Entrepreneurial Ecosystems and Regional Policy: A Sympathetic Critique

Regional policies for entrepreneurship are currently going through a transition from increasing the quantity of entrepreneurship to increasing the quality of entrepreneurship. The next step will be the transition from entrepreneurship policy towards policy for an entrepreneurial economy. The entrepreneurial ecosystem approach has been heralded as a new framework accommodating these transitions. This approach starts with the entrepreneurial actor, but emphasizes the context of productive entrepreneurship. Entrepreneurship is not only the output of the system, entrepreneurs are important players themselves in creating the ecosystem and keeping it healthy. This research briefing reviews the entrepreneurial ecosystem literature and its shortcomings, and provides a novel synthesis. The entrepreneurial ecosystem approach speaks directly to practitioners, but its causal depth and evidence base is rather limited. This article provides a novel synthesis including a causal scheme of how the framework and systemic conditions of the ecosystem lead to particular entrepreneurial activities as output of the ecosystem and new value creation as outcome of the ecosystem. In addition it provides a framework for analysing the interactions between the elements within the ecosystem. This offers a much more rigorous and relevant starting point for subsequent studies into entrepreneurial ecosystems and the regional policy implications of these.

Residential movement among the poor: the constraints on housing choice in Latin American cities

"The paper examines the validity of current theories of intra-city migration, subjecting those theories to the test of explaining new data collected in a total of 13 low-income settlements in three Latin American cities: Bogota, Mexico City, and Valencia, Venezuela. The study focuses attention upon the principal reception points for migrants; the location of previous place of residence for contemporary barrio dwellers; [and] the tenure and dwelling characteristics of previous places of residence. The authors conclude that residential patterns in Latin American cities are less the outcome of migrant choice, as some theories argue, and more the product of constraints imposed upon the land and housing markets."     

Viewpoint: Visibilising Care in the Academy: (Re)Performing Academic Mothering in the Transformative Moment of COVID-19

The effects of COVID-19 have been profoundly felt across higher education as across broader society. In particular, the pandemic has revealed that many of our most stubbornly entrenched inequalities do not simply follow gendered fault lines, but rather care fault lines. In this article, we adopt a maternal epistemology and collaborative witnessing to outline the disruption that academic mothers have experienced during the pandemic. However, we argue that this disruption is not simply obstructive to academic mothers and other caregivers. Rather, COVID-19 has provided a potentially transformative moment for the visibility and normalisation of care in the academy. It has forced the complex negotiation of paid work and care work that academic mothers must constantly manage into the spotlight. The pandemic has provoked an opportunity for a different performance of mothering in the academy; one that does not require us to invisibilise our care to be valued. This (re)performance and revaluation has the potential to reform the cultural landscapes of the academy, towards spaces in which care is reimagined as not simply an encumberment but also an enrichment.
