Permian bivalve molluscs from the Gai-As Formation,northern Namibia: systematics,taphonomy and biostratigraphy

Fossil bivalves from two horizons in the Gai-As Formation of NW Namibia are tentatively correlated with mid-Permian taxa of the Passa Dois Group of Brazil, supporting the concept that the Paraná Basin extended into Africa. The Namibian fauna includes a new genus and species, Huabiella compressa, which was previously confused with Brazilian taxa. The taphonomy of the bivalve-rich strata indicates deposition under the influence of episodic events, such as storms. The Gai-As Formation directly overlies the mesosaurid-bearing deposits of the Huab Formation, indicating a significant unconformity when compared with the more complete succession of the Passa Dois Group, Paraná Basin, Brazil. The studied bivalve assemblages are no younger than 265±2.5 Ma (mid-Permian), based on U/Pb radiometric dating of zircons from tuffs.

This paper discusses the legal norms for the protection of cultural property throughout modern history starting in the mid-19th century, in particular the 1954 Hague Convention and the 1935 Roerich Pact.     

Setting the Table: Majority Party Effects in the United States Senate

This article joins the growing tide of research that studies party effects in the United States Senate. Previous work has shown that certain procedural tools disproportionately advantage the majority party at the expense of the minority. We build on this research by exploiting a new dataset that allows us to study motions to table amendments from the 91st to the 111th Congress. By examining the success of these motions, analyzing the voting calculus of individual senators on procedural and substantive votes, and simulating the aggregate impact of this tool, we provide some of the strongest evidence to date that political parties (and the majority party in particular) influence the legislative process and policy outcomes in the Senate. Our findings stand in stark contrast to the traditional vision of the Senate as an individualistic body.
