Taking as cases in point a French and an Italian communist party federation in the early post-war period, this paper considers the role and relevance of intellectuals vis-à-vis ‘the party’ from the perspectives of ordinary communists in regional contexts. New empirical evidence suggests that beneath surface parallels there were key differences in that respect, which apart from anything else, resulted in some very different responses to the macro political events of 1956. It appears that those differences related to core communist principles; interpretations of communist militancy; the nature and functioning of democratic centralism in the organisations in question; and matters of human agency. This paper examines the nature and extent of those constants and variables, accounts for them in their immediate and wider contexts, and evaluates what all of that can tell us about coherence and cohesion of French and Italian communism, and by extension that of the international communist movement, at that time.  相似文献

The Registan Desert in southern Afghanistan has, like most deserts, traditionally been regarded as a barren, hostile space, devoid of human occupation other than occasional nomad campsites and an isolated 11th-century a.d. fortress. Detailed analysis of a strip of high resolution satellite imagery available through Google Earth and stretching into the Registan has revealed the presence of over 800 hitherto unrecorded archaeological sites. Many of these sites relate to water management, and predate the modern era. The water installations form networks of sites which facilitated the opportunistic exploitation of grazing following periodic rains, desert farming, travel, trade and exchange over hundreds of years, if not longer. Extrapolating from this detailed analysis, we argue that thousands of other sites have yet to be discovered in the Registan. These water management networks warrant further study in the field and protection from neglect, construction, recreational four-wheel driving, and looting.  相似文献

We apply the geographically weighted regression to investigate spatial variability (nonstationarity) in the relationships between municipal operating expenditure (in total and for a separate component thereof) and the determinants of this expenditure, in South Africa. The empirical findings indicate that some of these relationships are spatially varying for the period under consideration. The global model (i.e., least square regression) cannot take account of the unequal environment in which South African municipalities operate. One implication of our findings is that a “one-size-fits-all” approach in the design of policies targeting municipal finances may not be appropriate for municipalities in South Africa, and indeed in other contexts in which such heterogeneity is found. Instead, policy formulation should explicitly consider relevant differences in local conditions.  相似文献

Within the context of neo-liberal economic policy, and triggered by the looming demographic crisis of an ageing society, a cornerstone of the policies aimed at parents of the previous New Labour administrations in the UK ‘encouraged’ parents to take up paid work or to make themselves ‘work-ready’ to provide the skills to compete in a globalised labour market. Underpinned by a belief that most citizens should be in a position to participate in the paid labour market, government rhetoric actively perpetuated a normative code of economic participation in a political climate that appeared to increasingly marginalise and denigrate the work of social reproduction. Notions of good parenting and, in particular, good mothering were variously tied to (re)employment, financial independence and offering a productive role model to children. ‘Good parenting’ was supported by a host of policies which aimed to enable parents to take financial responsibility for their families, ensuring their children did not grow up in poverty. In this paper, I consider the impact on parents and children of one of the key policies aimed at parents to come out of the UK in the last decade: ‘The New Deal for Lone Parents’. In doing so this article will highlight the role that economic and fiscal concerns have had in shaping the direction of policies aimed at parents in the UK. Drawing on empirical work which sought to explore the views of parents and their children of welfare reform, it will also argue that policy-makers must engage with children when developing policies aimed at parents.  相似文献

The author responds to the articles in this issue by demonstrating how a twentieth-century poem might provide us with a fresh perspective on the situated historical understandings of bodies gendered as male provided here. Amichai uses the literary figure of metonymy to show how ‘a man’ has no time for history: he allows a part to speak for the whole, and a specific cultural moment to stand for any time. Historians and literary scholars alike would benefit from attending to our own metonyms, and the historical continuities we assume or assert as we seek to investigate cultural difference.  相似文献

Under what conditions do citizens demand punishment of corrupt government officials or actions? Citizens' demands complement and motivate government actions. Studies suggest, however, that citizens' demands are weak and not credible. This paper considers that credible demands are the outcomes of strategic interaction between citizen groups. The results from experimental surveys in Australia and the United States show citizens' demands are credible across various conditions, including size of participants or groups, and regardless of whether they suffer losses from corruption, or whether other participants suffer losses from corruption. This paper makes three contributions. Firstly, it delineates a theoretical model that predicts concerted action. This is a useful alternative to extant treatments that generally report outcomes where coordination problems and free-ridership undermine citizens' concerted action and credibility. Secondly, experimental results clarify several conditions under which citizens' demands are credible, that is, when citizens act in concert to demand punishment. Thirdly, the consistent results across Australia and the US where individualism is high provide useful baselines for further studies.

Developing a critical analysis of the relational and situated practices of social policy, this paper draws on an evaluation of an early intervention project in Scotland (UK) where volunteer adult mentors supported young people ‘at risk’ of offending or antisocial behaviour. Contributing to ‘enlivened’ accounts of social practice, we explore how practices of mentoring developed through the co-presence of mentor and young person in the often transitory spaces of care which characterized the ‘diversionary activities’ approach in the project. We expand the notion of the relational in social practice beyond the care-recipient dyad to include wider networks of care (families, programme workers, social institutions). The paper explores how such social interventions might both be ‘good’ for the young people involved, and yet recognize critiques that more individualized models of intervention inevitably have limitations which make them ‘not enough’ to deal with structural inequalities and disadvantages. Acknowledging the impacts of neoliberalism, we argue critical attention to diverse situated relational practices points to the excessive nature of engagement in social policy and provides scope for transformative practice where young people’s geographies can be ‘upscaled’ to connect to the realms of social policy and practice.  相似文献
