The paper describes livestock herding in Shimshal, an indigenous mountain community in Pakistan, with particular attention to the considerations that inform herding decisions. Ethnographic fieldwork in Shimshal reveals two main categories of consideration: instrumental and symbolic. Habermas' theory of communicative action provides a basis for reformulating these categories into a set of conceptually integrated ideal types of resources and for arguing that instrumental and symbolic resources provide motivations toward consumption and conservation, respectively. Two examples of outside interventions to Shimshal's pastoral ecology reveal the limitations of conceptualizing indigenous resource use in purely instrumental terms. The paper concludes with a call to conceptualize indigenous community sustainability in instrumental and symbolic terms.
Cet article traite des troupeaux de bétail à Shimshal, une communauté indigène montagnarde au Pakistan en insistant sur des considérations qui influencent les décisions au sujet des troupeaux. This article examines EU‐Turkey relations and considers the potential impact of the EU pronouncement at the December 2004 summit and the subsequent (reluctant)decision to begin negotiations in October 2005 on Turkey's efforts to become a member of the Union. It briefly summarizes the debate over Turkish accession and outlines the main arguments and positions of EU members and institutions. It then highlights the inadequacies of the alternatives to full membership that have been offered to Turkey in the past and expresses the concern that the EU's adoption of ‘flexible integration’ may lead to Turkey being, at best, offered a ‘lower tier’ form of EU membership in the future. It continues by arguing that concerns about Turkey's suitability for EU membership because it is Islamic and its lack of ‘Europeanness’ are ill‐founded and/or irrelevant and that the best way to facilitate Turkey's continued contribution to European (and world)security and its western orientation, is to allow it to join the EU as a full member. As elsewhere in affluent, western nations, the direction, complexity and pace of rural change in Australia can be conceptualised as a multifunctional transition in which a variable mix of consumption and protection values has emerged, contesting the former dominance of production values, and leading to greater complexity and heterogeneity in rural occupance at all scales. This transition has been explored in accessible, high-amenity landscapes driven by enhanced consumption values. Less attention has been directed to remote, marginal lands where a flimsy mode of productivist occupance can, in part, be displaced by alternative modes with the transitions being facilitated by low transfer costs. Such is the case in Australia's northern tropical savannas where an extensive mode of pastoral occupance is selectively displaced by alternative consumption, protection and Indigenous values. This transition towards multifunctional occupance is most readily documented by mapping changes in land tenure and ownership over the last three decades. Tenure changes have been accompanied by new regimes of property rights and land ownership, including: native titles derived from common law; non-transferable, common-property Aboriginal freehold tenures; transfers of pastoral leases to Indigenous and conservation interests; expansion of conservation lands under public tenures; and revisions of the rights and duties of pastoral lessees. Twenty‐first‐century political crises stretching from Europe to the Middle East and the Asia–Pacific have undermined the worldview that governed post‐Cold War western thinking about a liberal end of history. This worldview assumed that shared norms and transnational institutions would transform the state based‐order. In this context, the use of force is considered appropriate only for humanitarian ends meeting a set of predetermined axioms laid down in chapter 7 of the UN Charter. Yet for any strategy to be effective—in an international order subject to change—a clear political aim is required, which might deviate from the general rule. Preoccupied with universal postulates, legal normativism has lost sight of the particular. The argument put forth in this article is that the failure of contemporary western foreign policy in the twenty‐first century to address this limitation or to prioritize political ends has led to strategic confusion from Afghanistan to Syria and Ukraine. In this context, it might be useful to reappraise the utility of abstract rationalist approaches to global governance and return instead to an earlier understanding of statecraft that avoided premature generalizations and treated norms as maxims of prudence rather than axioms requiring universal application. 相似文献
