In this article it is argued that conventional agro-ecological and organizational concepts used in pastoral development are strongly biased towards the formulation and enforcement of norms. This leads development experts to attempts to control pastoralists and their herds. The policies and development interventions based on these assumptions have been largely unsuccessful. As a consequence attention for dryland areas and pastoral development has declined among researchers and development agencies. An important reason for this failure is the fundamental misfit between these normative concepts and the reality of dryland ecosystems and pastoral society. In order to show this, an alternative view on rangeland ecology and pastoral society is presented, supported by a case study of Fulbe pastoral society in dryland Central Mali. The authors argue that approaches to pastoral development must be revised in the direction of the dynamics inherent in the pastoral way of life. 相似文献

Passage of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act of 1990 followed a form familiar to students of policymaking in the American intergovernmental system: the provision of significant federal financing for policy initiatives located primarily at the state and local levels. The successes and failures of the Act, including its 1996 reauthorization, suggest both the strengths and the limitations of that design. This paper examines the structure of the Act as a vehicle for the federal government to fund AIDS service delivery at the state and local levels and the intergovernmental consequences of allocation policies associated with the Act. It concludes that perennial problems of equity and access cannot be resolved by the delegation of responsibility for significant policy or funding decisions to localities; rather, questions about the role of the federal government in overcoming intralocal and interlocal disparities remain to be addressed. 相似文献

One recent focus of research in international relations theory is that of “long cycle theory,” associated primarily with George Modelski and William Thompson, which posits serial cycles of hegemonic dominance — Venice, Portugal, the Netherlands, Great Britain, the United States — lasting approximately for one century. These hegemonic cycles are highly correlated with, or underpinned by, maritime and commercial dominance. Some aspects of long cycle theory have been contested by the rival “world systems” theory, that has fewer cycles and a disinclination to separate the military and economic dimensions of hegemony. Heretofore, naval power, as reflected in capital ship construction and orders of battle, has been used to measure maritime dominance. This research suggests that data for rival and successive global basing access networks could be used to inform and query the basis of long cycle theory; i.e., to provide a measure of “global reach”. There are additionally, interesting conceptual questions about the basis for basing access, as it has evolved historically; specifically, from a basis in conquest to one dependent upon diplomacy and various quid pro quo. Throughout the early twentieth century working-class men spent much of their leisure time in their basement hangouts, known as social clubs. Social clubs usually formed out of the associational life of young working-class men and remained attached to a larger male culture. But they were also used for dances and other heterosocial interaction. This essay examines the organisation of these clubs and how members used them to negotiate homosocial and heterosocial leisure. In this article, the authors assess some of the major trends within anglophonic feminist historical geography appearing in the decade since Rose & Ogborn called for the development of an explicitly feminist approach to the subfield. In examining the 'geography' of feminist historical geographies, three main categories of scholarship are evident: a 'new' historical geography of North America, portions of which are informed by feminist theories and methods; a British school of feminist historical geography with a focus on the discipline of geography, geographical knowledges and colonialism/imperialism; and feminist historical geography interventions in cultural politics of space and place. A diversity of feminist methods and epistemologies appears across the literature. In an attempt to avoid a reading of these trends as better or worse approximations of historical 'progress', the authors conceptualize them as emplaced within a number of specific social and spatial contexts. Most recent work is concerned with the production of gender differences as they are worked through economic, political, cultural and sexual differences in the creation of past geographies. The continued need simply to write women into historical narratives and geographies, however, is also evident. 馆藏壁画是具有重要历史、科学和艺术价值的博物馆藏品之一,大部分为来自考古发掘现场的墓葬壁画,其次为揭取搬迁的石窟壁画和殿堂壁画。因其制作材料(主要为泥质或石灰层地仗)脆弱,保存年代久远,各种病害多发且严重。已有研究结果表明,石窟壁画保护的难点是水—盐运移引起的壁画酥碱等病害问题,而当石窟壁画转移到博物馆作为藏品保存后,其赋存环境条件发生了根本变化,博物馆可控的、稳定的温度、湿度使其保护难度大大降低,保护现存实物原状与历史信息必然成为馆藏壁画保护的重要内容。本研究以甘肃省博物馆藏武威天梯山石窟壁画的保护修复为例,结合多年石窟壁画保护实践,探讨了馆藏石窟壁画保护理论与保护程序,重点阐述了壁画附加支撑体的去除、新支撑体的选择以及安装等方面的技术要点。提出通过举办专题展览,利用多媒体等高新技术,可以生动、形象、准确地反映和展示馆藏壁画的价值及保护修复过程,弥补传统陈列展览模式的不足。研究成果对同类文物的保护具有重要的借鉴价值。 相似文献

The behavioural, cultural, and political implications of archaeological human remains in non‐mortuary, possibly culinary, contexts requires that we understand the range of mortuary practices in a particular region. Although several rockshelter sites on Mangaia, Cook Islands have yielded burned, fragmentary human bones in earth ovens that seem to support archaeological models and ethnohistoric accounts of ritual sacrifice and cannibalism, the absence of data on the range of Mangaian mortuary patterns obscures these interpretations. We describe burial patterns based on 40 above‐ground interments representing at least 92 individuals in caves of Mangaia, Cook Islands, in order to begin to develop an island‐wide perspective on mortuary patterns. Sampling both pre‐ and post‐European contact sites we found that multiple interments dominate probable pre‐contact burials (73%, 19 of 26) and single interments dominate post‐contact contexts (80%, eight of ten burials), probably reflecting the influence of Christianity on mortuary ritual. Subadults were more frequent in all post‐contact contexts suggesting alternative burial places, probably church cemeteries, for adults. Burial cave remains are broadly consistent with ethnohistoric accounts of interment in caves, however, they also illustrate additional burial practices and differences between time periods, such as primary body position and the role of multiple‐individual interments, which are not discussed ethnohistorically. The mortuary practices in Mangaian burial caves differ from burials associated with marae and seem completely unrelated to the presence of highly fragmentary and burnt human remains in pre‐contact rockshelter middens elsewhere on the island.
