Commemorating a Rural African-American Family at a National Battlefield Park

The Robinson House site is situated within the Manassas National Battlefield Park in northern Virginia. The original Robinson House was constructed in the 1840s and was occupied until 1936 by the same free African-American family. The National Park Service recognizes and interprets the Robinson House since it was part of the Civil War battlefield landscape during the First and Second Battles of Manassas. The original house went through a series of structural additions and alterations in the late 1800s and early 1900s. The house stood until 1993 when arsonists burned it, causing 60% damage to the structure. Today, the east chimney and the stone foundations remain. Amidst the many Civil War monuments at the battlefield park the interpretation of a century of occupation by the Robinson family through the remaining foundations adds meaning and depth to the area's local history. The Robinson House remains symbolize an African-American family's way of life as well as their struggle to survive during Reconstruction and the Jim Crow era. The foundations and site are a steadfast symbol of African-American cultural persistence that has prevailed for over 100 years on a battlefield landscape.     

Industrial policy in the EU: old dilemmas and new options

Industrial policy is highly controversial. Supporters claim it is necessary to address market failures. Critics argue that the danger of government failure is often higher and that such failure may lead to greater welfare loss. The EU justifies its industrial policy by pointing to the existence of transnational problems and to its unique ability to counter them. The EU has the capacity to coordinate national policies, to reduce redundancies, to control and limit national subsidies to industry. It also has a mandate for managing EU foreign trade and competition policy. There are five major industrial policy arenas. Technology policy has been relatively successful in certain fields like telecommunications or traffic‐control systems. In other fields, such as micro‐electronics and computers, the results have been mixed at best. Regional policy has had a limited developmental impact. On foreign‐trade policy, anti‐dumping measures have largely been a failure, though they have stimulated Japanese direct investment. A division of labour between the EU Commission and national, regional and local governments should be advanced with a view to formulating and implementing industrial policy. The regional and local levels should formulate policies aimed at strengthening specialized factors. The EU should concentrate primarily on fostering and shaping new lines of technological development and managing capacity reduction in declining industries.     

Russia and the Islamic World

This article offers a historical retrospective of the interactions between Russia and the Islamic world in all their diversity, beginning from the first trade contacts of Medieval Rus with the Arabs and Persians of the Abbasid era, as well as with the Turkic-speaking residents of Volga Bulgaria. The author concludes that except for the initial sporadic period, the connections between Russian and Muslim worlds have been stable and close throughout all the following periods. Moreover, with time, these two civilizational communities turned into communicating vessels because of the growing number of Muslims within the Russian State and in Russian society. Special attention is paid to Russian-Turkish relations across several centuries. A complete comprehension of the relations between Russia and the Islamic world through an example of the historical retrospective of Russian interactions with the Ottoman Empire and the Republic of Turkey helps to provide a full appreciation of the importance of joint efforts to secure a bridge connecting East and West and the oriental civilizations with Russia.     

After Cloture: Vote Switching,Credit Claiming,and Position Taking in the United States Senate

Vote switching in the United States Senate is not an uncommon occurrence. Nearly one in 10 cloture-final passage vote pairs involves senators switching their vote. We find that this inconsistency in voting behavior is a result of the combination of electoral pressures and the impact of the traceability of consequences in light of party forces and personal preferences. In general, we find that electorally vulnerable members of the majority party are more likely to engage in vote switching. The same is true of more electorally secure members of the minority party. However, the traceability of consequences is also a governing force in that electorally vulnerable members of the majority party are more likely to use vote switching as a credit claiming opportunity during periods of low media scrutiny. Electorally vulnerable members of the minority party are more likely to engage in position taking when there is greater media scrutiny.     

International Acquisitions: Host and Home Country Explanatory Characteristics

To better understand what place-specific attributes are most important to foreign direct investors, we consider the pattern of international foreign acquisitions, for the year 1993, from a simultaneous home and host country perspective. It is shown that the world's most prominent buyer and target countries are few in number. Furthermore, with the use of a stepwise-like Poisson regression procedure, we determine that both home and host country conditions are important in explaining the spatial pattern of low-tech and high-tech international acquisitions.
Specifically, international high-tech and low-tech acquisitions are best described by country-specific variables measuring trade, investment risk assessment, patents and tourism and that low-tech acquisitions are also linked with a country's domestic economic strength and government efficiency and stability. The outliers from the Poisson regression equations provide evidence that, in particular, the United States and Canada as well as, other countries geographically adjacent are disproportionately active in this type of foreign direct investment.
