 153 cm; length of metacarpals 210–222 mm) might not have belonged to local breeds. The complexity of hunter-gatherer technology has been measured by counting artifact parts or production steps. There are a variety of alternative approaches to the measurement of artifact or system complexity. If technological complexity is assumed to reflect the complexity of the problem (or amount of entropy reduction) that the artifact is designed to address, the most appropriate measure of technological complexity is functional design complexity, which entails application of the entropy formula from information theory to the making and using of an artifact and the results obtained by its use. Functional complexity is related to structural or hierarchical complexity, because the entropy formula can be represented as a hierarchy (or step-by-step reduction of entropy) and the functional differentiation is related to the structural differentiation of an artifact. Another approach to hunter-gatherer technological complexity entails definition of a class of “complex artifacts” on the basis of general design characteristics (e.g., incorporation of moving parts). The most structurally and functionally complex artifacts are those that possess multiple states, either through changes in the physical relationship between parts (or sub-parts) during use or through structural differentiation. Although functional complexity is difficult to measure, structural or hierarchical complexity may be measured—and multiple-state artifacts may be counted—with adequate ethnographic and archaeological data on hunter-gatherer technology.  相似文献

Twenty-four measurements were taken on five of the paired cranial bones and the otoliths of a modern sample of 177 blue cod. Parapercis colias. Regression analysis was performed on these measurements to estimate live fork length and ungutted weight. A number of regression models were examined (linear, logarithmic, exponential and power curve) to work out the optimum estimator for each bone measurement. It was found that live fork length of this species can be estimated with a standard error of less than ±28 mm, and the weight to less than ±140 g. Coefficients are provided for 48 equations linking bone size to live characteristics. This is followed by a study of blue cod from an archaeological site at Waihora in the Chatham Islands. Measurements were made on 8036 archaeological bones with a minimum number of individuals of 2547. It was found that the blue cod catch had near normal characteristics, with a mean fork length of 327 mm and SD of 57 mm. The mean body weight was estimated at 569 g. The usable meat weight represented by these fish is estimated to be 1.0 t. © 1997 John Wiley & Sons, Ltd.  相似文献

Las interpretaciones de los “pioneros” arqueólogos argentinos son discutidas junto con el concepto de “la ruptura metafísica” sobre la que la arqueología construye su objeto, esa ruptura entre el mundo indígena subjetive y el mundo del conocimiento arqueológico. Résumé La commémoration annuelle de l'arrivé de Christophe Colomb en Amérique, comme c'est le cas en Argentine, donne l'occasion de se concentrer sur des questions de définition concernant la compréhension de l'archéologie comme source de connaissance. Pour les groupes autochtones, cette journée est la dernière de leur indépendance. Les archéologues devraient se demander comment ils se positionnent quand ils étudient le monde et les objets autochtones. Les interprétations des “pionniers” argentins de l'archéologie sont discutées en lien avec le concept de “d'écart métaphysique” sur lequel l'archéologie construit son objet: cet espace entre la réalité du monde des autochtones et des archéologues qui revendiquent la connaissance à travers la méthode scientifique. Au 21ième siècle, il y a encore des questions à demander concernant l'archéologie, qui même si elle est per?ue comme une pratique décolonisatrice, doit inclure le processus de décolonisation d'elle-même. Combined field studies, optical and scanning electron microscopy, and electron microprobe studies of impactites from the Ries impact structure, Germany, have allowed a clearer picture of the hydrothermal system associated with the Ries impact event to be made. Hydrothermal alteration is concentrated within impact‐generated suevites in the interior of the crater (crater suevites) and around the periphery (surficial suevites), with minor alteration in the overlying sedimentary crater‐fill deposits. The major heat source for the Ries hydrothermal system was the suevite units themselves. Hydrothermal alteration of crater‐fill suevites is pervasive in nature and comprises several distinct alteration phases that vary with depth. An early phase of K‐metasomatism accompanied by minor albitization of crystalline basement clasts and minor chloritization, was followed by pervasive intermediate argillic alteration (predominantly montmorillonite, saponite, and illite) and zeolitization (predominantly analcite, erionite, and clinoptilolite). Hydrothermal fluids were typically weakly alkaline during the main stage of alteration. In contrast to the crater‐fill suevites, alteration within surficial suevites was typically restricted to montmorillonite and phillipsite deposition within cavities and fractures. The pervasive nature of the alteration within the crater‐fill suevites was likely due to the presence of an overlying crater lake; whereas alteration within surficial suevites typically occurred under undersaturated conditions with the main source of water being from precipitation. There are exceptional outcrops of more pervasively altered surficial suevites, which can be explained as locations where water pooled for longer periods of time. Hydrothermal fluids were likely a combination of meteoric waters that percolated down from the overlying crater lake and groundwaters that flowed in from the surrounding country rocks.  相似文献
