A note on the care and handling of triremes

The authors of'Effects of shipworm on the performance of ancient Mediterranean warships'(Steinmayer & Turfa, 1996) theorise that extensive shipworm damage to warships of the ancient Mediterranean was unavoidable and would have affected naval operations and the outcome of naval battles. However, there is a significant amount of literary evidence for the care and handling of warships and for the battles in which they engaged that they have not taken into account. The purpose of this note is to bring the missing evidence into the discussion and to suggest that ancient seafarers were better able to protect their ships than Steinmayer and Turfa have allowed.     

This is where we live: queering poor urban spaces in literature of black gay men

This article critiques the exclusion of working-class and impoverished gays and lesbians of color by drawing on popular and academic theories of the development of gay and queer urban spaces. Through an analysis of black gay men's literature of the 1980s and 1990s, it explores the factors that tie black gay men to and ostracize them from their home neighborhoods. It is argued that black gay writers use textual strategies to question their invisibility in their communities of origin and in white gay neighborhoods, show their positions and roles in the home and neighborhood, and queer these spaces.     

Defining “Talent”: Insights from Management and Migration Literatures for Policy Design

Taking the case of defining “talent,” a term that has been widely used but its definitions differ by discipline, organization, policy sector, as well as over time, we demonstrate how the basic definition of a policy subject may affect policy design and the assessment of policy outcomes. We review how “talent” is defined in two sets of literature, talent management and migration studies, and find that definitions fall under one of two categories: binary (“talent” as qualities) or composite (“talent” as a relational concept). The implications of our findings are epistemological and ontological; the findings point to diverse epistemological effects of definitions through developments of indicators, as expected, and they also reveal the policy designers’ ontological starting points. Ontological perspectives are significant because they ultimately determine whether the policy assessments carried out differ in degrees or in kind. In the case of defining “talent,” this means determining which objectives the designers would set (e.g., recruiting vs. cultivating vs. introducing competition), the policy instrumentation for achieving the goals (migration measures vs. education vs. lifelong learning vs. human resource policy), and the type of assessment for measuring policy outcomes (single vs. multiple indicators, qualitative vs. quantitative).     

A history of transboundary storm water flows: flooding,tunnels, and the spatial incongruity of the U.S.–Mexico border

The benefits of transnational flows and the concern for national security have framed development in the U.S.–Mexico borderlands since the formative beginnings of both nations. As national discourses, trade and security work against each other in borderland spaces, the former requiring openings in the border, the later seeking to control it. This paper considers the material implications of these discourses on the border landscape with particular attention to historical boundary development, urbanization, and impacts of chronic flooding. It argues that material discursive dynamics not only constitute the contemporary landscape, but create spatial incongruities that influence the impacts of natural processes, such as storm water flow. Using the southern Arizona border as a case study, the paper uses archival research to explore the historical geography of chronic flooding in the twentieth century and the shift in dynamics of flooding due to border boundary build up.     

Legitimising war in a changing media landscape

The media landscape is undergoing a period of radical transformation, characterised by the decline of the traditional media and the rise of digital new media. This article is concerned with the impact these changes are having on political violence and liberal democracies. The article argues that the emergence of citizen journalism and the decline of traditional journalism signals a dangerous deficit in accountability structures in liberal democracies.     

Democracy's not for me: The Lowy Institute polls on Gen Y and democracy

For two consecutive years, the Lowy Institute Poll has revealed just how little Australians seem to value democracy. This has particularly been the case for Australia's so-called Generation Y. Understandably, these findings have aroused dismay among media, policy and academic commentators, with many automatically assuming the troubling nature of these findings. Despite this, little consideration has been given to what the results actually denote, and what they were not telling us about the rationale and justification behind the Gen Y responses. This critical commentary offers some preliminary thoughts and findings on what the Lowy Polls are not telling us; as well as on what they are telling us.
