Child Poverty in the American States: The Impact of Welfare Reform,Economics, and Demographics

This article identifies the predictors of child poverty rates at the state level before and after the adoption and implementation of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The analysis shows that the most important state‐level factors that influence child poverty rates are demographics, the health and viability of the state economy, and often the generosity, inclusiveness, and quality of state welfare programs. States with large numbers of black citizens, and those that score highest on infant mortality, teen births, births to unmarried women, children living with a parent without a high school degree, and children living with a single parent have the highest rates of child poverty. Child poverty rates are lowest in states that suffer less unemployment, and in wealthier states. States that score higher on per capita personal income, tax revenues, and taxable resources have lower child poverty rates. While specific “tough” welfare policies adopted by some states seem to have no impact on child poverty rates, we tested for the first time a sophisticated measure of the overall quality of state welfare programs. The analysis reveals that the global quality of a state's welfare programs is often an independent predictor of child poverty. States with the most generous, inclusive, and supportive welfare programs have done the best job of lowering and containing child poverty.     

Something ‘Wyrd’ This Way Comes: Folklore and British Television

Outlining key elements of folk horror, this article discusses the influence of British 1970s television upon post-2000 folk-horror revivalists, arguing that television is of vital importance to social and cultural folklore. With reference to Mikel Koven’s ‘mass-mediated ostension’, this study brings together folkloristics and screen studies, and proposes ‘wyrd’ as a term to apply to eerie, hauntological media with folkloric themes. Supernatural tropes are examined alongside a case-study analysis of the BBC series Ghost Stories for Christmas to illustrate how folkloric content is represented on screen, and how the eerie atmosphere of 1970s television was created.     

Revisiting Qumran Cave 1Q and its Archaeological Assemblage

Qumran Cave 1Q was the first site of Dead Sea scroll discoveries. Found and partly emptied by local Bedouin, the cave was excavated officially in 1949 and published in the series Discoveries in the Judaean Desert (Volume 1) in 1955. Contents of the cave are found in collections worldwide, and in different institutions in Jerusalem and Amman. While the scrolls are the most highly prized artefacts from this cave, in archaeological terms they are part of an assemblage that needs to be understood holistically in order to make conclusions about its character and dating. This study presents all of the known items retrieved from the cave, including those that are currently lost, in order to consider what we might know about the cave prior to its emptying and the changes to its form. It constitutes preliminary work done as part of the Leverhulme funded International Network for the Study of Dispersed Qumran Caves Artefacts and Archival Sources [IN-2015-067].
