Mining amid armed conflict: nonferrous metals mining in the Philippines   总被引:1,自引:0,他引:1  
In recent years the government of the Philippines has attempted to accelerate the growth of the nation's economy by encouraging the extraction of its mineral resources by multinational corporations. The Philippines is also a nation beset by armed violence carried out by anti-state groups. This article discusses how the presence, and activities, of these groups generate problems for a mining-based development paradigm. The article examines: the literature on the topic of natural resource abundance and conflict, how there have been attacks upon mines by armed groups, how mining companies have served as a target of extortion, how grievances related to mining can act as a source of conflict, how mining could disrupt the peace process with the Moro Islamic Liberation Front and how mines are accompanied by a militarization of the area in their vicinity. Ultimately, violence is a manifestation of poverty and social exclusion inherent in Philippine society. Mining may not diminish, and indeed may increase, this poverty and social exclusion. Unless poverty and social exclusion is alleviated the violence will continue and alternative efforts to develop the Philippine economy will be precluded.  相似文献

This article discusses the case of the Allied Democratic Forces (ADF) rebel group in the Democratic Republic of Congo (DRC). It shows how a variety of actors that have opposed the ADF group have framed the rebels to achieve a range of political and economic objectives, or in response to organizational and individual limitations. The DRC and Ugandan governments have each framed ADF in pursuit of regional, international and national goals separate from their stated desires to eliminate the armed group. The UN stabilization mission in Congo's (MONUSCO) understanding of the ADF was influenced by organizational limitations and the shortcomings of individual analysts, producing flawed assessments and ineffective policy decisions. Indeed, the many ‘faces’ of ADF tell us more about the ADF's adversaries than they do about the rebels themselves. The article shows how the policies towards the ADF may not be directly related to defeating a rebel threat, but rather enable the framers (e.g. DRC and Ugandan governments) to pursue various political and economic objectives, or lead the framers to pursue misguided operational plans (e.g. MONUSCO). In doing so, the article highlights more broadly the importance of the production of knowledge on conflicts and rebel groups: the way in which a rebel group is instrumentalized, or in which organizational structure impact on the understanding of the rebel group, are crucial not only in understanding the context, but also in understanding the interventions on the ground.  相似文献

THE GREAT HALL complex represents one of the most distinctive and evocative expressions of the Anglo-Saxon settlement record, and is widely cited as a metaphor for the emergence of kingship in early medieval England. Yet interpretation of these sites remains underdeveloped and heavily weighted towards the excavated findings from the well-known site of Yeavering in Northumberland. Inspired by the results of recent excavations at Lyminge, Kent, this paper undertakes a detailed comparative interrogation of three great hall complexes in Kent, and exploits this new regional perspective to advance our understanding of the agency and embodied meanings of these settlements as ‘theatres of power’. Explored through the thematic prisms of place, social memory and monumental hybridity, this examination leads to a new appreciation of the involvement of great hall sites in the genealogical strategies of 7th-century royal dynasties and a fresh perspective on how this remarkable, yet short-lived, monumental idiom was adapted to harness the symbolic capital of Romanitas.  相似文献

The U.S. Supreme Court case Gibbons v. Ogden (1824) 1 represents one of the most significant yet least understood cases in the history of American jurisprudence. Most accounts depict the case as a constitutional showdown between former New Jersey Governor Aaron Ogden and his estranged business partner, a Georgian businessman and planter named Thomas Gibbons. Ogden charged Gibbons with operating a steamboat on the Hudson River in violation of the Fulton–Livingston Steamboat monopoly that controlled steam travel in the state of New York. In March 1824, Chief Justice John Marshall ruled for the Supreme Court that Gibbons' federal coasting license trumped a state grant issued to Ogden by the Fulton–Livingston syndicate. 2  相似文献

Guatemala, a nation plagued by the legacy of its brutal 36-year civil war, has, in recent years liberalized its mining law to encourage the entry of multinational mining corporations. These mining companies have included two Canadian companies, which have developed the two most prominent, and controversial, mining projects in Guatemala. Using the lens of political ecology to demonstrate how environmental analysis and policy can be reframed towards addressing the problems of the socially vulnerable, this article analyses the opposition of the Roman Catholic Church to mining in Guatemala. The article reviews the development of liberation theology in Latin America and how this has imparted empathy for the poor into the pastoral praxis of the church. The church is opposed to mining largely because of the potential implications of mining's environmental effects upon the livelihoods of the poor. The article postulates that the opposition of the church to mining is an example of an environmental issue connecting groups of people across class and ethnic lines to offset powerful global political and economic forces. The article concludes with a discussion of how this opposition to mining is a demonstration of the opposition of the progressive church to neoliberalism in general.  相似文献

The Longitudinal Survey of Immigrants to Canada (LSIC) is used to investigate the participation of immigrants in Canada's housing market during the first four years of the settlement process, beginning in 2000–2001. The analysis focuses on the changing rate of homeownership, crowding and affordability. Special attention is given to differences between landing classes and population groups (especially visible minority groups). In general, the housing situation of LSIC survey respondents improved remarkably over the years covered by the survey. This is registered in a much higher rate of homeownership in the third wave of the survey (at four years after landing) compared with the first (six months after landing). Similarly, the ratio of survey respondents spending more than 30 percent of their total family income on housing dropped dramatically, as did the percentage living in crowded conditions. In other words, at least according to the measures explored here, LSIC suggests that the proportion of immigrants in precarious housing situations drops significantly in the early settlement period. This positive outcome is not universally shared, however, and certain groups—notably refugees, and immigrants of black and MiddleEastern background—see much less improvement in their circumstances than the average survey respondent.  相似文献

Hydrothermal polymetallic veins of the Gemeric unit of the Western Carpathians are oriented coherently with the foliation of their low‐grade Variscan basement host. Early siderite precipitated from homogeneous NaCl‐KCl‐CaCl2‐H2O brines with minor CO2, while immiscible gas–brine mixtures are indicative of the superimposed barite, quartz–tourmaline and quartz–sulphide stages. The high‐salinity aqueous fluid (18–35 wt%) found in all mineralization stages corresponds to formation water modified by interaction with crystalline basement rocks at temperatures between 140 and 300°C. High brominity (around 1000 ppm in average) resulted from evaporation and anhydrite precipitation in a Permo‐Triassic marine basin, and from secondary enrichment by dissolution of organic matter in the marine sediments at diagenetic temperatures. Sulphate depletion reflects thermogenic reduction during infiltration of the formation waters into the Variscan crystalline basement. Crystallization temperatures of the siderite fill (140–300°C) and oxygen isotope ratios of the parental fluids (4–10‰) increase towards the centre of the Gemeric cleavage fan, probably as a consequence of decreasing water/rock ratios in rock‐buffered hydrothermal systems operating during the initial stages of vein evolution. In contrast, buoyant gas–water mixtures, variable salinities and strongly fluctuating P–T parameters in the successive mineralization stages reflect transition from a closed to an open hydrothermal system and mixing of fluids from various sources. Depths of burial were 6–14 km (1.7–4.4 kbar, in a predominantly lithostatic fluid regime) during the siderite and barite sub‐stages of the north‐Gemeric veins, and up to 16 km (1.6–4.5 kbar, in a hydrostatic to lithostatic fluid regime) in the quartz–tourmaline stage of the south‐Gemeric veins. The fluid pressure decreased down to approximately 0.6 kbar during crystallization of sulphides. U‐Pb‐Th, 40Ar/39Ar and K/Ar geochronology applied to hydrothermal muscovite–phengite and monazite, as well as cleavage phyllosilicates in the adjacent basement rocks and deformed Permian conglomerates corroborated the opening of hydrothermal veins during Lower Cretaceous thrusting and their rejuvenation during Late Cretaceous sinistral transpressive shearing and extension.  相似文献
