ABSTRACT

Nuclear exports were a crucial part of West Germany's nuclear industry. Its domestic market was too small to keep a big nuclear industry alive. But nuclear exports were subject to a nonproliferation regime which West Germany had accepted when signing the Nonproliferation Treaty (NPT). During the 1970s, there were major quarrels with the United States about West Germany's nuclear export policy and its approach to the nonproliferation regime. Using sources from several German archives, this article examines the nuclear export policy of West Germany and the patterns of justification as a further development of the nonproliferation regime. It is focused on two different cases, the nuclear export to Brazil and to Iran, which are strongly connected and both included sensitive technology such as reprocessing and enrichment.

The export cases touch on the issue of further development of the nonproliferation regime, the emerging nuclear world order and broader conflicts about the hegemonic and discriminatory structure of the NPT. The way West Germany handled US criticism of the exports shows West German willingness to shape its own foreign policy and the attempt to gain independence from US dominance, thus contributing to the decline of bipolarism and strengthening middle powers.  相似文献

Aegyptiaca-like Domitian’s obelisk is now decorating Bernini’s fountain on Piazza Navona or the Egyptian lions flanking Michelangelo’s stairs towards the Capitol figure prominently amidst Rome’s cultural heritage. Motivations for the import, contextualization, and copying of these objects during the Imperial Roman period are as heavily debated as they are ill understood. Provenance determination plays an important role in these discussions in terms of a (supposed) dichotomy between Egyptian (real) versus egyptianising (copy) but has only been applied stylistically and never been tested analytically. A scientific characterization of the materials themselves is even lacking altogether, as is an investigation into the cultural and symbolic meaning of the materials used. This paper is a first attempt to address these important lacunae on the basis of an explorative study of a selected sample of Egyptian statues from Rome. The identification and provenance attribution of the materials used for these statues are often problematic due to their relatively fine-grained nature and dark color. Therefore, a full non-destructive analysis of Egyptian statues in dark-colored rocks is presented in this study, with the stones evaluated by macroscopic examination and handheld X-ray fluorescence (XRF) analysis. The implemented methodology has allowed a distinction between greywacke and several varieties of granitoid rocks. In order to evaluate the potential for source attribution, a comparison was made between the results of our analyses and geochemical data for several granitoid rocks from Egypt. This has suggested Aswan as most likely source. The results presented here indicate that handheld XRF analysis can be used for the assessment of compositional variability in and potentially for the provenance of granitoid rocks, provided that a fine-grained area of the material can be measured on multiple locations, and if these values can be assessed on (in)consistencies with other published reference materials.  相似文献

This paper describes two case studies of hills of waste material in the UK that have been specifically conceived to replicate glacial landforms. In one case a spent oil‐shale tip ('bing') and municipal waste dump in West Lothian has been remodelled and restored in the form of a local glacial crag‐and‐tail. In the other, a municipal waste disposal landraise hill in Lancashire has been designed to resemble the local drumlins. An assessment of the geomorphological authenticity of the landforms is made and it is concluded that the involvement of glacial geomorphologists in such projects is important if convincing and authentic outcomes are to be achieved. Adherence to landscape principles and attention to detail can pay dividends in winning public support, in achieving cost savings, and in securing successful after‐uses.  相似文献

Abstract

The commercial value of a quantity of yarn depends on two things, the length and the fineness. This article describes how practical methods of measuring these quantities led to systems of units that were noteworthy mainly for their profusion and complexity. The story covers the period from 1600 to the present day, and examples from the woollen, linen, and cotton trades are given. Progress towards standardization, both nationally and internationally, was slow. Even when opportunities for simplification arose, the trades were reluctant to abandon their customary measures in favour of ones that would have been simpler to use and understand.  相似文献

Entitled “Canada and the United States: Principles for Partnership” and prepared at the behest of American President Lyndon Johnson and Canadian Prime Minister Lester Pearson, the so-called Merchant–Heeney report set out a series of guiding principles for the smooth conduct of bilateral relations. Drawing on their vast experience at managing this relationship, Arnold Heeney and Livingston Merchant, two former ambassadors, devised their guidebook by tracing the nature of Canada–US relations, examining areas where problems commonly arose, and offering suggestions towards building a more successful partnership. “Principles for Partnership” may have been their swansong but it was not Merchant and Heeney's sole statement on the Canadian–American relationship. Drawing on speeches, memoranda, and diplomatic cables, this article shows how Merchant and Heeney each conceived of the partnership between their two countries and how they viewed the influence of factors such as Canadian nationalism and the United States' preponderant power.  相似文献
