EMPIRICAL TESTS OF SOME SEMI-SURVEY UPDATE PROCEDURES APPLIED TO RECTANGULAR INPUT-OUTPUT TABLES*

ABSTRACT. This paper examines the RAS, Mc Menamin and Haring, and Lagrange-multiplier update methods in the context of the dual accounting system of the rectangular input-output model. The motivation was to determine if the additional information contained in the dual system is exploitable, while maintaining the integrity of the rectangular structure with all its advantages. Tests were conducted on the performance of the various algorithms for a derivative Leontief model relative to their performance on the rectangular structure. The results obtained for rectangular tables were generally better than those obtained for the more conventional Leontief ones.     

The Ngovo Group: an industry with polished stone tools and pottery in Lower Zaïre

Summary Now, for the first time, it is possible to place in an exact archaeological context the polished tools which have been collected for many years on the surface in the savanna immediately to the south of the equatorial forest. In Lower Zaïre, in an area of 6000 km², polished tools have been found systematically associated with a particular type of pottery. This pottery, which was previously known as Groupvi pottery and which we propose calling Ngovo group pottery is very distinctive.Although faunal remains associated in one case were of wild animals, someElaeïs andCanarium nuts could indicate the beginnings of agriculture. A series of dates in good agreement place these polished tools and this pottery within the last two centuries bc.At the present time, iron-working in Lower Zaïre has not been dated prior to the second century ad. This Early Iron Age is associated with the Kay Ladio group pottery which is possibly derived from the Ngovo group.

Résumé Pour la première fois, il est possible de préciser le contexte archéologique des outils polis que depuis longtemps on recueillait en surface dans les savanes immédiatement au sud de la forêt équatoriale.Au Bas-Zaïre, dans une zone de plus de 6000 km², des outils polis ont été trouvés systématiquement en association avec une céramique d'un type particulier. Cette céramique, connue précédemment sous le nom de céramique du groupevi et que l'on propose d'appeler dorénavant groupe de Ngovo, est très caractéristique.Bien que les restes de faune qui y sont associés dans une grotte soient ceux d'animaux sauvages, des noix d'Elaeïs et deCanarium indiquent peut-être un début d'agriculture.Une série de datations remarquablement convergentes placent ces outils polis et cette céramique durant les deux derniers siècles bc.La métallurgie n'est jusqu'à présent pas datée au Bas-Zaïre avant le 2e siècle ad. Cet âge du fer ancien est associé à la céramique du groupe Kay Ladio qui dérive peut-être du groupe de Ngovo.

     

DIRECTIONS FOR DIVERSIFICATION WITH AN APPLICATION TO SASKATCHEWAN*

ABSTRACT. Traditional models of regional diversification do not capture the trade-off between stability and living standards. In this paper, we characterize regions as open activity models subjected to both productivity and price shocks. We then partially rank small diversification policies by the direction in which they point away from the current industrial structure in mean-variance space. Some general patterns emerge. In particular, diversification for regional self-sufficiency and away from regional comparative advantage may be undesirable.     

The Search for Policy Coordination: Ministerial and Bureaucratic Perceptions of Agency Amalgamations in a Federal Parliamentary System

The imperative to coordinate is strong, but the means remain contentious. One approach is to amalgamate agencies into a few large organizations, the other to encourage a diversity of policy options. Drawing on the federal amalgamations of departments in Australia since 1987, this paper reports that senior bureaucrats find more policy coordination benefits than costs from working in larger structures, while ministers report a loss of options and a risk of information overload.     

The Debate on Economic and Social Security in the Late Eighteenth Century: Lessons ofa Road Not Taken

The laissez faire political economy of the late eighteenth century was marked by two sharply opposing views of the relation between social security or insecurity and economic growth: one associated with Adam Smith, Turgot and Condorcet; and another associated with Malthus. The latter school, with its faith in the motivating force of insecurity and fear, has been the more influential in subsequent economic thought. But, contrary to prevailing neoliberal stereotypes, Smith, Turgot and Condorcet had much to say to modern students of economics concerning the necessary and positive relationship between social security and economic development. This essay explores their vision of how to improve the life chances of the disadvantaged.     

The naming of orphans in France during World War One: A study of a nationwide cohort of pupilles de la Nation

The investigation of a simple behavior, child naming, can provide insights into the varying reactions of families confronted by the extraordinary war losses of the First World War. The current study analyses names given in a large cohort of French orphans born 1914–1916, constructed thanks to the linkage of civil registers with a nationwide database of soldiers who died during the War. It shows that a prenatal loss of father was associated with a strong increase in father's name transmission. The phenomenon was twice as intense in officers' offspring. Regression analysis suggests the precise timing of the father's death controlled this change in naming behavior: father's name transmission was at a maximum when the father died at the very beginning of pregnancy.
