In recent years, the strategic role certain metals play is seen as central to the geopolitics promulgated by state agents in the North. While a switch to renewable energy and an increase in energy efficiency might be instrumental to reducing dependence on fossil energy, it increases dependence on metals. This paper starts from an analysis of the likely availability of metals in the near future and then proceeds to investigate political concerns raised by considering the geological fundamentals of social development at the peripheries of the capitalist world‐system. The inequality of metal stocks, future metal requirements and the ensuing political challenges are investigated, taking copper as an example. The final section is dedicated to the discussion of regulatory challenges in view of multiple constraints on metal extraction. This section also highlights the preconditions of a socially legitimate transition to a renewable energy system in the coming period of socio‐ecological transformation.  相似文献

Scholars of international relations have devoted significant effort to understanding international organisations. However, two areas have been understudied: the role of the chair in international multilateral negotiations and the role of informal international organisations. Yet informal international organisations are increasingly important in international affairs as world leaders turn to smaller and more flexible forums to address global challenges. This article addresses these two blind spots in the literature by considering the role of Australia as chair in one of the most important yet most understudied informal international organisations: the Group of Twenty (G20). Drawing on primary interview data and the participant observations of the first author, who was a member of the G20 chair in 2013–14 during Australia’s presidency, the authors examine two theoretical puzzles: (1) why states delegate control of the negotiation process to a chair and (2) how the chair can, and does, influence the negotiation process. It is argued that member states delegate control to the chair to overcome specific institutional failures and, in doing so, provide the chair with the power to influence the negotiation process. The authors also argue that the G20 case indicates that existing theory overlooks key factors which restrict the capacity of the chair to influence the negotiation outcome.  相似文献

Urban heritage conservation in China has been subject to severe criticism, although there is now a sense of paradigm shift. Charters, declarations and agendas had the merit of filtering down the international discourse on heritage, while more innovative approaches were arising. The UNESCO Historic Urban Landscape recommendation, offers a new angle from which to observe this process of change. The underlying argument of this article is that HUL can provide a platform to achieve greater sustainability in transforming historic sites in China, particularly in rural areas, overcoming, at the same time, the easy shortcut of the East–West discourse of difference in respect to heritage conservation. This is primarily due to the shifting focus from the materiality of heritage to its role in sustainable development with increasing attention on the role played by local communities. By presenting the proposal for the protection of the historic rural village of Shuang Wan in the Jiangsu Province, this paper aims to reflect on this shift showing its advantages but also some of the risks. These are inherent in a discourse of heritage in danger of legitimising mere pro-growth development approaches, if not accompanied by participatory practices considerate of the specific social reality of China.  相似文献

ABSTRACT

This paper analyses feelings of socio-cultural proximity and distance with a specific focus on the tourist experience in cross-border shopping and everyday life practices in border regions. We examined shopping practices of Dutch border crossers who visit the German town Kleve in the Dutch–German border region. This particular border context has allowed us not only to reflect on a multidimensional approach towards socio-cultural proximity and distance, but also to examine how these different dimensions express themselves in the tourist experience when it comes to people and places that are geographically ‘close’ but assumingly socially and culturally ‘distant’ from home. Although some differences prompted feelings of discomfort, in particular, differences in social engagement, feelings of comfort stand out in our analysis of cross-border shopping tourism. Furthermore, our study shows that shopping tourism and exoticism, on the one hand, and everyday routines and the mundane, on the other hand, are closely intertwined in the lives of people living in a border region, resulting in a fluid interpretation of the exotic and the mundane in the cross-border context.  相似文献

Theoretical frames for modeling prehispanic Mesoamerican economies have been informed mostly by political economy or agency approaches. Political economy models examine the ways in which power is constructed and exercised through the manipulation of material transfers, mainly production and distribution. Research along these lines emphasizes regional redistribution, wealth and staple finance, debt and reciprocity, and regional integration through core/periphery relations. Agency models, on the other hand, explore the social aspects of manufacture, circulation, and consumption to infer the processes by which power is negotiated and contested. Work using this framework focuses on the manner by which meaning and value are assigned to, and become fixed in, social valuables, as well as the moral and emotional dimensions of allocation and consumption. Political economy and agency approaches are converging in Mesoamerican research to forge a new, hybrid theoretical construct, “ritual economy,” which strikes a balance between formalist and substantivist views by considering the ways that belief systems articulate with economic systems in the management of meanings and the shaping of interpretations.  相似文献

ABSTRACT Does trade policy shape a country's internal economic geography? Empirical evidence on the spatial effects of trade policy in developing countries is limited. This paper contributes to this literature by looking at the experience of Brazil over the 1990s. In particular, an econometric analysis of the determinants of industrial location using data on regional manufacturing employment as well as data on several region and industry characteristics over the period 1990–1998 is performed. Estimation results suggest that trade openness favored location in states closer to the largest neighbor trading partner and that this effect increased through the end of the 1990s.  相似文献
