While much attention has been paid to the ways in which the private sector is now embedded within the field of development, one group of actors — for-profit development consultancies and contractors, or service providers — has received relatively little attention. This article analyses the growing role of for-profit consultancies and contractors in British aid delivery, which has been driven by two key trends: first, the outsourcing of managerial, audit and knowledge-management functions as part of efforts to bring private sector approaches and skills into public spending on aid; and second, the reconfiguration of aid spending towards markets and the private sector, and away from locally embedded, state-focused aid programming. The authors argue that both trends were launched under New Labour in the early 2000s, and super-charged under successive Conservative governments. The resulting entanglement means that the policies and practices of the UK government's aid agencies, and the interests and forms of for-profit service providers, are increasingly mutually constitutive. Amongst other implications, this shift acts to displace traditional forms of contestation and accountability of aid delivery. 相似文献

This review emerges out of long‐standing debates that seek to define Australia's responses to its colonial heritage. In particular, the review will question how ‘affect’ functions as a foundation for shared public understandings of the past and related identities at iconic Australian heritage sites. From there, it will move to explore how visitor photography can be used as (a) a means of capturing and assessing visitors' frames of reference and sensory experience; (b) recovering memories; and (c) imbuing heritage sites with meaning. None of this is easy to pin down methodologically. Indeed, given the relative ‘newness’ of theoretical talk dealing with the politics of affect in the fields of heritage and tourism, little attention to date has been channelled towards figuring out what this might mean empirically. As such, the core component of this review is an examination of the literature that has emerged around visual/performative ethnographies, particularly those that focuses on the visual as a means of capturing what bodies do. Here, a process of being ‘in place’ will be foregrounded, through which individual heritage visitors are transformed from passive viewer into active director, thereby becoming co‐producers in the creation and legitimisation of both historical memories and conceptualisations of present‐day Australian society. 相似文献

Visitor impact is an inherent and dynamic component of cultural heritage management whenever cultural sites are accessed by people. Mungo National Park has become the focus of some 35,000 visitors per year. The impacts these visitors have on the archaeological record are investigated in this study. A series of fourteen mock sites, composed of stone artefact and bone scatters, were created in the park and the impacts that visitors had on these sites were monitored over a five month period. The results indicate that high visitation areas are subject to a variety of impacts, and site components are frequently moved, turned over, clustered and pilfered. Recognition of these impacts can lead to improvements in the management and conservation of archaeological sites. 相似文献

Development NGOs have been accused by some of being new instruments of control, domesticated by the neoliberal project. For others, they elaborate and pursue alternative dreams. In this paper, we argue that, although the majority of NGOs have been co‐opted to serve hegemonic development agendas, they nevertheless present a fluid, contradictory web of relations, within which a significant minority seeks to make spaces of resistance, and where even the most neoliberal NGOs are used by some clients to create new associational spaces. Drawing on work with NGOs in Ghana, India, Mexico and Europe, we explore various strategies deployed by this minority of \"independent thinking NGOs\". We argue that there is an important production of Melucci's submerged networks or latent social movements, however limited their political impact to date. 相似文献

Whether suburbs are regarded as a distinctive feature of the contemporary urban landscape or as symptomatic of ‘sprawl’ the recent upsurge of scholarly interest in suburbia has done little to displace the dominant image of the suburb as a primarily residential phenomenon. In a wide ranging survey of the academic literature, taking account of current developments in the policy debate relating to suburban regeneration and also drawing on research conducted by the Engineering and Physical Sciences Research Council's Towards Successful Suburban Town Centres project at University College London, this article argues for an approach to the suburbs that emphasises their importance as historical centres of diverse social and economic activity. The focus is on the ‘typical’ British suburban high street, regarded as a complex and dynamic socio‐spatial entity facing particular challenges to its vitality and viability in the light of ongoing socio‐economic change. It is suggested that an improved understanding of the relation between suburban society and the built form of suburban centres over time would lead to a fuller appreciation of the actual and potential contribution of the local high street to achieving sustainable built environments. 相似文献
