Canadian economic geography at the millennium   总被引:1,自引:0,他引:1  
Over the last quarter of a century the Canadian economy experienced a series of profound changes which have affected every level of society. They include new forms of flexible production, fundamental changes in regulation at all spatial scales, structural shifts away from manufacturing towards service sector activities, the rise of information technology (IT) and computerization at the workplace, the feminization of the labour market, and, what has become the leitmotif of the age, globalization. Such changes are intimately connected with geography. By that we mean not merely that they take on a geographical form, but that geography is pan of their very constitution. In this sense Canadian economic geographers are exactly in the right time and the right place to make use of their skills. Indeed, over the last five years there has been an explosion of literature by Canadian economic geographers on precisely these kinds of changes that are simultaneously both economic and geographical. In reviewing that literature the paper begins by situating Canada within its wider global setting, which we then follow by surveying the diverse writing around the three broad sectors that make‐up the Canadian economy: the resource sector, the manufacturing sector, and the service sector. We conclude by highlighting two particular research themes within Canadian economic geography that have become especially germane over the late 1990s. The first is on new labour markets and forms of work both of which have been transformed during the last decade; and the second is on new forms of industrial innovation, which are clearly pivotal to the future well‐being of the country for the next millennium. Au cours des vingt‐cinq dernières années, l'économie canadienne a connu une série, de changements profonds qui ont affecté toutes les couches de la société. Ces changements comprennent les nouvelles formes de production flexible, les changements fondamentaux dans la réglementation à toutes les échelles spatiales, la mutation structurelle du secteur industriel au secteur tertiaire, la montée de la technologie de l'information (Tl) et l'informatisation sur le lieu de travail, la présence plus importante des femmes sur le marché du travail, et, ce qui est devenu le leitmotiv de notre époque, la mondialisation. De tels changements sont intimement liés à la geographie. Par la, nous ne disons pas simplement qu'ils prennent une forme géographique, mais que la géographie fait partie intégrante de leur constitution. Dans ce sens, les géographes‐économistes canadiens arrivent, si l'on peut dire, au bon endroit au bon moment pour mettre leurs connaissances à profit. En effet, on assiste depuis les cinq dernières années à une recrudescence impressionnante des travaux de géographes‐économistes canadiens portant, précisément, sur ces types de changements qui sont à la fois économiques et géographiques. En faisant le compte‐rendu de cette littérature scientifique, cet article situe d'abord le Canada dans son contexte mondial plus large, passe ensuite en revue ce qui a étéécrit au sujet des trois grands secteurs qui forment l'économie canadienne: les secteurs primaire, secondaire et tertiaire. Nous concluons en mettant en relief deux thèmes de recherches de la géographie économique canadienne qui sont devenus particulièrement pertinents depuis la fin des années 1990. Le premier traite des nouveaux marchés du travail et des nouvelles formes de travail, qui ont tous deux subi des transformations au cours de la dernière décennie. Walter Runciman's role in the crisis of 1931 and its aftermathis not as well known as those of his Liberal contemporaries,Samuel and Simon. It was, however, at least as important indetermining the outcome. Runciman was not a member of the firstNational Cabinet of August 1931, but he reluctantly acceptedthe Board of Trade, on flattering terms, in November. Highlyregarded by MacDonald, he developed an effective working andpersonal relationship with Neville Chamberlain, and togetherthey shaped the government's tariff policy. This paper presents the first detailed analysis of the lithic industry from El Sidrón Cave. Previously we have published other works concerning Anthropology and Palaeogenetics. The lithic assemblage contains 415 artefacts coming from both unofficial and official excavations and is largely flake‐based. The raw material derives from the immediate cave environment, and is mostly chert, with quartzite in a lesser proportion. To date, 67 artefacts have been refitted, including some tools and cores. The spatial distribution of the refitted lithic artefacts confirms, on the one hand, the unity of the assemblage and, on the other, its secondary context.  相似文献

Historians and journalists such as Richard Hofstadter and Susan Jacoby have decried the reality 'of anti-intellectualism' in American society, culture, and politics. Yet intellectuals have played a vital role in shaping US diplomacy—from Alfred Thayer Mahan to Paul Wolfowitz. This article explores the varied reasons why the US government has proved so amenable to input from academia, think-tanks and freelance intellectuals. It first discusses the varying ways in which 'the intellectual' has been defined, and proposes criteria that allow us to identify the foreign policy intellectual. Second, the article examines the historical circumstances that have allowed intellectuals—broadly conceived—to influence US diplomacy from 1890 to the present; focusing on the proliferation of US colleges through the nineteenth century, pioneering attempts to utilize the academy such as Robert La Follette's 'Wisconsin Idea', the professionalization of US higher education inspired by the achievements of Germany's research universities and the strong links forged between academia, think-tanks and government through the progressive era, two world wars, and into the Cold War and beyond. Third, the article compares the US experience of welcoming intellectuals into policy-making with that of the United Kingdom and France, the two democracies that have displayed a global ambition comparable to the United States in recent history. The article concludes with a discussion of the intellectual types—historian or IR scholar, generalist or specialist, fox or hedgehog—that are best suited to dispensing foreign policy advice. It warns that those intellectuals with theories to prove often lack the cognitive flexibility required when making diplomacy.  相似文献

Myanmar has been one of a number of countries that the new American Executive branch selected for policy reconsideration. The Obama administration's review of relations with Myanmar, characterized as a ‘boutique issue’ during the presidential campaign, has received considerable attention in 2009, and in part was prompted by quiet signals sent by both sides that improved relations were desirable. Begun as an intense policy review by various agencies, it has been supplemented by the first visits in 15 years to the country by senior US officials. The policy conclusion, that sanctions must remain in place but will be supplemented by dialogue, is a politically realistic compromise given the strong congressional and public antipathy to the military regime and the admiration for Aung San Suu Kyi, whose purported views have shaped US policies. US claims of the importance of Myanmar as a security and foreign policy concern have also been a product of internal US considerations as well as regional realities. US—Burmese relations since independence have been strongly influenced by the Cold War and China, whose strategic interests in Myanmar have been ignored in the public dialogue on policy until recently, with US policy focused on political and human rights concerns. Attention is now concentrated on parliamentary and local elections to be held in 2010, after which the new constitution will come into effect and provide the military with a taut reign on critical national policies while allowing opposition voices. Future relations will be strongly influenced by the transparency and freedom both of the campaigning and vote counting, and the role—if any—of the opposition National League for Democracy. Strong scepticism exists in the US on prospects unless the Burmese institute extensive reforms. The Burmese military, presently controlling all avenues of social mobility, will have a major role in society for decades. The article initially evaluates US policies towards Myanmar prior to 1988, when a military coup marked a negative shift in US—Myanmar relations, from cooperation to a US sanctions regime. It looks at the influence China's involvement in Myanmar and the role Aung San Suu Kyi have had on the formulation of US policy towards the country and assesses the prospects for the US‐Myanmar relationship under the Obama administration.  相似文献
