Is populism necessary to the articulation of counter‐hegemonic projects, as Laclau has long argued? Or is it, as ?i?ek maintains, a dangerous strategy, which inevitably degenerates into ideological mystification and reactionary postures? In this paper, I address this question by exploring the politics of discourse in Evo Morales's Bolivia. While, in the years leading to the election of Morales, a populist ideological strategy was key to challenging neoliberal forces, once the hegemony of the new power bloc was stabilised, indigenous demands for emancipatory socio‐environmental change began to be perceived as a threat to resource‐based accumulation. In this context, the populist signifiers that originated in indigenous‐popular struggles were used by the Morales government to legitimise repression of the indigenous movement. I argue, therefore, that ideological degeneration signals a problem not with populism per se, but rather with the class projects and shifting correlations of forces that underpin it in changing conjunctures. 相似文献

This paper studies the vertical and horizontal interactions between federal and regional governments in terms of public deficits. Recent studies commonly restraint budget slippages to the incentives created by the institutional arrangements within a country. Alternatively, we estimate here a fiscal reaction function for the Spanish regions over the period 1995–2010, paying special attention to the impact of the federal fiscal stance on regional fiscal imbalances. Our results indicate that higher public deficits for the central government encourage larger fiscal imbalances at the regional level. This vertical interaction is interpreted in the context of yardstick competition models. We also find a significant impact from fiscal decisions taken by governments at the same decision‐making tier in a specific region. 相似文献

This paper presents the integration of automated sensors based on a terrestrial laser scanner and an amateur digital camera with the aim of generating a photorealistic three-dimensional (3D) model of the Principal Panel in Pindal Cave (Spain). The approach developed for 3D modelling overcomes many of the problems related to the independent implementation of photogrammetry and laser scanning. Particularly, a sequential and hierarchical approach was developed based on the processing and matching of images from the camera (camera image) and the laser scanner (range image). The results obtained demonstrate that the workflow for this model is automatic, effective, and accurate. The presented approach was found to create hyper-realistic models, even improving upon human visual capabilities. 相似文献
