The maritime landscape of Kilwa Kisiwani and its region,Tanzania, 11th to 15th century AD

East African coastal archaeological research has traditionally concentrated on the stone towns. In contrast, this study adopts a maritime cultural landscape approach by examining one of those towns, Kilwa, in its wider setting towards the peak of its economic success. Using archaeological evidence derived from coastal and inter-tidal survey and excavation, it identifies the environmental advantages of Kilwa′s estuarine location and resources that are exploited by a series of settlements providing marine produce and construction materials. The maritime approaches to the town also provide the context for a cultural display of religious allegiance and power through the symbolism of conspicuously sited mosques and a more perplexing series of causeways. Knowledge of the wider integrated coastal environment is seen as key to understanding the culture and economy of the region.     

Perpetual peace and shareholder sovereignty: the political thought of José de Carvajal y Lancaster

This article contributes to the recent historiography on Enlightenment plans for European peace by shedding light on the political and intellectual work of the neglected Spanish minister and intellectual José Carvajal y Lancaster. The article begins by outlining the intellectual context surrounding the War of Spanish Succession, and proceeds to analyse the ways that Carvajal deployed, both in his texts and in power, Enlightenment ideals to reform the Spanish Empire and achieve perpetual peace in Europe. The ideas of his first work, his Testamento Político, revealed the ways that the logic of joint-stock companies could catalyse the reform of the Spanish Empire. His measures in government, in turn, illustrated how international cooperation could be mutually beneficial, but turned on his fraught relationship with the future Marquis of Pombal. Finally, his text Mis Pensamientos, written in 1753, envisaged a formal commercial and political coalition between the Spanish and the British Empires. Carvajal’s vision for European peace was at once utopian and clear-eyed, and the ideas behind his plan persist as demanding questions for our age.     

The Environmental Performance of Participatory and Collaborative Governance: A Framework of Causal Mechanisms

Many have advocated for collaborative governance and the participation of citizens and stakeholders on the basis that it can improve the environmental outcomes of public decision making, as compared to traditional, top‐down decision making. Others, however, point to the potential negative effects of participation and collaboration on environmental outcomes. This article draws on several literatures to identify five clusters of causal mechanisms describing the relationship between participation and environmental outcomes. We distinguish (i) mechanisms that describe how participation impacts on the environmental standard of outputs, from (ii) mechanisms relating to the implementation of outputs. Three mechanism clusters focus on the role of representation of environmental concerns, participants' environmental knowledge, and dialogical interaction in decision making. Two further clusters elaborate on the role of acceptance, conflict resolution, and collaborative networks for the implementation of decisions. In addition to the mechanisms, linking independent with dependent variables, we identify the conditions under which participation may lead to better (or worse) environmental outcomes. This helps to resolve apparent contradictions in the literature. We conclude by outlining avenues for research that builds on this framework for analysis.     

SOAPSTONE VESSEL CHRONOLOGY AND FUNCTION IN THE SOUTHERN APPALACHIANS OF EASTERN TENNESSEE: THE APPLE BARN SITE (40BT90) ASSEMBLAGE

The function and chronology of soapstone vessels in the Eastern Woodlands has been a contentious issue that deserves discussion at a more regional and subregional scale. We provide an overview of the Apple Barn site (40BT90) soapstone vessel assemblage, one of the largest Late Archaic/ Early Woodland collections in the southern Appalachians. Results from residue analysis of pollen, starch, and phytoliths on four vessel fragments reveal the processing of various plants, correlating well with the macrobotanical results from the site. The AMS dates derived from seven sooted samples span ca. 1700 cal. B.C. to ca. 800 cal. B.C., suggesting mundane soapstone vessel use persists later in the southern Appalachians relative to other areas of the Southeast. When soapstone is no longer used at the Apple Barn site, post–750 cal. B.C., there is a significant shift in feature volume and organization, suggesting a change from seasonal group aggregations to semisedentary family tended garden plots. This shift denotes a significant change in foodways where the social and functional ties to soapstone were no longer relevant.
