In recent years, efforts to institutionalise resource security cooperation in the Asia-Pacific region have intensified. Soaring world prices for minerals and energy have seen a range of resource security strategies launched—through the Association of Southeast Asian Nations (ASEAN), ASEAN Plus Three, Asia-Pacific Economic Cooperation and the East Asia Summit—all of which aim to promote intergovernmental dialogue, policy coordination and the integration of regional resource markets. However, the practical achievements of these regional efforts have been limited, as none have advanced beyond dialogue activities to more formalised types of resource security cooperation. This article examines the dynamics of these abortive attempts to regionalise resource cooperation in the Asia-Pacific, arguing that economic nationalist resource policy preferences held by governments have acted as a major obstacle to cooperation. Through an analysis of national resource policy regimes and the outputs of recent cooperative efforts, it demonstrates how economic nationalism has encouraged inward-looking and sovereignty-conscious actions on the part of major resource players in the Asia-Pacific. As a result, intergovernmental resource cooperation has been limited to informal and voluntary ‘soft-law’ initiatives, which have not made a substantive contribution to the resource security of economies in the region.  相似文献

The special issue this article opens engages with an apparent conundrum that has often puzzled observers of East Asian politics—why, despite the region's considerable economic integration, multilateral economic governance institutions remain largely underdeveloped. The authors argue that this ‘regionalism problématique’ has led to the neglect of prior and more important questions pertaining to how patterns of economic governance, beyond the national scale, are emerging in East Asia and why. In this special issue, the contributors shift analytic focus onto social and political struggles over the scale and instruments of economic governance in East Asia. The contributions identify and explain the emergence of a wide variety of regional modes of economic governance often neglected by the scholarship or erroneously viewed as stepping stones towards ‘deeper’ multilateralism.  相似文献

We compare over 230 obsidian hydration readings from 30 individual site components from the Southern Nasca Region (SNR) with independent age estimates based on radiocarbon dates and temporally diagnostic artifacts. Although there are problems with small sample sizes, and readings must be adjusted for elevation, a very strong relationship accounting for nearly 90% of the total variation in the data set is found. This suggests that obsidian hydration dating (OHD) works in the SNR and is a viable means of independently estimating age. Residual values from our regression suggest that hydration age estimates are usually within 15% of the radiocarbon estimates. Finally, we present an equation other scholars can use to estimate age for Quispisisa obsidian in the SNR.  相似文献

ABSTRACT Transport firms compete over space. We develop a dominant firm model of transport services wherein one firm (the railroad) has market power, but competes in space with a competitive alternative (truck‐barge). When constrained, the dominant firm prices to “beat the competition”, which impedes efficiency when demand has some elasticity. We extend the basic model in a number of directions that include the relationship between monopoly prices and the generalized concavity of the shipper demand functions, the effects of multiple terminal markets, the role of joint production (fronthaul–backhaul markets), and the effects of capacity constraints.  相似文献

Multi-element soil analysis is now an established technique in archaeology. It has been used to locate archaeological sites and define the extent of human activity beyond the structural remains, and to aid interpretation of space use in and around archaeological remains. This study aimed to evaluate the consistency of these soil element signatures between sites and hence their potential usefulness in archaeological studies. Known contexts on abandoned farms across the UK were sampled to test the relationships between element concentrations and known functional area and to assess inter-site variability. The results clearly show that there are significant differences in the soil chemistry of contrasting functional areas, particularly for Ba, Ca, P, Zn, Cu, Sr and Pb. Despite significant site specific effects, which appear to reflect individual anthropogenic practices rather than geological influences, there is sufficient similarity in the pattern of element enhancement to allow reliable interpretation of former function using discriminant models. Relating these enhancements to precise soil inputs, however, is more problematic because many important soil inputs do not contain distinct element fingerprints and because there is mixing of materials within the soil. There is also a suggestion that charcoal and bone play an important role in both the loading and post-depositional retention of Ca, Sr, P, Zn, and Cu and thus may be significant in the formation of soil element concentration patterns.  相似文献

Since the late 1990s, the EU has sought to develop the so-called 'external dimension' of cooperation on immigration and asylum: attempts to manage migration through cooperation with migration sending or transit countries. However, one can discern two rather distinct concepts of the 'external dimension'. The first involves attempts to externalize traditional tools of domestic or EU migration control; the second to prevent the causes of migration and refugee flows, through development assistance and foreign policy tools. Both are based on different assumptions about how best to influence migration flows, and will have divergent impacts on migration flows, refugee protection and relations with third countries. It therefore makes a big difference which of the two is likely to emerge as the predominant pattern of cooperation in the future. This article looks at the factors influencing the emergence of both concepts, focusing on three central determinants: the potential of such approaches to meet migration policy goals; the institutional context; and domestic political—electoral pressures. It argues that the two last factors have militated in favour of the prevalence of externalization approaches to the detriment of longer-term strategies of migration management, refugee protection and relations with third countries.  相似文献
