Many government and non‐statutory registers utilise point datasets to represent cultural heritage places. An effect of this approach is to emphasise that cultural heritage comprises a series of spatially discrete material remains or ‘sites’, suggesting discrete locations which are somehow disconnected from their broader historical and landscape contexts. We advocate an alternative in which spatial representation of heritage is set within a cultural landscape framework, acknowledging that all parts of the landscape have inter‐connected cultural histories, associations and meanings resulting from long‐term and ongoing human–environmental interactions. Results from a collaborative cultural heritage research project undertaken at Culgoa National Park in Australia demonstrate the advantage of this approach. The mapping products produced by the work comprise an interactive electronic DVD Atlas and hard copy maps. Both focus on meeting the management needs of field‐based park staff.  相似文献

There is a small literature tackling migration and mental health, but less is said about the migration of people with mental health problems (incipient or diagnosed). The present paper considers what might be claimed about such migration, particularly when entailing movement into rural and remote areas where lack of anonymity, high social visibility and certain differences in how ‘locals’ and ‘incomers’ are treated may have serious consequences for those displaying psychological and behavioural differences. Drawing upon qualitative evidence from in‐depth interviewing of in‐migrants with mental health problems living in the Scottish Highlands, light is thrown on the connections between their problems and the decision to relocate to this predominantly rural region. Attention also focuses on dissonances between expectations regarding their new situation and their actual experiences of it in terms of both natural landscapes and, more importantly here, social milieux. There are further implications for changing regional attitudes towards mental health, suggesting certain impacts that arise not just from the in‐migration of people themselves who have mental health problems, but also from the ideas and practices that they often carry with them.  相似文献

As opium cultivation is increasingly controlled in the Golden Triangle, producers and traffickers have created new markets for methamphetamines (ATS) amongst highland and lowland populations. At the same time, evolving forms of drug abuse also reflect a larger order of social change that directly shapes the consumer market. This article explores how demand for methamphetamines in mainland Southeast Asia emerges in sync with changing value systems fostered by development trajectories within a globalized commodity culture. The primary focus is on Akha highlanders in northwestern Laos for whom dual processes of opium eradication and village relocation directly encourage the currently prominent uptake of ATS. As Akha move into the lowlands to engage in modern capitalist systems of production, increased methamphetamine use emerges as a means to facilitate a greater reliance on sedentization and petty commodity trade. Rather than the uptake of heroin that took place in neighbouring countries, the transition from opium to methamphetamines is a highly charged sign of new social and material relations adopted by the Lao Akha as they enter primitive forms of capital accumulation and wage‐labour.  相似文献

This article adapts the theoretical construct of ‘policy entrepreneurship’ in political science to an analysis of one important initiative in policy‐making in Australia between 1992 and 1994, the National Asian Languages and Studies in Australian Schools Strategy (NALSAS). Originally an initiative of the Queensland Government, NALSAS sought to advance the teaching of Asian languages and studies of Asia in Australian schools. The then Director General of the Queensland Office of the Cabinet, Mr Kevin Rudd, was its key protagonist. The article identifies and analyses Rudd's adroit policy entrepreneurship that was needed to overcome significant resistance and deliver the subsequent policy outcomes. It does this by carrying out a two‐level analysis that considers individual and contextual factors and concludes that, even though Rudd displayed many of the individual characteristics of a policy entrepreneur, his actions were heavily mediated by contextual factors. The article also demonstrates how a concept developed elsewhere, in this case North America, can be applied in other contexts, and calls for more scholarship on policy entrepreneurship in contemporary Australia.  相似文献

There is little published information on heavy metals in surficial sediments of the upper Hawkesbury‐Nepean River in central New South Wales, Australia. In the current investigation, the fine fraction (<62.5 µm) of 90 sediment samples taken from this section of the river was analysed by flame‐Atomic Absorption Spectroscopy for nine heavy metals (Ag, Cd, Pb, Zn, Cu Co, Fe, Ni and Mn) to determine background and enrichment. Sediment in the upper Hawkesbury‐Nepean River is not heavily polluted by heavy metals. Maximum enrichment over background for Ni and Ag, Cd, Pb, Zn, Cu and Mn is 3x, 5.7x, 6x, 6.7x, 12x and 13.6x, respectively. Mean heavy metal concentrations for this, the upper section of the river, are about half the mean values for the Hawkesbury River between Windsor and Broken Bay in the lower, estuarine section of the river. The highest Cu, Pb and Zn concentrations (214, 108 and 334 mg kg?1, respectively) occur in surficial sediments in Peachtree Creek at Penrith and the Nepean River near Jacksons Lane, Castlereagh. These metal concentrations are possibly associated with industrial activity at Penrith. Two of the six sewage treatment plants on the upper Hawkesbury‐Nepean River are associated with high metal concentrations (Cu, Zn, Fe and Mn) in sediments, that is, the West Camden and Penrith sewage treatment plants. Other possible sources of heavy metals are coal mining and washing which occurs at several places in the upper catchment. The highest Cd, Co and Fe concentrations (1.7, 27.6 mg kg?1 and 4.81%, respectively) were found in sediments 400 m downstream of the Nepean Dam and the highest concentrations of Ni and Mn (54 and 790 mg kg?1, respectively) were located in sediment from the Nepean River at Moresby Hill Road Bridge, near Robertson and at the Avon Dam Road Bridge. This paper considers the emerging policy agenda for urban–social renewal in relation to academic debates about equality and difference. Signalling problems with prevailing political and geographical approaches to class, the possibilities offered by a poststructuralist engagement with issues of equality are discussed. Policies for social regeneration and inclusion are analysed with regard to their approach to working–class cultures and are argued to be reductive and contradictory in core respects. More progressive and integrated understandings of class–cultural relations, such as those presented in the work of Nancy Fraser and Pierre Bourdieu, are identified as necessary to a meaningful concept of social justice for contemporary urban social policy.  相似文献
