The notion that the United States threatened to invade the Canadian colonies after the Civil War persists to this day. Alleged British and Canadian support for the Confederate States angered Washington so much that Canadians feared military action. This menace started the Confederation movement that created the Dominion in 1867. This article argues otherwise by pointing to the careful diplomacy during the war—and rapid changes afterwards—each worked against the threat of a war. Tensions rose and fell with events such as the Trent Affair of 1861 and the St. Albans Raid of 1864, but each country otherwise sought to avoid trouble. Neither side deployed troops to the border during the war. After Appomattox, Union soldiers headed north but only to return home. Demobilization, combined with military deployments to the former Confederacy and the West, and resolute diplomacy afterwards, further prevented conflict. Not even the Fenian raids of 1866 and 1870 could disturb the peace.  相似文献

On May 31, 2010, Australia instituted proceedings before the International Court of Justice in the case of Whaling in the Antarctic (Australia v. Japan). Although Australian politicians had for some time threatened such a course of action, the decision to proceed with international litigation took many observers by surprise, most basically because Japan appeared to be in a strong legal position and the risks associated with the case appeared greater than Australia's prospects for success. This article examines the background to the whaling dispute and suggests two ways in which litigation in the World Court may contribute to resolution of the dispute no matter the legal outcome of the case.  相似文献

This essay was written for a symposium on Dutch conceptual history in a comparative European perspective. The concept in question here is liberty, and the context first English and then (following the creation of the United Kingdom in 1707) British. What follows primarily addresses two themes, both challenging. First, what role did the concept of liberty play over an exceptionally long and turbulent period of English history punctuated by two revolutions? In formulating his understanding of Islamic history, thought and politics, the Turkish Muslim thinker Ahmet Davuto?lu approves and adopts the German philosopher Edmund Husserl's formulation of phenomenology — or, philosophy of consciousness. Both Husserl and Davuto?lu perceive a crisis in humanity and identify its causes in scientism and logical positivism, against which they develop their respective phenomenological alternatives. This article places in parallel Husserl's stylised history of Western thought and Weltanschauung method with that of Davuto?lu's Muslim worldview, in order to illuminate the latter's putatively comprehensive interpretation of Islam, diagnosis of the ills of secularism, modernisation, and crisis of values he finds in Muslim societies; and his prescribed treatment for those ills: the privileging of ontology over epistemology, and the full unfolding of core theological concepts of revelation, monotheism, and prophecy. Davuto?lu seeks to reconcile tensions and disputes within Islamic intellectual traditions concerning the nature of God and God's attributes, and the tension between mysticism and rationalism, and the historical and the atemporal. In summary, Davuto?lu's intervention in Islamic traditions is interesting in the effort it makes to appropriate elements of both Husserl and GWF Hegel for the purpose of reconciling a phenomenological reading of Islam with established Islamic authorities and commitments.  相似文献

This article seeks a queering of research and policy in relation to natural disasters, their human impacts, management and response. The human impacts of natural disasters vary across different social groups. We contend that one group largely absent from scholarly and policy agendas is sexual and gender minorities, or lesbian, gay, bisexual, transgender/transsexual and intersex (LGBTI) populations. To demonstrate that these minorities have particular experiences that need to be addressed, we critically review five case studies that comprise the limited scholarly and policy research on LGBTI populations in disasters to date. Building on this, we offer some specific ways forward for queer disaster research that accounts for the vulnerabilities, needs and resilient capacities of LGBTI populations. In doing so, we recognise and urge researchers, policy-makers and aid agencies to acknowledge that LGBTI populations are not homogeneous and have different needs wrought by intersections of socio-economic resources, gender, race/ethnicity, age and regional or national location.  相似文献

Phosphate analysis and trace metals analysis were used to determine activities that took place on plaster floors in domestic contexts at the ancient Maya site of Chunchucmil, Yucatan. Research on activities and the use of space contributes to an understanding of social relations within household groups as well as unforeseen patterns that structure refuse discard. The floors analyzed in this paper pertain to three structures in two neighboring houselots dating to the Early Classic (300–600 A.D.) period. Data from the chemical analyses were utilized in conjunction with associated architectural features and artifacts found on the floors. These three lines of information were interpreted with the help of models developed from ethnographic and ethnoarchaeological research. The results demonstrated functional differentiation of rooms within elaborate residences and suggested that front rooms were used to host visitors. The results also suggested that different types of debris were managed differently. Finally, chemical analyses suggest that non-elite Maya occasionally enacted rituals often restricted to elites.  相似文献

The 1990s witnessed growing attention to the adoption of choice-based school reforms, particularly charter schooling and school vouchers. Although researchers have approached the school choice debate from theoretical, normative, and empirical directions, little attention has been paid to examining how teachers view school choice or what factors shape their attitudes. This oversight is significant because teachers can impact the success of school choice experiments in many ways, such as through their willingness to launch and staff schools of choice, adopt new practices developed in schools of choice, and support choice-based reform efforts in their unions and communities. Using a survey of Arizona and Nevada teachers, we find that White, experienced, unionized, Democratic educators and those working in a "positive" school environment are less supportive of school choice. Arizona teachers, who live in close approximation of a free market for education, are particularly hostile to choice, but teachers who have had personal contact with a charter school are more supportive. The results indicate that the success of school choice will likely be influenced by the characteristics of the teacher workforce and teachers' familiarity with competition.  相似文献
