An overview is presented of recent work on the environmental changes impacting on Australia and the policy responses of the State and Commonwealth governments, especially over the last ten years. This period has seen a remarkably stable phase of conservative government administration in Canberra and consistent resistance to a strong environmental policy agenda, both domestically and internationally. Attention is focused particularly on rural and regional Australia, rather than on urban areas. The paper discusses the role of environmental issues in recent elections and also details the results of relevant opinion polls charting changes in environmental attitudes. The problems posed by the federal system of administration are outlined as are recent analyses and counter‐analyses of the state of the Australian environment. A more fundamental problem with liberal democracy and environmental values is also addressed. 相似文献

ABSTRACT. The British empire set off an explosion of poetry, in English and native languages, particularly in India, Africa and the Middle East. This poetry – largely neglected in the scholarship on nationalism – was often revolutionary both aesthetically and politically, expressing a spirit of cultural independence. Attacks on England and the empire are common not just in native colonial poetry but also in poetry of the British isles. This article discusses some of the most influential poets, including: Shawqi of Egypt, Tagore of India, Rusafi of Iraq, Yeats of Ireland, Iqbal of Pakistan, Greenberg of pre‐State Israel, and Kipling, the ‘poet of empire’. In contrast with other empires, many poets were inspired by British culture to create revolutionary art and seek political independence. Most strikingly, British rule was instrumental in the revival of vernacular Hebrew poetry after 1917 as the centre of Hebrew literature shifted from Odessa to Tel Aviv. 相似文献

Historians and journalists such as Richard Hofstadter and Susan Jacoby have decried the reality 'of anti-intellectualism' in American society, culture, and politics. Yet intellectuals have played a vital role in shaping US diplomacy—from Alfred Thayer Mahan to Paul Wolfowitz. This article explores the varied reasons why the US government has proved so amenable to input from academia, think-tanks and freelance intellectuals. It first discusses the varying ways in which 'the intellectual' has been defined, and proposes criteria that allow us to identify the foreign policy intellectual. Second, the article examines the historical circumstances that have allowed intellectuals—broadly conceived—to influence US diplomacy from 1890 to the present; focusing on the proliferation of US colleges through the nineteenth century, pioneering attempts to utilize the academy such as Robert La Follette's 'Wisconsin Idea', the professionalization of US higher education inspired by the achievements of Germany's research universities and the strong links forged between academia, think-tanks and government through the progressive era, two world wars, and into the Cold War and beyond. Third, the article compares the US experience of welcoming intellectuals into policy-making with that of the United Kingdom and France, the two democracies that have displayed a global ambition comparable to the United States in recent history. The article concludes with a discussion of the intellectual types—historian or IR scholar, generalist or specialist, fox or hedgehog—that are best suited to dispensing foreign policy advice. Myanmar has been one of a number of countries that the new American Executive branch selected for policy reconsideration. The Obama administration's review of relations with Myanmar, characterized as a ‘boutique issue’ during the presidential campaign, has received considerable attention in 2009, and in part was prompted by quiet signals sent by both sides that improved relations were desirable. Begun as an intense policy review by various agencies, it has been supplemented by the first visits in 15 years to the country by senior US officials. The policy conclusion, that sanctions must remain in place but will be supplemented by dialogue, is a politically realistic compromise given the strong congressional and public antipathy to the military regime and the admiration for Aung San Suu Kyi, whose purported views have shaped US policies. US claims of the importance of Myanmar as a security and foreign policy concern have also been a product of internal US considerations as well as regional realities. US—Burmese relations since independence have been strongly influenced by the Cold War and China, whose strategic interests in Myanmar have been ignored in the public dialogue on policy until recently, with US policy focused on political and human rights concerns. Attention is now concentrated on parliamentary and local elections to be held in 2010, after which the new constitution will come into effect and provide the military with a taut reign on critical national policies while allowing opposition voices. Future relations will be strongly influenced by the transparency and freedom both of the campaigning and vote counting, and the role—if any—of the opposition National League for Democracy. Strong scepticism exists in the US on prospects unless the Burmese institute extensive reforms. The Burmese military, presently controlling all avenues of social mobility, will have a major role in society for decades. The article initially evaluates US policies towards Myanmar prior to 1988, when a military coup marked a negative shift in US—Myanmar relations, from cooperation to a US sanctions regime. It looks at the influence China's involvement in Myanmar and the role Aung San Suu Kyi have had on the formulation of US policy towards the country and assesses the prospects for the US‐Myanmar relationship under the Obama administration. 相似文献

In November 2007, the heads of the ten member governments of the Association of South‐East Asian Nations (ASEAN) signed a charter that will, once ratified, give the association a legal personality. The charter, significantly, requires more of its members than a reassertion of the traditional ASEAN norm of non‐interference and the practice of consensus. The charter lists a number of novel goals among the organization's purposes: ‘to strengthen democracy, enhance good governance and the rule of law, and to promote and protect human rights and fundamental freedoms.’ In view of the wide economic and political disparities between the member states of ASEAN, this article examines whether strengthening democracy would in fact facilitate ASEAN's goal of becoming an integrated political, economic and security community. Rather than enhancing an integrated community, democratization would arguably create a faultline between the more politically mature and economically developed states and a northern tier of less developed, authoritarian single‐party dominant regimes in South‐East Asia. Moreover, given China's emerging political and economic importance to the region, such a strategy would, as if by an invisible hand, draw the more authoritarian ASEAN states into China's less than democratic embrace. This article concludes that rather than strengthening democracy, ASEAN's charter needs urgently to reinforce practices of rule governance and mechanisms of market integration to enhance both ASEAN's economic profile as well as the region's autonomy. 相似文献

The downturn in relations between the UK and the US under the premiership of Gordon Brown presents an interesting opportunity to analyse the nature of the relationship between the two states. Brown's policy of creating distance between his approach and that of his predecessor, Tony Blair, and between himself and President Bush, offers a case‐study in whether it is possible to be cool towards an incumbent leader while remaining close to the state he leads. In other words: is it feasible to be anti‐Bush and pro‐American? It also provides an opportunity to analyse the role of political timing in inter‐state relations. By appearing driven by reaction to the events of 2003 despite taking office in 2007, Brown put himself out of step with the prevailing mood of the time. By also acting as if the Bush administration was a lame duck counting out its time to retirement in 2009, Brown allowed himself to be outmanoeuvred in his bid for America's attention by the conciliatorily pro‐American new leaders of France and Germany. By acting as if the Bush administration is a political interregnum, the Brown government has invited the United States to treat his own administration the same way. The result is a dual interregnum in UK–US relations, with each incumbent leader awaiting the political demise of the other before better relations can be resumed. 相似文献

In this paper I look at narrative as a mode of explanation and at various ways in which the explanatory value of narrative has been criticized. I begin with the roots of narrative explanation in everyday action, experience, and discourse, illustrating it with the help of a simple example. I try to show how narrative explanation is transformed and complicated by circumstances that take us beyond the everyday into such realms as jurisprudence, journalism, and history. I give an account of why narrative explanation normally satisfies us, and how or in what sense it actually explains. Then I consider how narrative is challenged and rejected as a mode of explanation in many scientific and other contexts and why attempts are made to replace it with something else. I try to evaluate the nature and sources of these challenges, and I describe this controversy over narrative against the historical background of its emergence. My paper ends with a pragmatic defense of narrative explanation against these challenges. 相似文献
