The Rio Grande border of the United States and Mexico is over 1,000 miles long. This presentation of that border is by means of a photo essay interpreting the physical, economic, political, and cultural complex that has evolved. These photos were all taken in 1990 on a reconnaissance that followed both sides of the border for the entire distance from Ciudad Juarez and El Paso on the west to the Gulf of Mexico on the east. Numerous crossings of the border were made at official and non-official points. Informal field interviews were conducted on both sides of the border with government officials, agricultural workers, tourists, farmers, industrial managers, factory laborers, retirees, undocumented migrants, beachcombers, shoe-shiners in the plaza, sportsmen, clergymen, children, and loafers. The photos with an accompanying text are presented in an order that is conducive to a comprehension of the salient aspects of the physical and human geography and the complex social issues found in the borderland. The final photos and text are on the maquiladoras and the international interplay of history, markets, labor, and technology resulting in striking structural change.  相似文献

The Westernization process includes the introduction of the American "Old West" beer house. Charles Howard (‘Dick’) Ellis, born in Sydney in 1895 and a Great War veteran, was working as a journalist in Vienna and Geneva when he wrote one of the most comprehensive books of the time on the League: The Origin, Structure and Working of the League of Nations (1928). Dedicated to the progressive literary figures of the era and showing a particular debt to the writings of the British Labour left, Ellis argued that the internationalism of the age marked a necessary rejection of the anarchic conditions that brought forth the Great War. The League and its associated institutions constituted ‘the first step toward a world society’ that would facilitate the suppression and ultimate removal of the causes of conflict. A remarkable work in itself, this progressive volume was written by a member of British intelligence who had already made a reputation in this sphere and was to go on to hold very senior positions in the 1940s. The question is considered whether the ideas expressed were a product of Ellis's genuine beliefs, or whether they were a mask for his substantive professional role. The circumstances around the writing of this book are also reviewed in an attempt to answer this question, especially given the hitherto accepted scholarly view that Konni Zilliacus of the League Secretariat was the actual author.  相似文献

Depicted as an imperialist by historians, William Harrison Moore, law professor, initiator of international relations teaching in Australia, government expert and League of Nations delegate, is shown to have held a positive view of the role and potential of international institutions, a fact hitherto disregarded yet the key to his thought. He clearly regarded the Empire as making a valuable contribution to the society of states and to Australian interests, but also maintained that the creation of the League had transformed the international system especially in relation to security. In particular, he held that Australia derived undoubted advantages from League membership. Consequently, his internationalism must be seen as the wider context for his imperialist sentiments.  相似文献

The disorder in Timor-Leste in 2006, the collapse of the Alkatiri government, and the political crisis following the 2007 parliamentary elections have all fuelled speculation that the country is a potential ‘failing state’. After outlining the history of the latter concept, this paper examines the Timor-Leste case in relation to the phenomena associated with social and political instability. It has exhibited tensions between the civil regime and the military, apparently deepening ethnic/regional differences, weakness in governance institutions and a dependence upon state office as a means to wealth/power; all of these factors are associated with instability. In addition, some policy choices have fostered particular grievances. Timor-Leste's situation with reference specifically to the comparative literatures on ‘state failure’ and on ‘Africanisation’ is then reviewed. State failure literature suggests that regime type and executive recruitment and participation practices are crucial; as a new democracy hitherto dominated by a distinct political faction and facing vital electoral contests, the political system was bound to exhibit turbulence. However, Timor-Leste should be seen in a broader comparative context; accordingly though clearly at risk some caveats should be entered on the prospects for ‘failure’ of the Timor-Leste state. Timor Leste never having been the site of a fully functioning state, its politics more resemble Melanesia than Africa.  相似文献

The exploitation of natural populations of red deer forms an important land use in large areas of the Scottish Highlands, especially the highest and most rugged parts of the region. Despite its areal significance red deer land use has been the subject of very little geographical investigation.

The ecology of red deer is an important factor in the Highland land use situation, and environmental controls on the characteristics of the red deer resource are strong. Wide spatial variations exist both in deer population densities and in stag weights. Considerable difficulties arise in regard to the availability of comprehensive population and weight data, but despite these difficulties certain areas, particularly in the borderlands between Inverness‐shire and Ross‐shire, stand out as the most productive deer areas.  相似文献
