A sample of 82 anterior teeth from Krapina (Croatia) was studied using a light binocular microscope and a scanning electron microscope to document the presence of non-dietary dental scratches. The patterns of distribution, location and orientation of these marks suggest two different aetiologies: scratches on the labial-occlusal enamel border appear to be related to the action of clenching abrasive materials between teeth, while the scratches primarily in the centre of the labial face correspond to cutmarks as described by other researchers. These scratches may have been produced when flake tools involved in processing materials held between the anterior teeth came into contact with the labial enamel face. Alternatively, they may simply reflect some consistent operation which pulled hard objects across the labial surfaces of the anterior teeth. In either case, the marks on the central face of the labial surface provide evidence for manual dexterity in the Neanderthals. Of the seven Krapina individuals which show a predominant pattern, one shows a pattern of left oblique marks, while six provide evidence of right-handedness. Coupled with other Neanderthal or Upper Pleistocene individuals with these patterns, right-handedness is the dominant pattern in 90 per cent of the documented cases. One complicating factor in the analysis of these scratches in the Krapina hominids is that marks of a similar morphology are found in several anterior teeth of Ursus spelaeus from the site. While resembling the marks on the hominid incisors, the scratches on the bears lack a dominant orientation on the labial face and appear to be more variable in their widths. Despite the occurrence of some similarities in the enamel scratches between ursids and hominids at Krapina, the study of anterior dental marks provides information about manipulative activities which are unique to ancient humans. © 1997 by John Wiley & Sons, Ltd. The early nineteenth century was transformative of the Supreme Court's practices. Yet understanding those fundamental changes requires some appreciation of practice before the Court in the late eighteenth century, and the developments in the early nineteenth century produced changes in the Court's practices that are still felt today. Over the past generation, roughly the period since 1980, there has been a discernible professionalization among the advocates before the Supreme Court, to the extent that one can speak of the emergence of a real Supreme Court bar. Before defending that proposition, it is probably worth considering whether advocacy makes a difference—whether oral argument matters. My view after one year on the opposite side of the bench is the same as that expressed by no less a figure than Justice John Marshall Harlan—the second one—forty-nine years ago, after he completed his year on the Court of Appeals for the Second Circuit. 1 Justice Harlan lamented what he saw as a growing tendency among the bar "to regard the oral argument as little more than a traditionally tolerated part of the appellate process," a chore "of little importance in the decision of appeals." 2 This view, he said, was "greatly mistaken." 3 As Justice Harlan told the bar, "[Y]our oral argument on appeal is perhaps the most effective weapon you have got." 4  相似文献

The European Union has become an increasingly central player in international environmental politics. Its role, especially as a protagonist to the United States, has been highlighted by the way in which it successfully led the campaign for ratification of the Kyoto Protocol. The 2005 UK presidency has made climate change one of its twin priorities along with African development, and it is with this in mind that the article discusses the way in which the Union can be considered an international environmental actor in its own right and the various contributions that it makes to global environmental governance. While the EU is well known as a trade actor the complexities of its role as an environmental actor, operating under shared competence between the member states and the Community, are less well understood. Despite the inherent difficulties it has been surprisingly effective, although in areas such as climate change there is a need for strong presidential leadership.
The EU's most evident field of activity has concerned the many multilateral environmental agreements in which it has come to play a leading role. However, this does not exhaust its contribution to global environmental governance that extends to the dissemination of norms and the incorporation of partners in its accession and neighbourhood policies. Sustainable development is also a key area of internal and external Union endeavour at the WTO and elsewhere, although there are continuing contradictions arising from its agricultural and fisheries policies. Finally, the Union's credibility will rest upon its ability to implement its environmental commitments and this is nowhere more evident than in its new emissions trading system. This is the centrepiece of the EU's commitment to the Kyoto Protocol and it is the need to co-ordinate the Union's diplomacy in the extension of the climate change regime, to include the United States and the developing countries, that the UK presidency must address.  相似文献

One of the paradoxical effects of the 7 July bombings in London was to expose the ambivalence in the British government's attempt to wage war on terror by forcefully prosecuting war against those who resort to jihad abroad, actively participating in coalitions of the willing whether in Afghanistan or Iraq, while affording some of Islamism's key ideologists and strategists a high degree of latitude in the United Kingdom itself. This indicates a number of contradictions in official policy that simultaneously recognizes the globalized threat from violent Islamic militancy while, under the rubric of multiculturalism, tolerating those very strains of Islamist radicalism, some of which draw upon the interdependent and transnational character of conflict, to render the UK vulnerable to those very same violent forces. Consequently, the British authorities displayed a studied indifference towards this developing transnational phenomenon both during the 1990s and in some respects even after the London bombings. To explore the curious character of the government's response to the Islamist threat requires the examination of the emergence of this radical ideological understanding and what it entails as a reaction to modernization and secularism in both thought and practice. The analysis explores how government policies often facilitated the non-negotiable identity politics of those promoting a pure, authentic and regenerated Islamic order both in the UK and abroad. This reflected a profound misunderstanding of the growing source and appeal of radical Islam that can be interpreted as a consequence of the slow-motion collision between modernity in its recent globalized form and an Islamic social character, which renders standard western modernization theory, and indeed, the notion of a 'social science' itself, deeply questionable.  相似文献

This paper documents the changing geography of the Canadian manufacturing sector over a 22‐year period (1976–1997). It does so by looking at the shifts in employment and differences in production worker wages across different levels of the rural/urban hierarchy—central cities, adjacent suburbs, medium and small cities and rural areas. The analysis demonstrates that the most dramatic shifts in manufacturing employment were from the central cities of large metropolitan regions to their suburbs. Paralleling trends in the United States, rural regions of Canada have increased their share of manufacturing employment. Rising rural employment shares were due to declining employment shares of small cities and, to a lesser degree, large urban regions. Increasing rural employment was particularly prominent in Quebec, where employment shifted away from the Montreal region. The changing fortunes of rural and urban areas were not the result of across‐the‐board shifts in manufacturing employment, but were the net outcome of differing locational patterns across industries. In contrast to the situation in the United States, wages in Canada do not consistently decline, moving down the rural/urban hierarchy from the largest cities to the most rural parts of the country. Only after controlling for the types of manufacturing industries found in rural and urban regions is it apparent that wages decline with the size of place .  相似文献

Alfred Marshall believed that, while the benefits of clusters resulted from cooperation between firms, competition was an important driving force. In contrast, contemporary theories of clusters place most emphasis on collective action. This article seeks to distinguish processes of competition and cooperation within clusters, through a critical reading of different theoretical approaches. This distinction has important implications for the scale and nature of public policy. An emphasis on competitive processes implies a more macro-economic role for public agencies in seeking to raise investment in innovation while the fostering of cooperation implies measures to support decentralized public-private research collaborations.  相似文献

Much has been made of completing the Single European Market in Europe. Despite movements towards more advanced levels of integration such as currency union, there remains several grey areas in specific industries that are not allowing for open access to the market. These areas include government activities such as electricity and gas along with other industries such as telecommunications. This article sets out to examine whether there is likely to be a free market in these sectors and assesses the progress being made since the introduction of a number of procurement directives post-1998. This will therefore have an influence on land use planning. The article draws on the literature of regulation and industrial organization as well as European integration in order to demonstrate the complexities of these industries and the problems of full compliance with the single market.  相似文献
