Abstract The independence and equality of sovereign states are today formally enshrined in international law as principles governing the conduct of international relations. Diplomatic protocol, by symbolizing the principles, harmoniously represents the political process. Even if conflicts arising from protocol during difficult negotiations still are not uncommon, seventeenth-century practice as presented in diplomatic dispatches appears to the modern mind to be a curious and never-ending argument about lavish ceremonies arranged for visiting dignitaries. In early modern European diplomacy, the relationship between the ceremonial symbols and the mechanisms of power was closer and carried more weight. Whereas protocol is asked today to anticipate conflicts over status, in early modern Europe it was expressly designed to signify the relative status of the honoured guest and the sovereign host. 相似文献

During the Middle Horizon (AD 650–1000), the Wari polity expanded its sphere of control in various regions of the Andes, including Nasca on the south coast of Peru. The nature of the interaction between Wari and local communities varied. This study explores the consequences of Wari contact in the Nasca region at the site of La Tiza, which includes individuals dated to the Early Intermediate, Middle Horizon, and Late Intermediate periods. Using evidence for burial ritual along with demographic, paleopathological and isotopic data, population composition, mobility, diet, and health are investigated. δ13C data indicate a relatively stable diet through time at La Tiza with evidence for continued maize consumption, and paleopathological results indicate health problems associated with this type of diet. δ18O and 87Sr/86Sr data suggest that most of the individuals buried at La Tiza were local to the area. However, two female adults from the Middle Horizon burials are characterized as nonlocal based on δ18O and 87Sr/86Sr values and several individuals overlap with the 87Sr/86Sr local range for the Wari heartland. In conjunction with the use of new tomb types during this period these results highlight the ideological and populational changes occurring with Wari contact at La Tiza. 相似文献

In 1997, the International Sex Workers Foundation for Arts, Culture and Education (ISWFACE) began the process of purchasing a historic parlor house brothel (the Dumas) in Butte, Montana to create a cultural center and museum. This business transaction drew national and international attention while Butte citizens questioned the presence of ISWFACE in their community. Using media accounts of the Dumas, I examine the framing of sex work and its place in the heritage tourism landscape of the American West. The case of the Dumas captures the complicated relationship between history, a community, tourism and the media on local as well as national/international levels. Sex work is part of the historical landscape of the American West, but is fading from view as communities actively shape their public image, erasing this element from their landscapes. 相似文献

This article examines the threat to European liberal democratic values posed by the current asylum crisis. Drawing on a historical analysis of European asylum policies, it examines the origins of the post-Second World War refugee regime and the sources of the current challenge to its liberal universalist premises. The argument discerns two dominant forms of critique of the liberal model in twentieth-century debates on refugee policy: welfare protectionist nationalism, and ethno-centric or racist nationalism. Both of these justifications for restricting asylum have resurfaced in contemporary debates, used by—respectively—centre-left and far right parties. Having considered why these arguments have resurfaced, the article suggests three scenarios for future European responses to the asylum crisis and their implications for liberal universalist values. It argues that the liberal approach can only be sustained through more effective EU burden-sharing and the reorientation of EU external policies to incorporate refugee and migration issues. 相似文献
