Typical of the 1990s, the global cities phenomenon preceded the past decade’s massive spread of smart cities. Yet the question of how the two phenomena currently coincide remains to be considered, as well as an analysis based on viewing smart cities as global cities. An analysis related to the European scenario is developed in this article, aimed at giving a response to the previous considerations. An index is also proposed; concerning the global character of the cities, it considers the ability of the cities to attract Foreign Direct Investments (FDI). Results of the proposed analysis show that in Europe four main scenarios exist. Two regarding positive and negative correlations between the diffusion of global and smart cities, and another two scenarios demonstrate cases in which the two features are not correlated. The first two cases are respectively related to smart cities that are also global cities. The last two cases deal with the presence of different drivers that are not related to smart urban plans, which could, however, drive the attraction of FDI or which could also promote smart actions without the thrust of FDI. Scholars frequently use counts of populations aggregated into geographic units like census tracts to represent measures of neighborhood context. Decades of research confirm that variation in how individuals are aggregated into geographic units can dramatically alter analyses conducted with these units. While most researchers are aware of the problem, they have lacked the tools to determine its magnitude or its capacity to affect analytical results obtained using these contextual measures. Using confidential access to the complete 2010 U.S. Decennial Census, we can construct—for all persons in the U.S.—individual-specific contexts, which we group according to Census-assigned block, block group, and tract. We compare these individual-specific measures to the published statistics at each scale, and we then determine the degree to which published measures could be affected by how boundaries are drawn using a simple statistic, the standard deviation of individual context (SDIC). For three key measures (percent Black, percent Hispanic, and Entropy—a measure of ethno-racial diversity), we find that block-level Census statistics frequently contain a high degree of uncertainty meaning that they may not capture the actual context of individuals within them. More problematic, we uncover systematic spatial patterns in the uncertainty associated with contextual variables at all three scales.  相似文献

Where policy goals can be achieved through regulation of private firms, private provision of public services allows governments to separate public policies from their political costs by shifting those costs to the private sector. Over the past three decades, financial decoupling has emerged as a regulatory strategy for promoting conservation, especially in the energy sector. Decoupling refers to the separation of a firm’s revenues from the volume of its product consumed, which allows companies to pursue resource efficiency free from financial risk. Similarly, when private firms provide public services, they separate public policies from their political costs. This political decoupling allows governments to pursue controversial policies while avoiding their attendant political risks. Applied to environmental policy, this theory implies that potentially unpopular conservation policies are more likely to be adopted and succeed when implemented through private firms. As an initial test of the theory, we analyze California water utilities and their responses to that state’s drought from 2015–2017. Analysis shows that, compared with those served by local government utilities, private utilities adopted more aggressive conservation measures, were more likely to meet state conservation standards, and conserved more water.  相似文献

Accounts of how the church fits into broader narratives of socio‐economic change have been confused by two different issues: an unsystematic application of the terms ‘public’ and ‘private’ to various phenomena, and a separate tendency to elide the ‘public’ with the state. Visigothic thought on lay‐founded churches shows that the legal regime around ecclesiastical properties did not aim at simply enhancing episcopal power. Laypeople had important responsibilities and powers, especially in resisting bishops’ capacities for ‘private’ appropriation of donated property. There existed a sense of communal concern for church property, which was thought of as ‘public’ without reference to the state.  相似文献

Abstract

The subsistence lifeways of the Tr’ondëk Hwëch’in, a First Nation in northwestern Canada, were radically challenged by the arrival of settler colonialism during the Klondike Gold Rush (1896–98). This Yukon First Nation has subsequently faced down a powerful array of Western heritage activities and commemorations, both local and national, designed to absorb them into modernity. Through a conscious and continuous programme of heritage-making, the citizens of the First Nation have re-asserted their territorial sovereignty and maintained and adapted their cultural identity to changing circumstances. Their heritage-making strategies are illustrated through a review of their call for a treaty, the creation of new instruments for carrying and expressing their cultural identity and their more recent programme of support for the survivors of the Canadian Government’s Indian Residential Schools.  相似文献

Well-preserved bomb craters in the forests of central Normandy, NW France, constitute archaeological legacies of combat inland from the D-Day beachheads that greatly extend the inventory of Second World War conflict landscapes in northwest Europe. Field survey and analysis of German and Allied documents demonstrates that bombscapes in the Forêt domaniale des Andaines and Forêt domaniale d'Ecouves reflect US Ninth Army Air Force attacks on a German fuel depot and radar installation, respectively, during June-August, 1944. One hundred and thirty-six craters are mapped, described and linked to specific air raids, bomb types and, for one raid on the 13th June, six specific participating aircraft and aircrews. These landscapes echo the impact of widespread tactical bombing against targets close to civilian population centers, and in some cases employing civilian and PoW labor. They are therefore well-placed to contribute to wider heritage narratives around the non-combatant experience of aerial warfare in WWII.  相似文献
