The archaeological evidence of more than a dozen ancient shipwrecks indicates that the tradition of placing a coin inside the mast-step of a ship's hold probably originated with the Romans. The mast-step coin phenomenon, which persisted through the Middle Ages and continues in various forms today, has often been characterized according to the modern concept of 'luck'. The custom was, however, not one of an exclusively maritime nature; rather, it was ultimately derived from a long-standing religious tradition that can be traced back to the consecration of the earliest Greek temples.

This article contributes to theorising the often unrecognised continuities between the illegalisation of migrant and refugee mobilities as an effect of lawmaking or other state practices of border policing and immigration law enforcement and the illegalisation of the rights, claims, and juridical status of minoritised citizens. Against a backdrop of resurgent right-wing nationalisms, we pursue this transversal analysis of state practices of illegalisation to draw attention not only to labour subordination and disposability but also the more fundamental relationship between law and terror. The making of such regimes of citizenship takes place in obvious ways at the ostensible outer edges of nation-state territories. They are also replicated in the various spatial arrangements that ensure racialised dispossession within global cities, cities that are better understood as reconfigurations of settler-colonial cities. We argue that the study of practices of illegalisation allows critical poverty scholarship to better discern how sociopolitical categories and classifications that are central to wider processes of marginalisation and domination may arise or be reinforced as effects of the state’s legal productions of illegality.  相似文献

Despite recent emphases on both environmental archaeology and practice theory in archaeology, the two are rarely combined. In this paper, we illustrate a genealogies of environmental practice approach that seeks to understand how human actions grounded in familiar repertoires make sense of environmental and political economic change. Employing archaeobotanical and zooarchaeological data, we first examine taxon-specific genealogies of practice and then compare them to one another as well as to broader climatic, political, and economic contexts of the last millennium in Banda, west central Ghana. In focusing on the interactivities between different kinds of data, we coax out the strategies used by Banda’s inhabitants to cope with fluctuating environmental and political conditions. We argue that during a several centuries long drought in the fifteenth to seventeenth centuries ad, Banda villagers took advantage of a diverse set of economic activities to cope with turbulence, but by the late nineteenth century, these opportunities had dwindled, diminishing the villagers’ practical options.  相似文献

ABSTRACT

This article analyses regional agency in the early phases of new path constitution. We argue that the early stages of new path constitution can be explained by both structural factors and the strong presence of agency. With a specific focus on agency, this article contributes to the literature by providing a study of the role of agency at different stages of path constitution. The study shows that two types of agency operate together. Public policy agency is carried out through a common thrust for policy tools that can enhance the room to manoeuvre together. In addition, strong entrepreneurial agency functions as a locomotive for other firms which are important trigger points, and pushes the process forward. These two forms of agency need to be interrelated to constitute new paths.  相似文献

When creating a new program, an authorizing committee must choose a budget structure, either using mandatory funding or creating an authorization for appropriations to enable the appropriation committees to use discretionary funding. One hypothesis we examine is based on the strategic interplay by congressional committees seeking to control their policy domains. Based on expected purposes of a nascent program, an authorization committee must calculate, whether, if a program is designed as requiring appropriations for spending, will the appropriators provide the funds? Or if instead, a program is funded through mandatory spending, will those funds be blocked by appropriators? For example, when a new program is likely to offer credit claiming opportunities to Congress, such as through legislative earmarks, the authorization committees are less likely design a program to rely on mandatory funding. An alternative hypothesis is that where there is greater expected difficulty in predicting likely program needs—e.g., predicting the annual spending needs for unemployment insurance—a mandatory structure would be expected. We find that the hypothesis associated with the committees' pursuit of autonomy is supported, whereas the rational design hypothesis associated with reduced transaction costs is not supported.  相似文献

Are some American states inherently more innovative than others? This question has confounded researchers for more than four decades. In this study we develop a measure of collective policy innovation that measures formal cooperative policy arrangements among the states, compare the measure to existing measures of internal state policy innovation, and assess whether existing innovativeness measures explain policy cooperation among the states. This test of the innovativeness concept addresses internal and external validity concerns that have long plagued this research tradition. Our multivariate analyses indicate that policy innovativeness is often a statistically and substantively important determinant of compact participation. These results suggest that (i) innovativeness is a meaningful and durable state attribute, (ii) several existing indices successfully capture the underlying latent concept, and (iii) innovativeness provides analytic utility in multiple empirical contexts.  相似文献
