This article argues that the agency of commoners has not been adequately theorized in archaeological studies of the political dynamics of complex societies. Recent developments in social theory emphasize that political relations are produced through social negotiations involving commoners as well as elites. This paper considers the role of commoners in the Classic period collapse in the lower Río Verde Valley, Oaxaca, Mexico. Regional survey and excavation data demonstrate that the Classic-to-Postclassic transition was marked by dramatic changes in settlement patterns and sociopolitical organization, including the decline of the Late Classic regional center of Río Viejo. The research indicates that rather than passively reacting to the sociopolitical developments of the Classic-to-Postclassic transition, commoners actively rejected many of the ruling institutions and symbols that were central to the dominant ideology of the Late Classic state. Early Postclassic people reused and reinterpreted the sacred spaces and objects of the Río Viejo state such as carved stone monuments and public buildings. The evidence from the lower Verde is examined in the context of an emerging theoretical perspective in archaeology that considers commoner power. We argue that commoners contribute to the social negotiation of dominant discourses through three overlapping forms of social interaction: engagement, avoidance, and resistance.  相似文献

The blame for the inability to put an end to the conflict between Israel and the Palestinians must be shared by all parties. In Israel, Ehud Barak's attempts were courageous but he never established trust with the Palestinians. The policy of the Sharon government, based only on response to violence by force, also failed. Although he did not mastermind the Second Intifada, Arafat's attitude towards the Palestinian militant armed groups was always ambiguous and he lost any credit even among the Israeli peace camp. The Arab countries never gave more than a formal support to the Palestinians and abstained from arguing in favour of coexistence with the Israelis. The Americans, with Clinton, seriously tried their best but lacked some long-term perspective and, with George W. Bush, aligned themselves with the most radical Israeli position. Europe did support the Palestinian economy but was too divided to influence dramatically the negotiations and did not invest enough into peace-building among the peoples of the region. The only way out of the quagmire is to follow the roadmap established by the international community, represented by the 'Quartet' (the UN, the USA, Russia and the European Union) for an end both to terrorism and occupation, and towards negotiations on the establishment of a democratic and viable Palestinian State.  相似文献

A recursive dynamic regional Computable General Equilibrium model is developed to assess the economic impacts of two Common Agricultural Policy (CAP) scenarios in six NUTS-3 (Nomenclature of Territorial Units for Statistics) (NUTS-1: major socio-economic regions, NUTS-2: basic regions for the application of regional policies, NUTS-3: small regions for specific diagnoses) regions of the European Union (EU). The main goal of the analysis is to assess the scenario effects (change in production, prices, income, employment) in the rural and urban parts of these regions as well as on the different sectors. The two scenarios analysed are related to a 30% reduction in Pillar 1 (market measures and direct support to farmers) support and the introduction of an EU-wide flat rate level of Pillar 1 support complemented by a 45% increase in Pillar 2 (Rural Development Policy) funds. Results show that the overall gross domestic product effects are not significant, due to the relatively low importance of both the agricultural sector and CAP spending in the regional economies. However, impacts on the agricultural sector are quite important and differ according to the nature of the policy shock. Also, the structural characteristics of each case study influence the rural–urban and sectoral spillovers, including impacts on region-specific agricultural activity.  相似文献
