The Redwood Timber Region of Northern California has experienced a gradual decline in its natural resource base combined with intensified struggles over preservation and conservation. This region is used as a case study for examining the historic pattern of resource decline, the ambiguous roles of environmentalist pressure, the failure of public regulation, and a range of regional responses to economic decline. In this case, more intense forest management techniques (herbicides, fertilizer, thinning), more public investment in timber regeneration programs, and the emergence of an underground economy in marijuana growing are core elements of the response to resource decline. Theoretical, political, and environmental problems with these approaches are examined.  相似文献

It is argued that variation in uncertainty about social program goals and causal processes should influence the selection of evaluation designs and methods. Eighteen prominent evaluation reports are examined to contrast predicted evaluation strategies derived from theory about organizational uncertainty with the actual evaluation methods used. It was found that the actual design, measurement, and analysis procedures were frequently different from procedures that were compatible with the kinds of program uncertainty described in the evaluation reports. It is suggested that theory and practice in program evaluation can be improved by systematically incorporating organizational concepts that would contribute to the selection of evaluation methods.  相似文献

This paper reports and analyses survey data on the opinions of 353 top position‐holders in business, trade unions, federal and state politics, the Commonwealth Public Service, mass media, national voluntary associations, and major universities and research institutes during the latter half of 1975. Patterns of elite responses to 15 issue sets aggregating 46 separate opinion items are examined. The main focus is on the extent and configuration of elite conflict and consensus over economic policy, foreign and defence policy, industrial relations, social issues, and institutional structure. In general, substantial conflict between left‐of‐centre and right‐of‐centre elites in all major issue areas, save possibly that of social issues, is found. However, the extent of this conflict varies as between specific policies, over which it is relatively small, and the legitimacy or desirability of various group actions and major policy innovations, over which it is quite large. Whether conflict during 1975 was sufficiently great to threaten the fundamental unity of Australian elites is discussed.  相似文献

Since he was convinced that men of virtue were the exception rather than the rule, the primary political problem for Hobbes was how best to guarantee the adherence of men in general to the civil law. Hobbes' solution to this problem appears at times to be inconsistent. This was not the case; Hobbes was advancing two separate, though complementary, theories as to why men do in fact obey the civil law. Whether or not there is a similar kind of duality in Hobbes' argument concerning why men ought to obey lawful authority is also discussed.  相似文献

It is shown that audience members actively select amongst available programmes on television. This selection is based upon the social role and situational characteristics of the viewer and it is also directly related to the reasons given by viewers for watching television.

Patterns of programme selection are related to three clusters of needs and reasons. The two most important of these are composed of needs relating to information and diversion. The least important cluster is concerned with the self and social contact.

Escape and diversion needs are satisfied by almost any programme; selection is minimal by those viewers expressing these needs. Information needs are best satisfied by news and other informational programmes, while social and self needs are best satisfied by quiz and variety programmes, popular drama and movies.  相似文献
