The Cold War,the developing world,and the creation of the International Atomic Energy Agency (IAEA), 1953–1957

This article argues that the creation of the IAEA (1953–1957) was shaped by the overlapping dynamics of superpower relations, decolonisation, and the growing influence of the ‘global South’ in the United Nations. During the four years of multilateral and international negotiations, many of the developing countries argued that the new organisation should not exacerbate global inequalities, practice discrimination, or institutionalise ‘atomic colonialism’. While American-Soviet understanding during these negotiations was at times strikingly good, the uranium-producing states and the future recipients of IAEA technical assistance often faced each other as rival blocs. The article is based on multi-archival research at the IAEA and the UN, as well as at the National Archives of the United States, the United Kingdom, and South Africa.     

From Academic Nitpicking to a =New Culture Movement＇： How Newspapers Turned Academic Debates into the Center of ~May Fourth＂

Abstract In early 1919, people like Hu Shi and Chen Duxiu were regarded as members of an ivory-tower ＂academic faction＂ （xuepai）, embroiled in a debate with an opposing ＂faction.＂ After the May Fourth demonstrations, they were praised as the stars of a ＂New Culture Movement.＂ However, it was not obvious how the circle around Hu Shi and Chert Duxiu was associated with the May Fourth demonstrations. This link hinged on the way in which newspapers like Shenbao reported about the academic debates and the political events of May Fourth. After compartmentalizing the debating academics into fixed xuepai, Shenbao ascribed warlord-political allegiances to them. These made the Hu-Chen circle look like government victims and their ＂factional＂ rivals like the warlords＇ allies. When the atmosphere became hostile to the government during May Fourth, Hu Shi＇s ＂faction＂ became associated with the equally victimized May Fourth demonstrators. Their ideas were regarded as （now popular） expressions of anti-government sentiment, and soon this was labeled the core of the ＂New Culture Movement.＂ The idea and rhetoric of China＇s ＂New Culture Movement＂ in this way emerged out of the fortuitous concatenation of academic debates, newspaper stories, and political events.

House Appropriations After the Republican Revolution

This article applies the theory of “conditional party government” (CPG) to the interaction between the majority party and the Appropriations Committee in the period following the Republican Revolution of 1995. We extend the analysis of Aldrich and Rohde (2000b) by examining how actions within the committee have changed over time and analyzing whether behavior and outcomes continue to match the expectations of CPG theory, particularly with respect to the times in which power in Congress switched from the Republicans to the Democrats and back. The conditions of the CPG theory continued to be met so that we can continue to test the theory's predictions. We show that following the Republican Revolution, the role of the party remained paramount and the party leadership maintained its influence over the direction of policy. While in the majority, both parties used the Appropriations Committee as a vehicle for policy change and the party leadership monitored committee actions, either by blocking policy shifts away from what the majority party wanted or facilitating changes in the desired direction.
