‘Whore-friendly people’: heritage tourism,the media and the place of sex work in Butte,Montana

In 1997, the International Sex Workers Foundation for Arts, Culture and Education (ISWFACE) began the process of purchasing a historic parlor house brothel (the Dumas) in Butte, Montana to create a cultural center and museum. This business transaction drew national and international attention while Butte citizens questioned the presence of ISWFACE in their community. Using media accounts of the Dumas, I examine the framing of sex work and its place in the heritage tourism landscape of the American West. The case of the Dumas captures the complicated relationship between history, a community, tourism and the media on local as well as national/international levels. Sex work is part of the historical landscape of the American West, but is fading from view as communities actively shape their public image, erasing this element from their landscapes.     

Broadcasting after devolution: policy and critique in the Welsh media landscape 2008–2015

This essay examines the provision of media (especially broadcasting) in Wales and considers recommendations made in key reviews and reports which have sought to bring about change in how the media serve people in a devolved Wales. It provides a critical insight into how these debates have developed since 2008 and reveals how some of the monumental economic, policy, production and technological changes that have affected broadcast and digital media internationally have taken shape in Wales specifically. The chief aim is to identify how a distinctly Welsh media policy agenda is developing in the context of devolution. This research is timely given the growing political pressure from several parts of the UK both for greater accountability of broadcasting to the nations of the UK and also for substantive devolution of powers over broadcasting to their governments. The essay argues that media scholars need to pay further attention to how policy evolves in the context of multi-governmental levels such as those existing in the devolved nations of the United Kingdom.     

Global Liquidity,the Private Sector and Debt Sustainability in Sub‐Saharan Africa

This article analyses the effect of changes in international financial markets on the debt dynamics in sub‐Saharan Africa in recent years. A key development is the rise of the private sector as both a lender and a borrower in African debt markets, a process that is associated with the growing integration of the region into global financial markets. The article argues that the Debt Sustainability Framework of the International Monetary Fund and World Bank has taken some steps to account for this growth of private sector, cross‐border debt, but such steps still fall short of what is needed. A full appreciation of the importance of private debt implies, first, that debt sustainability in sub‐Saharan Africa be understood in the context of countries’ integration in global financial markets and the global liquidity cycles that characterize those markets and, second, that the interplay between private and public debt be monitored in order to provide a fuller picture of the impact of private sector debt on fiscal sustainability.     

Bodies in “Heathen” Places: Regulating Marriage without a State

In 1787 Bishop in the Moravian Church August Spangenberg drew up a set of Instructions and an official statement (Gutachten) on the problem of marriage within the “Heathen” congregations. Alarming reports from the missionaries revealed that lack of civic laws, a particular mindset cultivated by said laws, and a well‐organised state meant that the sexuality of non‐European congregants could not be regulated and ordered. The present article analyses the seemingly coherent European context, which Spangenberg uses as a contrast to the unruly native communities in the first part of the Gutachten and examines what he emphasises as the parameters within which proper marriage regulation can take place. Given the pre‐Revolution date, and the current state of the state at this point in history, the Gutachten could give us valuable insights into the process of the formation of the state and its fundamental institutions.     

Comparative Approaches to Visions of Community

The aims of the first VISCOM conference were to compare different methods employed in the study of community to address new methodological perspectives for the analysis of categories of identification and belonging, the conditions and processes of the making of communities across large cultural and geo-political fields. At the same time, this exchange was meant to provide thorough reflections on the process of comparative research itself. This contribution sets out to discuss the diversity and creative tension of these methodological approaches before proceeding to outline how they may contribute to future collaboration both within the VISCOM project and beyond in interdisciplinary and, eventually, in transdisciplinary collaboration between historians and socio-anthropologists. The text thus focuses on the methodological tools and the very practical research processes addressed at the conference and in the case studies brought together in this thematic issue. It will specifically address the challenge to develop comparable, but contextually differentiated approaches to different types and amounts of medieval source material across time and space, viewing the methodological and conceptual framework of the project and the contributions of this issue as a toolbox. I will thus take up the claims of several contributors to more thoroughly contextualise the very conceptual notions underlying our research (such as identity, ethnicity and community) and argue in favour of a less “loaded” and more flexible conceptual vocabulary developed in close relation with the source material to cope with the high diversity of sources and methodological approaches.
