Der Beitrag stellt langj?hrig ermittelte Klimadaten und Klimatrends für die Stadt Bayreuth vor. Er geht auf die Herausforderungen ein, die sich daraus für die Stadtplanung ergeben, auch und besonders im Zusammenhang mit dem Klimawandel.     

Political Commitment,Policy Ambiguity,and Corporate Environmental Practices

A lack of clear political commitment together with confusing rules and enforcement often characterize the institutional context of policy implementation and regulatory compliance in developing countries. By connecting such contextual features to existing models of policy implementation and regulatory compliance, we examine how regulatory factors are related to basic and proactive corporate environmental management practices in the Pearl River Delta region in China. Drawing on data derived from both a survey and in‐depth interviews, we show that a perception of clear political commitment to environmental protection across multiple government levels and units is positively associated with business efforts in basic environmental practices, regardless of the specific enforcement intensity. Nevertheless, a perception of clear political commitment is not related to proactive environmental practices. Conversely, a perception of policy ambiguity, in the form of confusing regulatory standards and enforcement, is negatively associated with corporate efforts in both basic and proactive environmental practices; yet, intensive inspections mitigate these negative associations with policy ambiguity.     

Land, Kinship Relations and the Rise of Enclosed Settlement in First Millenium B.C. Britain

Enclosed settlements are characteristic of the first millennium B.C. in Britain, contrasting with the predominantly open settlements of the fourth to second millennia. Settlement enclosures have recently been interpreted in symbolic terms, the enclosure marking social divisions between social groups. Anthropological studies indicate that divisions between groups may be more clearly marked in societies which use land intensively than in ones which use it extensively, because of the need to prevent valuable land from passing outside the group by out-marriage and inheritance. The earlier first millennium B.C. was a period of agricultural intensification in Britain. It is suggested that settlement enclosure became widespread at this time because agricultural intensification led to land becoming more valued as a form of property. This in turn led to changes in kinship relations, with the division between 'insiders' and 'outsiders' becoming more significant than before. Apparently 'special' deposits of material in enclosure ditches have been interpreted as a way of reinforcing such a division.

Bergen and Seattle: A tale of strategic planning in two cities

Strategic planning, as developed in the military and business sectors, offers a procedural model with important differences from the earlier comprehensive approach. Economic and physical development strategies, often called for by national planning legislation in European countries, frequently have little in common with the model proposed by Steiner for private firms, or espoused for the public sector by Bryson and others: there appears to be confusion resulting from use of similar terms. This paper investigates efforts to employ at least the major features of strategic planning in two institutionally and culturally different contexts, nearly half a world apart. In Bergen, Norway, these principles have informed economic development planning and planning for a major district of the city. In the case of Seattle, Washington, USA, the new comprehensive plan is based on framework policies developed during a 2‐year public process, and now that the city‐wide plan is adopted, Seattle is turning to developing neighbourhood plans which will provide more operational detail for guiding public and private investments. Comparison of these two cases both provides contrasts and similarities stemming from the two different contexts, and help to evaluate the transférability of strategic planning from the private to the public sector.     

Regional economies,interactive television and interorganizational networks: A case study of an innovation network in Baden‐Württemberg

This paper explores attempts to establish a network of firms and organizations to develop the multimedia industry at a regional level. The paper sets out its review in the context of the regional economy, and then details the nature of the networking process under investigation. An evaluation of networking in this context is provided, based on detailed empirical research. Lessons are drawn from the experiences of seeking economic modernization through organizational networks.
