The Regional Assistance Mission to Solomon Islands (RAMSI) ended in June 2017 after 14 years. It was an initiative of the Pacific Islands Forum authorized under the Biketawa Declaration of 2000, which enabled a regional response to crises in the region. Between 1998 and 2003, Solomon Islands had undergone a period usually called the ‘tenson’ in Solomons Pijin, or the ‘Tension’ or ‘Ethnic Tension’ in English, when government processes failed and two rival militia groups out of Malaita and Guadalcanal terrorized Honiara and its surrounds. Prime Minister Ulufa‘alu was removed in a de facto coup in 2000. Although all Pacific Islands Forum nations participated, Australia paid 95 per cent of the costs. This was the first time Australia and New Zealand had led a substantial intervention mission beyond their borders that was not under United Nations auspices. The article places Solomon Islands politics and governance issues into a 20-year perspective and examines the success and failures of RAMSI, which was far more adaptable than is usually admitted. The article also considers the appropriateness of the Westminster system to government in Solomon Islands.  相似文献

Personal ornaments, especially those made from the shells of marine mollusks and animal teeth, have been recovered from many Mesolithic sites across Europe. This paper reviews the evidence of personal ornaments from the Mesolithic of the Iron Gates, where such finds were identified in five sites on the Romanian bank: the cave and rock shelter sites of Climente II and Cuina Turcului, and three open-air sites—Icoana, Ostrovul Banului, and Schela Cladovei. The ornaments from these sites were made from the shells of several gastropod taxa and at least one species of dentaliid scaphopod, as well as the pharyngeal teeth of cyprinids, the teeth of several species of terrestrial mammal, fish vertebrae, and pieces of antler and bone. Particular attention is given to taxonomic identification and questions of taphonomy, provenance, selection, manufacture, and use. Experiments were conducted in which several types of ornament were replicated. Archeological and experimental pieces (at various stages of production) were examined under a microscope, to establish the durability of the beads and estimate the length of time over which they were worn. Our results show that shells of Lithoglyphus and Theodoxus sp. were simply perforated and fixed in composed adornments, as were shells of Tritia neritea in the early part of the time range. In the later Mesolithic, T. neritea shells were processed in a different way and fixed to clothing in the manner of appliqués. No technological modification of the cyprinid teeth was observed; these were sewn individually onto clothing by means of a thread coated with an adhesive substance. The other categories of personal ornament were used mainly as pendants. Experimental use-wear analysis suggests that many ornaments were used over long periods, with broken or missing pieces replaced when necessary.  相似文献

The Dutch Elm Disease outbreak of the late 1960s and early 1970s was arguably one of the most dramatic environmental events to affect the British countryside in the last fifty years. The demise of over 28 million elms destroyed the much celebrated, and publicly valued, ‘elmscapes’ of lowland England and brought about extensive habitat loss. During the middle and later phases of the epidemic, the policy response from the UK Forestry Commission, Ministry of Agriculture and local government came to be seen as ‘too little, too late’. Yet forty years after the outbreak it is still unclear whether the epidemic could have been better managed and how far any lessons can be drawn for the way present day disease risks to trees should be tackled. Drawing on the extensively documented (but hitherto unexplored) public record of the outbreak held at Forest Research and the National Archives, together with materials from retrospective interviews conducted by the authors with scientists and policymakers closely involved in the epidemic at the time, this paper presents a fresh analysis of Dutch Elm Disease in the UK. The paper seeks to explain the catastrophic outcome of the outbreak, not only in terms of the underlying (and highly malign) pathology of the disease itself, but also because of an initially inaccurate scientific assessment of the nature of the threat constructed within a small but influential community of forest pathologists and policy officials.  相似文献

In 1950 the first four Solomon Islanders were nominated for the Advisory Council. Further constitutional reforms were made between 1960 and 1978, slowly preparing the Protectorate for a transfer of power through a unitary state operating under the Westminster system. British policy was guided by previous colonial experiences in Africa, Asia and the Pacific, and to a limited extent by local circumstances, particularly through constitutional review committees. This paper addresses three central questions. Did Solomon Islanders make their own decisions when establishing the structure of their constitution and parliament, or were these decisions made for them by British and other advisers? What attempts were made to include Indigenous political structures in the governing process? To what extent did events elsewhere influence Solomon Islands political development?  相似文献
