Communities and pacta in early medieval Italy: jurisdiction,regulatory authority and dispute avoidance

This paper considers in turn the pacta between the Carolingians and the Venetians, the Carolingians and the papacy, and between Benevento and Naples. It compares and contrasts these documents (or series of documents) which in effect deal with the relationships between entire communities in early medieval Italy. By putting the agreements relating to the papacy and Venice into their local political contexts, it argues that these agreements tended to aim at regulating the relationship between these communities and establishing stable, peaceful and politically acceptable relationships rather than at establishing political dominance of one over the other.     

GROWTH,FOREIGN DIRECT INVESTMENT,AND THE ENVIRONMENT: EVIDENCE FROM CHINESE CITIES

ABSTRACT In this paper, we investigate the relationship between economic growth and industrial pollution emissions in China using data for 112 major cities between 2001 and 2004. Using disaggregated data, we separate foreign direct investment inflows from Hong Kong, Macao, and Taiwan from those of other foreign economies. We examine two industrial water pollution indicators (wastewater and petroleum‐like matter) and four industrial air pollution indicators (waste gas, sulfur dioxide, soot, and dust). Our results suggest that most air and water emissions rise with increases in economic growth at current income levels. The share of output of domestic‐ and foreign‐owned firms increases several pollutants in a statistically significant manner while output of firms from Hong Kong, Macao, and Taiwan either reduces pollution or is statistically insignificant.     

Improving the global environment: policies,principles and institutions

Recent surveys in Australia show that improving the global environment rates high as a public policy concern. Responding to these challenges at a global level requires more than finding the best or most appropriate scientific, economic and technical approaches. It also requires that global environmental governance be based on sound normative principles. Two of the most important principles respond to the challenge that, while humanity is outstripping its ecological footprint, contributions to global environmental change are uneven and the experience of environmental harm is being displaced across time and space. Improving the global environment should therefore take into account the precautionary principle and the principle of common but differentiated responsibilities. Improving the global environment also requires a more robust institutional framework. The model favoured here is to build on UNEP to establish a more coherent, more authoritative and more independent environmental organization.     

Discreet Proto‐Pentecostals: The Catholic Apostolic Church in North America

Much recent work has been undertaken on the beginnings of Pentecostalism in North America, and its antecedents in the nineteenth century. These efforts have outlined the theological contributions of the Holiness movement, revivalism, and nineteenth‐century healing movements. One group that has been largely overlooked is the Edward Irving influenced Catholic Apostolic Church, which has been seen as making a minimal contribution as a precursor to Pentecostalism in general; it has especially been seen as peripheral in the Americas. This article will use contemporary newspapers and recently digitised primary sources to argue that the Catholic Apostolic Church was a significant force in the pre‐history of American and Canadian Pentecostalism, with hundreds of followers in key cities, regularly exhibiting prophecy and glossolalia throughout the second half of the nineteenth century.     

Initial Archaeological Survey of the ex-USS <Emphasis Type="Italic">Independence</Emphasis> (CVL-22)

The Boeing Company, collaborating with NOAA to address innovative ways to make ocean observations, provided their autonomous underwater vehicle, Echo Ranger, to conduct the first deep-water archaeological survey of the scuttled aircraft carrier USS Independence in the waters of Monterey Bay National Marine Sanctuary in March 2015. While a preliminary effort, and not comprehensive, the survey confirmed that a sonar feature (previously not proven to be an archaeological feature) charted at the location was Independence, and provided details on the condition of the wreck. At the same time, new information from declassified government reports provided more detail on Independence’s use as a naval test craft for radiological decontamination as well as its use as a repository for radioactive materials at the time of its scuttling in 1951. The wreck is historically significant, but also of archaeological significance as an artifact of the early years of the atomic age and of the Cold War. This article summarizes Independence’s contexts, its nuclear history, and the results of the survey of the wreck site.
