Korean unification: a solution to the challenges of an increasingly elderly population?

South Korea experienced below replacement fertility for the first time in 1983, which also marked the point from which fertility rates continued to decline over the next 20 years to reach a low of 1.2 in 2003. In spite of recent pronatalist policies, the fertility rate has remained near this level and has not increased appreciably. The reasons for sustained low fertility in South Korea are complex and solutions remain elusive. One option that has been suggested is reunification with North Korea, which could address the eventual decline in the population and mitigate the increasing proportion of the elderly. Although the conditions surrounding the German reunification experience were vastly different than what Korea will likely undergo, it is informative to look at Germany as a guide to the demographic parameters of reunification. Three projection models for 2015–2050 are presented; even the highest fertility models show that reunification will not be the answer to population restructuring already underway in South Korea as a result of sustained low fertility.     

‘By the charitie of good people’: poverty and neighbourly support in seventeenth century Lancashire

Historians of early-modern poverty have emphasized the ways in which the poor ‘made shift’, reducing or even preventing their dependence on formal poor relief. This article looks at one aspect of that ‘economy of makeshifts’: the casual support of the poor by their neighbours. It uses evidence from a uniquely extensive archive of pauper petitions from Lancashire (1626–1710), many of which contain incidental information about strategies of making shift. The petitions suggest that neighbourly support for the needy was common in Lancashire, both through localized begging and in more stable supportive relationships. Nonetheless, the charity of neighbours could easily be exhausted, leaving those in poverty forced to call upon the more formalized support of the Poor Law.     

“Deliver Me From This Indignity!”: Cottage Hospitals,Localism and NHS Healthcare in Central England, 1948-1978

Victorian and Edwardian cottage hospitals, compared to infirmaries and workhouse institutions, have been neglected by social historians. Yet, they provided an infrastructure dedicated to localism and healthcare for the aged under the new National Health Service (NHS) after World War Two. This article focuses on two renowned Midlands cottage hospitals built in mid-Northamptonshire at Pitsford. In their patient case-histories we can engage with: dignity standards, medical regime, ward designs, staffing levels, budget provisions, and patient voices. These popular institutions had a well-deserved reputation for delivering high-quality geriatric medicine from 1948 to 1978. Human vignettes detailing the physical indignities of ageing nonetheless proliferate in the records. The longevity of these basic issues was to prove to be a recurring tension in NHS financial planning. Budget models lacked enough funds for aged patients to receive ‘stable’ bedside care. Instead, NHS accountants allocated resources to ensure the future ‘sustainability’ of the system itself. A new paradigm highlights the inherent financial contradictions and empty political promises that those needing geriatric care often experienced, and still do. Throughout, the rediscovered cottage hospital records contain important historical lessons for the present impasse about how to define, deliver and secure dignity for elderly patients in today’s NHS.     

European developments in strategic spatial planning

Strategic spatial planning which takes an integrated approach to the development of a territory seemed to go out of fashion, but now there are signs that it is being re‐established. This paper explores these developments using case studies from 10 European countries. The analysis uses an ‘institutionalist’ approach, which examines how the ‘agency’ of spatial planning practices responds to the ‘structure’ of contextual forces, at the same time influencing that structure. The ‘driving forces’ which are influencing strategic spatial planning are investigated, as are two aspects of the changes in spatial planning: institutional relations and policy agendas. The conclusions are that—at least in the case studies—there is a movement in the institutional relations towards horizontal articulation, territorial logic, and negotiative forms. Policy agendas too are changing, becoming more selective and using new conceptions of space and place. Those institutional developments, however, are not necessarily being translated into territorially‐integrated policy (as distinct from functional/sectoral policy). That translation appears to require simultaneous re‐framing of relational resources (trust, social capital), knowledge resources (intellectual capital), linked to strong mobilization efforts (political capital). The cases considered varied significantly in how far that had been done. Where it had, strategic spatial plan‐making practices were playing a key role in developing institutional territorial integration and re‐invigorating territorial identities.     

Examining the Potential of Indigenous Institutions for Development: A Perspective from Borana,Ethiopia

This article examines an institutional approach to development in which indigenous institutions are viewed as a resource for achieving development. It concentrates on indigenous natural resource management (NRM) institutions which have been seen by some development agencies to be a means to address the needs of people and the environment in a way that is also participatory. Using material from Borana, Ethiopia, the article describes the indigenous NRM institutions and examines the outcome of one attempt to work with them. In the process, it shows that partnerships between development agencies and indigenous NRM institutions are often fragile, and tend to dissolve when they fail to meet the preconceptions of the developers. Through an examination of this approach to development, the article also examines the usefulness of recent broad approaches to institutions.
