The 2013 ANTIPODE AAG Lecture The Environment Making State: Territory,Nature, and Value

My argument is that the state is fundamental to the value form because it delivers the use values of non‐human nature to the process of capital accumulation. Capital cannot, and historically does not, capture non‐human nature without the participation of the state. The state delivers the utilities of extra‐human nature to the accumulation process by creating property regimes, physical infrastructure, and scientific knowledge. As such, the state is a crucial under‐theorized political membrane in the ecological metabolism of capitalism and the value form. The capitalist states inherently environmental qualities are rooted in its fundamentally territorial qualities. Where are the utilities of non‐human nature found? On the surface of the earth. What institutions ultimately control the surface of the earth? Territorially defined national states. The example of state formation in the early years of the United States is used to illustrate these ideas.     

Roman amber identified as Siegburgite

A small amber fragment from the period of Roman occupation of Numantia (Garray, Spain) was characterised by Fourier transformed infrared spectroscopy and optical microscopy. The material was found to be a polystyrene-like material, which is a very rare fossil resin known as Siegburgite or class III amber. Until now, this material was found in Europe only at two sites, both localised in Germany, and it is the first time that this type of amber was identified in wrought archaeological artefacts. The discussion includes the applicability of the method to distinguish false from true and amber of different origins, its use and trading as well as a hypothesis for a transport route. The study highlights the need for a more systematic study of archaeological amber remains. The finding also proves the exploitation and trading of local, non-Baltic amber deposits throughout the Roman Empire.     

Psychic blindness or visual agnosia: early descriptions of a nervous disorder

This article briefly reports on three early contributions to the understanding of visual agnosia as a syndrome sui generis. The authors of the respective papers worked in different fields such as physiology, ophthalmology, and neurology, and, although they were not in direct contact with each other, their results converged upon a consistent view of a nervous disorder that they called psychic blindness.     

Broadcasting and market-driven politics in the UK and Germany: the Peacock Committee in comparative perspective

When, from the 1980s onwards, market-driven politics won widespread recognition in liberal capitalist Western democracies, processes of broadcasting marketization in the UK and Germany were decisively determined by two inquiries: the Committee on the Financing of the BBC, chaired by Alan Peacock, and the Commission for the Development of the Technical Communications System (KtK), chaired by Eberhard Witte. This article compares how both inquiries, driven by their chairmen, affected domestic communications policy-making. The research is situated within a critical political economy framework and it is argued that critiques from scholars within cultural policy depicting Alan Peacock and the inquiry he chaired as driven by a narrowly economistic understanding of broadcasting are partly unjustified. As the comparison with the radical restructuring pursued by Eberhard Witte brings to the fore, Peacock, in fact followed a moderate reform agenda of gradual change, aiming to preserve some core cultural elements within public service broadcasting.     

Dating mortar by optically stimulated luminescence: A feasibility study

Quartz is the datable component in mortar. Although its luminescence properties are very well studied, the problem of mortar dating arises from a low level of optical bleaching. In order to reduce the time consuming efforts for dating lime mortar in monuments by optically stimulated luminescence, we investigated the most suitable methods of dose and dose rate determination, and we explored tests which are suitable to predict the datability of a given material. Reverting to the large number of publications on sedimentary partially bleached quartz we found linear modulation techniques especially useful, equally we also recommend the determination of the level of optical depletion before starting analyses. Single grain analysis is regarded as an ultimate but infallible tool to date very poorly bleached quartz from mortar. Dose rate measurements need to take into account the radioactive equilibrium of the uranium decay and the short range inhomogeneity of the environmental gamma radiation field: gamma spectrometry and on-site TLD measurements are best suited.
