In his introduction and overview to this issue of International Affairs, Christopher Clapham takes a broad look at Africa's post-colonial past and the often impracticable inheritance bequeathed to it by the colonial powers. With reference to the articles in these pages, he assesses the decline in African statehood and the problems associated with projects of external governance. However, in looking to an uncertain future, he finds emerging from within Africa itself reforming leadership and new movements, which are proving hopeful in the search for political reform.  相似文献

Geographically Weighted Regression (GWR) is increasingly used in spatial analyses of social and environmental data. It allows spatial heterogeneities in processes and relationships to be investigated through a series of local regression models rather than a single global one. Standard GWR assumes that relationships between the response and predictor variables operate at the same spatial scale, which is frequently not the case. To address this, several GWR variants have been proposed. This paper describes a route map to decide whether to use a GWR model or not, and if so which of three core variants to apply: a standard GWR, a mixed GWR or a multiscale GWR (MS-GWR). The route map comprises 3 primary steps that should always be undertaken: (1) a basic linear regression, (2) a MS-GWR, and (3) investigations of the results of these in order to decide whether to use a GWR approach, and if so for determining the appropriate GWR variant. The paper also highlights the importance of investigating a number of secondary issues at global and local scales including collinearity, the influence of outliers, and dependent error terms. Code and data for the case study used to illustrate the route map are provided.  相似文献

Success or failure of a polycentric system is a function of complex political and social processes, such as coordination between actors and venues to solve specialized policy problems. Yet there is currently no accepted method for isolating distinct processes of coordination, nor to understand how their variance affects polycentric governance performance. We develop and test a building-blocks approach that uses different patterns or “motifs” for measuring and comparing coordination longitudinally on Australia's Great Barrier Reef. Our approach confirms that polycentric governance comprises an evolving substrate of interdependent venues and actors over time. However, while issue specialization and actor participation can be improved through the mobilization of venues, such a strategy can also fragment overall polycentric capacity to resolve conflict and adapt to new problems. A building-blocks approach advances understanding and practice of polycentric governance by enabling sharper diagnosis of internal dynamics in complex environmental governance systems.  相似文献

This paper explores how archaeological authorship is an articulation of the imagined social roles archaeologists play with the actual contexts of our practice. The discovery of popular public discourses on archaeology should not be seen as impediments to pure archaeologies, but as routes to the significance archaeology seeks to attain. A parallel concern with the determining influence of public concerns in ethnography is reviewed to develop a method for an archaeology that is truly publicly formed. An example of a public archaeology program developed in dialogue with existing historical debates in Annapolis, Maryland illustrates.  相似文献

While most of the network literature focuses on information and advice networks, there is increasing interest—particularly among Advocacy Coalition Framework (ACF) scholars—on ally networks and coordination networks. This article asks two basic questions: First, do information, ally, and coordination networks overlap with each other? Second, and drawing from the ACF, do policy core beliefs structure the interactions in ally, coordination, and advice/information networks? We pursue these research questions in the context of the California Marine Life Protection Act process. We find that ally and coordination networks overlap slightly more than information/advice networks and that policy core beliefs do a better job of predicting ally and coordination networks than advice/information networks. Thus, we show that ally networks can provide a useful proxy for coordination networks to identify advocacy coalitions.  相似文献
